    On January 9, 1866, a formal ceremony opened the doors of Fisk Free Colored School to educate whites and newly freed slaves in Nashville, Tennessee. This dissertation will argue that from the institution's opening in 1866, Fisk University Library evolved from a passive role of providing materials for students, faculty, and the public to a leadership role in the effort to collect, preserve, and shape the study of African American history and culture. By the twenty-first century, the library was a premier African American historical organization with connections to every sub-field of public history: oral history, archival science, historic preservation, programming, museum curatorship, documentary films, and digital humanities. Overall, this research will explore the various ways an underrepresented and under-studied group of people used their power and agency to produce a new historical narrative that included the contributions of Africans and African Americans to global society.

    For the first time since its founding in 1921, the Chinese Communist Party (CCP) has adopted a new paradigm for its role in China. Abandoning its former identity as a 'revolutionary party', the CCP now regards itself as a 'governing party' committed to meeting the diverse needs of its people and realizing China's revitalization as a great power. To enhance its ability to realize these aims, the CCP has enacted extensive political and ideological reforms. Central to that effort are changes to how the party develops and oversees strategy and policy. Few studies are available on the CCP's adoption of this new identity and of its political implications. This book remedies that oversight by explaining the historic context, drivers, and meaning of the governing party paradigm. It explains how adoption of this paradigm is transforming the processes through which the CCP develops strategy and policy. Furthermore, it differs from many other books in that it is the first to derive its analysis primarily from the study of authoritative Chinese sources.     This open access book brings together storytelling and self-narrative, creative writing and narrative enquiry to explore a variety of topics in migration from an experiential lens. The volume is hybrid and multi-genre as it contains both scholarly chapters grounded in academic perspectives, as well as personal essays and creative non-fiction. In addition to critical reflections on key migration topics and concepts – like, identity and diversity, integration and agency, transnationalism and return – the scholarly chapters also propose a particular methodology for ‘workshopping’ migration narratives, and writing about (personal) lived experiences through iterations of scientific reflection, narrative enquiry, and creative imagination. The book explores the potential of a new conceptual paradigm and methodological process to learn more, and also `differently,’ about the migration experience. Finally, this volume asks a bigger question too – how do we define the boundaries of research; is it possible to entirely separate the spatial, temporal and methodological parameters in which projects are developed and pursued; and how can the specifics of these multiple contexts contribute to shaping the knowledge being produced?

    Reducing the time for registering a company from weeks and months to under one hour is a concrete result of a unique and ambitious initiative in Portugal to make the public sector more efficient and effective. The Simplex initiative aims at making life easier for citizens and businesses. It focuses on how e-government can be used as a lever for broader administrative simplification, making service delivery more coherent and efficient. This is the first integrated study undertaken by the OECD to analyse administrative simplification and e-government in a national context. By bringing those two areas together in the context of public management reform, this review helps countries identify how these reform activities can best support overall government performance and economic growth.

Social equity is often referred to as the "third pillar" in PA, after efficiency and economy. It concerns itself with the fairness of the organization, its management, and its delivery of public services. H. George Frederickson is widely recognized as the originator of the concept and the person most associated with its development and application. Lawrence Brown and Lawrence Jacobs show that conservative efforts to expand markets and shrink government often have the ironic effect of expanding government's reach by creating problems that force legislators to enact new rules and regulations. Dismantling the flawed reasoning behind these attempts to cast markets and public power in opposing roles, The Private Abuse of the Public Interest urges citizens and policy makers to recognize that properly functioning markets presuppose the government's ability to create, sustain, and repair them over time. The authors support their pragmatic approach with evidence drawn from in-depth analyses of education, transportation, and health care policies. In each policy area, initiatives such as school choice, deregulation of airlines and other carriers, and the promotion of managed care have introduced or enlarged the role of market forces with the aim of eliminating bureaucratic inefficiency. But in each case, the authors show, reality proved to be much more complex than market models predicted. This complexity has resulted in a political cycle-strikingly consistent across policy spheres-that culminates in public interventions to sustain markets while protecting citizens from their undesirable effects.     "Online advertising will soon form the largest share of global advertisement revenues. Google and Facebook netted profits of US $29 billion in 2016. While these two giants control more than 66% of all online advertising revenues complex legal company structures have minimised their tax liabilities. This extended policy report considers where they should be taxed and where the value of their activities is actually created. It argues that tax paid by those platforms should be levied in the country where platform users are located when they click on or view an advertisement. Furthermore, the report examines the practical steps needed to ensure transparent accounting of taxed transactions in order to avoid long term negative effects for media and democracy.

     

    Considering counter-arguments the author makes the case for an online advertising tax alongside a public service Internet strategy that could support other viable platforms and counter the dangers of duopoly or oligopoly and the high risks of financial bubbles in a world where advertising is the Internet's dominant business model."

    Cultural heritage was invented in the realm of nation-states, and from an early point it was considered a public asset, stewarded to narrate the historic deeds of the ancestors, on behalf of their descendants. Nowadays, as the neoliberal narrative would have it, it is for the benefit of these tax-paying citizens that privatisation logic on heritage sector have been increasing over recent decades, to cover their needs in the name of social responsibility and other truncated views of the welfare state.;This volume examines whether we can place cultural heritage at the other end of the spectrum, as a common good and potentially as a commons. It does so by looking at Greece as a case study, lately a battlefield of harsh and experimental austerity measures but also of inspiring grass-roots mobilisation and scholarship, currently blossoming to defend the right of communities to enjoy, collaboratively manage and co-create goods by the people, for the people. ;Since cultural heritage -and culture in general- is hastily bundled up with other goods and services in various arguments for and against their public character, this volume invites several experts to discuss their views on their field of expertise and reflect on the overarching theme: Can cultural heritage be considered a commons?     This Open Access book is an anthropological urban study of the Emirate of Dubai, its institutions, and their evolution. It provides a contemporary history of disability in city planning from a non-Western perspective and explores the cultural context for its positioning. Three insights inform the author’s approach. First, disability research, much like other urban or social issues, must be situated in a particular place. Second, access and inclusion forms a key part of both local and global planning issues. Third, a 21st century planning education should take access and inclusion into consideration by applying a disability lens to the empirical, methodological, and theoretical advances of the field. By bridging theory and practice, this book provides new insights on inclusive city planning and comparative urban theory. This book should be read as part of a larger struggle to define and assert access; it’s a story of how equity and justice are central themes in building the cities of the future and of today.

    This open-access edited collection, focusing on Ghana and Nigeria, offers a transatlantic, transnational exploration of barriers that threaten the wellbeing of West African youth—ranging from Black immigrant youth in the American city of Newark, New Jersey, to students in Almajiri Islamic schools in Northern Nigeria. Incorporating themes of migration, vulnerability, and agency and aspirations, the book conveys the resilience of African youth transitioning toward adulthood in a world of structural inequality. It thus crosses the academic divide between Youth Studies and African Studies, while challenging conventional framings of Black youth as deficient and deviant—positing instead their individual and collective creativity and assets. The contributors employ different methodological approaches, including field research and autoethnography, from varying multidisciplinary and practitioner perspectives.

    Creative Frictions explores the relationship between visionary aspects of practice and policy. Despite over 30 years of arts and cultural policy attention, there remains a widespread view among the general public and artists alike that creative production does not reflect Australia's culturally diverse population. Australia’s increasingly complex society can no longer be confined to 'essentialised’ or traditional definitions of ethnic communities. While this diversity and its emerging complexity can be ‘celebrated’ as a source of creativity and innovation, it can also give rise to social, political and creative challenges. A key challenge that remains for the arts sector is its ability to support the creative expression of cultural difference. One measure of inclusive creative production is to look at the participation of artists of non–English speaking backgrounds (NESBs)—a problematic term discussed in the book. There are half as many NESB artists compared to those of other professions participating in the workforce, and while under-representation is an issue for management in the arts sector, the question of representation also benefits from being understood more broadly beyond the narrow sense of multiculturalism as a tool to manage cultural difference. This book explores the crucial role of creative leaders and how they work with the ‘mainstream’ while maintaining their creative integrity and independence to generate a ‘virtuous’ circle of change. Creative Frictions argues that it is the NESB artists who lead change in the arts sector and that creative and organisational leadership working in partnership make creative use of ‘friction’ and develop the necessary ‘trust’ to generate the ‘traction’ for a supportive multicultural arts milieu.
