    An enabling environment for the social and solidarity economy (SSE) largely depends on policy co-construction with stakeholders, and their commitment to implement policy across all levels of government, especially at the local level. The city of Durban is emerging as an exemplar for creating an enabling environment for the SSE to flourish through the co-construction process of policy making with relevant stakeholders and the implementation of these policies in a consultation process. Through the eThekwini Metropolitan Municipality (eTMM)1 in the province of KwaZulu-Natal (KZN), the city experienced success in establishing an enabling SSE environment by means of its Cooperative Development Plan (CDP). Together with partners and stakeholders2, the CDP delivered a model that serves as a tried and tested example to be replicated all over South Africa. Following various socio-economic challenges, the country experienced a proliferation of SSE entities, and active3 registered SSE entities now represent between 16% and 18% of the total of all active registered enterprise entities of all sectors of South Africa. Within the national SSE landscape, the KZN province is a stronghold, accommodating 32% of all registered cooperatives and an estimated 20% of non-profit organizations (NPO) including social enterprises in South Africa.

    COVID-19 relief legislation offers a unique setting to study how political representation shapes the distribution of federal assistance to state and local governments. We provide evidence of a substantial small-state bias: an additional Senator or Representative per million residents predicts an additional $670 dollars in aid per capita across the four relief packages. Alignment with the Democratic party predicts increases in states' allocations through legislation designed after the January 2021 political transition. This benefit of partisan alignment operates through the American Rescue Plan Act's sheer size, as well as the formulas through which it distributed transportation and general relief funds

    Almost all countries announced fiscal support programs once COVID-19 hit. However, there was significant diversity in the magnitude and composition of these fiscal stimulus programs. These differences were determined by myriad political, financial, social, and economic factors - these factors are our focus. We ask what were the factors that are associated with the structure of the fiscal programs that governments chose to adopt in the early stage of the pandemic in 2020. We answer this question using details about the fiscal programs that were announced by 98 governments in the first six months of the pandemic, together with a large set of explanatory variables. Maybe not surprisingly, we find that politics played a very significant part in determining the size and composition of these fiscal programs. Governments and societies that are less polarized and more capable were able to mobilise more fiscal resources. We also find that it was governments with bigger debt loads that announced bigger programs, but that sovereign spreads were not so clearly associated with the size of these program plans. There is a limit, however, to what we can glean from these cross-country comparisons. Ultimately, the understanding of the politics and political-economy considerations that led to the specific content of each fiscal program will have to rely on information about the actual deliberations in each government's halls of power, should these ever become public

    Six years have passed since the so-called “long summer of migration” of 2015, and the numbers of newly arriving asylum-seekers in Germany have flattened. However, as one of the main receiving countries of refugees, other challenges are coming into focus. Besides labour market participation and cultural participation, political participation is crucial to social life. But how to enable the political participation of refugees in host countries remains a challenge. This study examines how refugees without the condition of citizenship, who, thus, lack formal, electoral means of participation, can engage in political activities. To this end, it first uses a qualitative approach to examine how various self-organisations in the city of Cologne, Germany, use their resources to bring their interests into the political decision-making process. Second, it examines the political opportunity structures that exist at the local level to enable refugee self-organisations (RSOs) to engage in political activities. For this purpose, interviews were conducted with representatives of the organisations as well as the municipality and other civil society actors in Cologne. The results show that RSOs can be important partners for municipal decision-makers when it comes to refugee-specific issues. However, the results also suggest that opportunity structures are unevenly distributed among organisations and affect the organisations’ resource endowments, thus limiting access.
