    Traditionally, fiscal data for policy analysis are derived from official reports that, depending on the country, are published either monthly, quarterly or annually, often with significant time lags. However, innovations in digitalization of government payments and accounting systems mean that real-time daily fiscal data exist in many countries. In this paper, we argue that these data contain valuable, but underutilized and underexploited information. Possible uses include (i) realtime fiscal surveillance which allows for much more timely responses to emerging signs of fiscal stress, and (ii) nowcasting economic activity, which is especially useful in countries where higher frequency GDP statistics are unavailable

    The effects of urban transport policies on household welfare are a broadly understudied topic in developing countries. This paper analyzes the distributional effects of a newly established bus rapid transit system in Barranquilla, Colombia. The paper uses pooled cross-sectional household survey data, analyzed by block, over 2008-15 and a difference-in-differences approach. The analysis shows that, in proximity to newly opened stations, poor households were replaced by households in the middle and upper socioeconomic strata. These results suggest that the designers of the system, despite the generally positive assessment of the system, may have overlooked the distributional consequences. Moreover, the paper shows that any results on outcomes that may be directly affected by the related policy will be biased due to urban displacement

    In this work, we employ an agent-based integrated assessment model to study the likelihood of transition to green, sustainable growth in presence of climate damages. The model comprises heterogeneous fossil-fuel and renewable plants, capital- and consumption-good firms and a climate box linking greenhouse gasses emission to temperature dynamics and microeconomic climate shocks affecting labour productivity and energy demand of firms. Simulation results show that the economy possesses two statistical equilibria: a carbon-intensive lock-in and a sustainable growth path characterized by better macroeconomic performances. Once climate damages are accounted for, the likelihood of a green transition depends on the damage function employed. In particular, aggregate and quadratic damage functions overlook the impact of climate change on the transition to sustainability; to the contrary, more realistic micro-level damages are found to deeply influence the chances of a transition. Finally, we run a series of policy experiments on carbon (fossil fuel) taxes and green subsidies. We find that the effectiveness of such market-based instruments depends on the different channels climate change affects the economy through, and complementary policies might be required to avoid carbon-intensive lock-ins.

    Regulatory impact assessment is a tool used by governments to support evidence-based and coordinated policy making. This paper contributes to the debate on regulatory impact assessment in developing countries by addressing the lack of a systematic account of reforms, and the lack of a comprehensive explanatory account of reform outcomes. The study first maps developing countries' regulatory impact assessment reforms between 2001 and 2016. In total, 60 reforms are identified. Reform design is analyzed by measuring adherence to six internationally recognized "good practices." The study then assesses whether the reforms-two years or more after they were launched-led to functioning regulatory impact assessment systems. Of the 60 reforms, 20 led to functional systems within two years of the conclusion of the reform. Three reforms were too recent to be assessed. The study shows that adherence to good practices is a necessary but not sufficient condition for early success. Among the six good practices, two are shown to be particularly decisive for the success of regulatory impact assessment reforms, namely, formal integration of regulatory impact assessment in policy making and the presence of a regulatory oversight unit. The second part of the study analyzes regulatory impact assessment reforms that did not produce early success despite adhering to good practices. The study tests several hypothetical reasons for slow developments. It points to the importance of donor flexibility and patience and the need for building reform constituencies inside and outside government. The traditional orthodoxy of regulatory impact assessment reforms as an extension of red tape reduction is challenged. The paper finally presents several possible policy implications of the findings

    Evidence on the effectiveness of workfare as an anti-poverty program in developing countries is weak compared with the relatively well-established role of public works during economic crisis as a social safety net. This paper contributes to evidence building by examining the impact of a large-scale workfare program in Bangladesh, the Employment Generation Program for the Poorest. Taking advantage of the program's distinguishable feature of direct wage transfer to a person's bank account, the paper uses accessibility to local banks as an instrumental variable to identify the program's impacts on rural social assistance beneficiaries. Based on locality-by-time fixed effects models over two rounds of locality panel data, the analysis finds that the Employment Generation Program for the Poorest has contributed to increasing overall household consumption and reducing outstanding loans. In particular, expenditures on quality food and health care have significantly increased, which likely helps individuals continue to engage in income-generating activities in the labor market. However, the implementation costs and poor quality of public assets built through work projects could potentially undermine the program's efficiency. Moreover, further evidence is required on the impacts of work experience through workfare on subsequent labor market outcomes and the value of public assets, to assess the program's effectiveness compared with administratively simpler alternative instruments such as unconditional cash transfers

    Traditionally, fiscal data for policy analysis are derived from official reports that, depending on the country, are published either monthly, quarterly or annually, often with significant time lags. However, innovations in digitalization of government payments and accounting systems mean that real-time daily fiscal data exist in many countries. In this paper, we argue that these data contain valuable, but underutilized and underexploited information. Possible uses include (i) realtime fiscal surveillance which allows for much more timely responses to emerging signs of fiscal stress, and (ii) nowcasting economic activity, which is especially useful in countries where higher frequency GDP statistics are unavailable

    The effects of urban transport policies on household welfare are a broadly understudied topic in developing countries. This paper analyzes the distributional effects of a newly established bus rapid transit system in Barranquilla, Colombia. The paper uses pooled cross-sectional household survey data, analyzed by block, over 2008-15 and a difference-in-differences approach. The analysis shows that, in proximity to newly opened stations, poor households were replaced by households in the middle and upper socioeconomic strata. These results suggest that the designers of the system, despite the generally positive assessment of the system, may have overlooked the distributional consequences. Moreover, the paper shows that any results on outcomes that may be directly affected by the related policy will be biased due to urban displacement

    A wide and heterogeneous set of policies is labelled as 'demand- side innovation policy', since the definition of the concept is still controversial both in the academic literature and among practitioners. The set of possibilities ranges from regulation to various types of innovation-oriented public procurement. As a result of this heterogeneity, there have been fewer advances toward a serious empirical assessment of the impact of policies in this field than in other fields such as labour, family, education or health. One of the goals of this report is to assess existing evaluations of demand-side innovation policies to compile evidence with regard to the effectiveness of these policies and eventual best practices, with a focus on the causality of policies for the desired effects. The goal is to scan both the European Union (EU) and the most important competing economies for best and worst practices which can inform EU policy in the future, by collecting information about evaluations of existing demand-side policy measures. In the course of this exercise, based on the empirical evidence as well as current economic theory, we offer concrete suggestions on which additional demand-side policy measures may be applicable in the EU context. The primary focus of this study is complementary measures. However, we will also search for evaluations of 'conventional' demand-side measures, i.e. policies in the areas of legislation, standardisation/regulation and public procurement of innovation (including pre-commercial procurement)
