    Current open-source/peer-production technologies, such as forums, wikis and blogs, have enabled an unprecedented explosion of global knowledge sharing, but appear to be less successful at enabling collaborative deliberation (i.e. the systematic enumeration, analysis, and selection of solution alternatives) around the complex and controversial challenges, such as climate change, now facing humankind. In this paper, we present a new kind of collaboration platform, based on argumentation theory, which is aimed at addressing this weakness. We present the rationale for its design as well as preliminary results obtained from a first field test with a moderate-sized (200 member) user community

    How do you measure the value of a commodity that transacts at a price of zero from an economic standpoint? This study examines the potential for and extent of omission and misattribution in standard approaches to economic accounting with regards to open source software, an unpriced commodity in the digital economy. The study is the first to follow usage and upgrading of unpriced software over a long period of time. It finds evidence that software updates mislead analyses of sources of firm productivity and identifies several mechanisms that create issues for mismeasurement. To illustrate these mechanisms, this study closely examines one asset that plays a critical role in the digital economic activity, web server software. We analyze the largest dataset ever compiled on web server use in the United States and link it to disaggregated information on over 200,000 medium to large organizations in the United States between 2001 and 2018. In our sample, we find that the omission of economic value created by web server software is substantial and that this omission indicates there is over $4.5 billion dollars of mismeasurement of server software across organizations in the United States. This mismeasurement varies by organization age, geography, industry and size. We also find that dynamic behavior, such as improvements of server technology and entry of new products, further exacerbates economic mismeasurement

    Drawing insights from the field of innovation economics, we discuss the likely competitive environment shaping generative AI advances. Central to our analysis are the concepts of appropriability--whether firms in the industry are able to control the knowledge generated by their innovations--and complementary assets--whether effective entry requires access to specialized infrastructure and capabilities to which incumbent firms can ration access. While the rapid improvements in AI foundation models promise transformative impacts across broad sectors of the economy, we argue that tight control over complementary assets will likely result in a concentrated market structure, as in past episodes of technological upheaval. We suggest the likely paths through which incumbent firms may restrict entry, confining newcomers to subordinate roles and stifling broad sectoral innovation. We conclude with speculations regarding how this oligopolistic future might be averted. Policy interventions aimed at fractionalizing or facilitating shared access to complementary assets might help preserve competition and incentives for extending the generative AI frontier. Ironically, the best hopes for a vibrant open source AI ecosystem might rest on the presence of a "rogue" technology giant, who might choose openness and engagement with smaller firms as a strategic weapon wielded against other incumbents

    Die Nutzung von Clouddiensten bietet Unternehmen mehrere Vorteile, wie den dezentralen Datenzugriff oder die flexible Anpassung von Rechenleistung an den Bedarf. Folgerichtig hat die Cloudnutzung in Deutschland in den vergangenen Jahren stark zugenommen. Der Markt für Clouddienste in Deutschland und der EU wird von außereuropäischen Unternehmen dominiert, womit auch Herausforderungen verbunden sind. Um hier ein Gegengewicht auf Basis europäischer Werte zu schaffen und generell die Ausnutzung der Potenziale von Daten zu erleichtern, wurde das Projekt Gaia-X ins Leben gerufen. Somit liegt der Fokus von Gaia-X nicht auf dem Cloud-Markt allein, wie es zum Teil in den Medien dargestellt wird, sondern geht weit darüber hinaus. Dabei handelt es sich bei Gaia-X nicht um einen eigenen Anbieter von Infrastruktur oder Dienstleistungen, sondern um eine Initiative, die eine föderale und sichere Dateninfrastruktur schaffen will. Das bedeutet, dass die verschiedenen Akteure der Datenwirtschaft, wie Besitzer von Datensätzen und Anbieter von Clouddiensten sowie von Analysesoftware, sich auf einheitliche Standards, Regeln und eine Architektur für eine Infrastruktur verständigen. Das Ziel dieser Verständigung ist es, die Interoperabilität der beteiligten Dateninfrastruktur sowie die Portabilität von Daten und Dienstleistungen zu gewährleisten. Zudem sollen Datensouveränität, Sicherheit und Vertrauen im Gaia-X-Netzwerk aufgebaut werden. Durch den einfachen Wechsel von Cloudanbietern sowie generell von Anbietern von Dienstleistungen im Kontext der Datenbewirtschaftung (z. B. Auswertung von Daten oder Programmierung von Anwendungen auf deren Basis) mittels Interoperabilität und Portabilität werden die Auswirkungen von Marktmacht begrenzt sowie der Wettbewerb und die Verfügbarkeit verbessert. Der Aufbau von Vertrauen unter den Akteuren und die Gewährleistung von Datensouveränität helfen dabei, mehr Transaktionen anzubahnen. Da die Ressourcen, wie Speicher- und Rechenkapazitäten, von den Akteuren bereitgestellt werden und weil Gaia-X lediglich den Grundstein für den Aufbau spezifischer, zum Teil branchenspezifischer Datenräume legt, werden private Konsumenten nicht mit Gaia-X selbst in Kontakt treten. Bei einem Erfolg von Gaia-X können sie jedoch von mehr und besseren Angeboten profitieren. Der Erfolg von Gaia-X hängt dabei maßgeblich von der breitflächigen Nutzung durch die Akteure der Datenwirtschaft ab. Dazu müssen in möglichst vielen Wirtschaftsbereichen erfolgreiche Anwendungen auf Basis der Vorgaben von Gaia-X etabliert werden. Der Förderwettbewerb der Bundesregierung ist hier ein erster Schritt in diese Richtung. Die Einbindung der Nutzerperspektive, die zum Teil bereits stattfindet, sowie die Partizipation von Unternehmen beim Erarbeiten der Grundlagen von Gaia-X sind ebenfalls notwendige Schritte, um die Anbindung an die tatsächlichen Bedarfe zu ermöglichen.

    Die Wikipedia präsentiert das Wissen der Welt im digitalen Zeitalter. Damit stellt sie sich in eine Linie mit den Aufklärern des 18. Jahrhunderts – und quer zu den irrationalen Exzessen digitaler Filterblasen. Aber wie sehen die Produktionsbedingungen dieses Wissens in der Praxis aus und nach welchen Kriterien wird "wahres" von "falschem" Wissen unterschieden? Olaf Rahmstorf diagnostiziert aus einer wissenssoziologischen Perspektive einen verkürzenden Formalismus, der sich vor inhaltliche Argumentation schiebt. Hiervon ausgehend analysiert er den »Neutral point of view«, das formale und epistemologische Kernstück der Wikipedia, konfrontiert ihn mit den Erkenntnissen zeitgenössischer Rationalitätstheorien und entwickelt daraus schließlich eine diskurstheoretische Bestimmung der Wikipedia.

Trotz der vielfältigen Herausforderungen bietet die heutige vernetzte digitale Landschaft Unternehmen auch technologische Möglichkeiten, ihre Abwehrmechanismen zu stärken und sich proaktiv vor potenziellen Bedrohungen zu schützen. Durch die Nutzung von Methoden und Technologien zur Datenerfassung aus mobilen Anwendungen (ADINT) können Unternehmen effektive Maßnahmen ergreifen, um ihre Sicherheit zu verbessern und sensible Daten zu schützen. Increasing geopolitical tensions, particularly due to the conflict between Russia and Ukraine, present Germany and its companies with a complex threat situation that is accompanied by increased risks from sabotage activities and industrial espionage. Against this backdrop, German companies face significant challenges requiring a proactive and vigilant approach to minimize the associated risks. Despite the many challenges, today's interconnected digital landscape also offers companies technological opportunities to strengthen their defenses and proactively protect themselves from potential threats. By utilizing methods and technologies to collect data from mobile applications (ADINT), companies can take effective measures to improve their security and protect sensitive data.

    Open source is key to innovation, but we know little about how to incentivize it. In this paper, we examine the impact of a program providing monetary incentives to motivate innovators to contribute to open source. The Sponsors program was introduced by GitHub in May 2019 and enabled organizations and individuals alike to reward developers for their open source work on the platform. To study this program, we collect fine-grained data on about 100,000 GitHub users, their activities, and sponsorship events. Using a difference-in-differences approach, we document two main effects. The first is that developers who opted into the program, which does not entail receiving a financial reward, increased their output after the program's launch. The second is that the actual receipt of sponsorship has a long-lasting negative effect on innovation, as measured by new repository creation, regardless of the amount of money received. We estimate a similar decline in other community-oriented tasks, but not in coding effort. While the program's net effect on users' innovative output appears to be positive, our study shows that receiving an extrinsic reward may crowd out developers' intrinsic motivation, diverting their effort away from community and service-oriented activities on open source

Die Metastudie wertet aktuelle Studien, Leitfäden und Veranstaltungen im ersten Halbjahr 2023 zum Thema smarte Städte und digitale Regionen aus. Eine erfolgreiche Skalierung digitaler Anwendungen erfordert, dass die Kommunalverwaltungen ihre Arbeitsweise öffnen. Offene Daten und Open-Source-Software unterstützen die Übertragbarkeit von Lösungen und fördern gleichzeitig Transparenz, Partizipation und Kooperation. Kommunen stellen zunehmend Offene Daten bereit. Jedoch gibt es noch viele Städte und Regionen, für die noch wenige Daten verfügbar sind. Es bleibt abzuwarten, inwiefern die Durchführungsverordnung für Hochwertige Datensätze der Europäischen Kommission die Entwicklung weiter vorantreibt. Mit LoRaWAN etabliert sich in einer zunehmenden Zahl von Kommunen eine digitale Infrastruktur zur kostengünstigen Übertragung von Sensordaten. Smarte Anwendungen, die auf dieser Infrastruktur basieren, leisten einen Beitrag zur Entwicklung von klimafreundlichen und resilienten Städten und Regionen.

    We provide a general framework for incorporating many types of micro data from summary statistics to full surveys of selected consumers into Berry, Levinsohn, and Pakes (1995)-style estimates of differentiated products demand systems. We extend best practices for BLP estimation in Conlon and Gortmaker (2020) to the case with micro data and implement them in our open-source package PyBLP. Monte Carlo experiments and empirical examples suggest that incorporating micro data can substantially improve the finite sample performance of the BLP estimator, particularly when using well-targeted summary statistics or "optimal micro moments" that we derive and show how to compute

    Genossenschaften zeichnen sich durch eine erfolgreiche Tradition aus. Doch wie stellt sich ihre Wettbewerbsfähigkeit als Organisations- und Kooperationsform der Zukunft dar? Diese Frage lotet "Die Genossenschaftsidee HEUTE", ein umfangreiches Forschungsprogramm am Institut für Genossenschaftswesen der Universität Münster aus. Dabei wird herausgearbeitet, ob die strukturellen Veränderungen in Technik, Wirtschaft, Politik und Gesellschaft genossenschaftliche Kooperationen nahe legen oder ob sie zur abnehmenden Bedeutung dieser Organisationsform beitragen werden. Nicht nur der Einfluss der externen Faktoren ist zu prüfen, sondern analysiert werden muss auch die Rolle der Informations- und Kommunikationspolitik, deutet doch vieles darauf hin, dass diesbezüglich professionellen Strategien in der Vergangenheit zu wenig Bedeutung geschenkt wurde. Die interne Kommunikation ist ein wirksamer Mechanismus der Binnenstabilisierung, während externe Kommunikation Politik, Gesellschaft, Medien und Unternehmensgründer überhaupt erst veranlasst, Genossenschaften mit allen damit verbundenen Konsequenzen in den Vergleich von Organisationsformen einzubeziehen. Damit sind Aufgaben angesprochen, die die Genossenschaftsorganisation als Ganzes betreffen. "Die Genossenschaftsidee HEUTE" umfasst also die organisatorischen Perspektiven des genossenschaftlichen Netzwerkes insgesamt sowie der einzelnen seiner Akteure. Im Arbeitspapier Nr. 30 werden einige Facetten der komplexen Aufgabenstellung herausgegriffen und - soweit sie ein einzelnes Unternehmen betreffen - an der "Hostsharing e.G.", einer Genossenschaft der IT-Branche exemplifiziert. So wird gefragt, ob deren Aufgaben das genossenschaftliche Geschäftsmodell nahe legen, ob es sich um ein virtuelles Unternehmen handelt und wie die interne Kommunikationspolitik ausgestaltet werden sollte. Die über die Grenzen der einzelnen Genossenschaft hinausgehende externe Kommunikation sowie Lobbying-Aktivitäten beziehen sich auf den gesamten genossenschaftlichen Verbund. Sie werden die Akteure vor weitere Herausforderungen stellen, wenn Genossenschaften zunehmend in neuen und anderen Sparten gegründet werden als bisher. Auf diesen speziellen Aspekt wird in dieser Arbeit jedoch noch nicht Bezug genommen. Es handelt sich um "Work in progress", zu der Anregungen und Kritik herzlich willkommen sind.

    Referenzmodelle sind ein zentraler Untersuchungsgegenstand der Wirtschaftsinformatik. Ihre Entwicklung ist nicht nur wissenschaftlich reizvoll, sie stellen gleichzeitig eine wirksame Unterstützung der Praxis in Aussicht. Diesen Verheißungen zum Trotz verlief die Entwicklung und - vor allem - Verbreitung wissenschaftlich fundierter Referenzmodelle bisher eher zurückhaltend. Im vorliegenden Beitrag werden zunächst Gründe für den bisher unzureichenden Erfolg von Referenzmodellen analysiert. Anschließend wird - inspiriert durch den Erfolg von Open-Source-Software - untersucht, ob die gemeinschaftliche Entwicklung offener Referenzmodelle geeignet ist, die Erstellung und Verbreitung solcher Modelle nachhaltig zu fördern. Dazu rekonstruiert dieser Beitrag wesentliche Zusammenhänge der community-basierten Entwicklung von Open-Source-Software und stellt Überlegungen an, inwieweit die ermittelten Charakteristika im Kontext offener Referenzmodelle wirksam sein könnten. Im Anschluss daran werden spezifische Verheißungen und Anforderungen der Entwicklung offener Referenzmodelle diskutiert. Vor diesem Hintergrund werden ein Bezugsrahmen zur Entwicklung und Bewertung von Strategien zur Etablierung offener Referenzmodelle sowie ein korrespondierendes Vorgehensmodell entworfen. Anschließend werden einige exemplarisch ausgewählte Optionen für die Entwicklung offener Referenzmodelle anhand der im Bezugsrahmen enthaltenen Kriterien evaluiert. Aus dem Alternativenvergleich wird ein Vorschlag zur Durchführung einschlägiger Projekte entwickelt. Dieser Beitrag ist eine überarbeitete und erweiterte Fassung von [FrSK07].
