    Eine nachhaltige kommunale Finanz- und Infrastrukturpolitik erfordert den ganzheitlichen Blick auf die Wahrnehmung öffentlicher Aufgaben durch die Kernverwaltung und ihre Beteiligungsunternehmen. Weil die ökonomischen, fiskalischen, sozialen und ökologischen Wirkungen von Investitionsentscheidungen in der Regel erst langfristig eintreten, ist ein entsprechend langer Betrachtungszeitraum notwendig. Von Bedeutung sind dabei die zu erwartenden Infrastruktur- und Investitionsbedarfe einerseits und die davon beeinflusste Entwicklung der städtischen Haushaltssituation andererseits. Ein generationengerechter Ansatz bei der Finanzierung öffentlicher Aufgabenwahrnehmung und Infrastruktur soll sicherstellen, dass die heutigen Bedarfe erfüllt werden, ohne zukünftige Generationen in ihren eigenen Möglichkeiten einzuschränken. Die gemeinsam mit der Stadt Köln entwickelten und in diesem Band vorgestellten Instrumente erlauben die Projektion wesentlicher Kennzahlen für verschiedene Szenarien und unterstützen damit den kommunalen strategischen Diskurs. Bei der Entwicklung der methodischen Grundlagen wurde darüber hinaus insbesondere Wert auf die Übertragbarkeit des Instrumentariums auf andere Kommunen gelegt. Wichtige Voraussetzung für die Schätzung der Infrastruktur- und Investitionsbedarfe und für die Analyse der Tragfähigkeit des kommunalen Haushalts im Konzern Stadt ist die Verfügbarkeit von Informationen zum Anlagevermögen und zu den Erträgen und Aufwendungen im Zeitverlauf. Die Ausgangsbasis bilden deshalb die im Rahmen des Neuen Kommunalen Finanzmanagements (NKF) erfassten Daten, ergänzt um weitere Faktoren. Insofern ist das entwickelte Instrumentarium auch ein Beispiel dafür, wie die mit dem NKF verbundenen politischen und fiskalischen Steuerungspotenziale gehoben werden können.

    The growth of the German economy intrinsically depends on the development of German exports to the euro area, which is by far the biggest market for German products. The paper estimates a structural equation for the export demand from the EMU member countries, which is suitable for both simulations and short-term forecasts. However, the equation systematically underestimates the export demand for data from 1999 onwards, indicating that German exports have greatly benefited from the introduction of the European Monetary Union--a special effect, that is not considered in the structural equation.

    This paper analyses the determination of match attendance in the German premier football league by applying models derived from Peel/Thomas (1992) and Janssens/Késenne (1987). Additionally we develop an improved version, where we incorporate the supporter clubs and the weather conditions as explanatory variables. While we consider this problem more or less from the consumer perspective, the information gained though this model can also serve as a management tool for football clubs: The returns are directly related to the number of tickets sold. Furthermore, the funds raised by merchandising and advertising are also closely linked to the attendance figures. Due to the limited capacity of the stadiums, some obsevations on attendance are right censored in our sample. While other authors use the ordinary least squares estimator, which produces inconsistent results when events were sold out, we take this restriction implicitly in consideration by using a Tobit model. In conclusion, we show that reputation and goodwill are more important for attendance levels than the thrill of outcome uncertainty.

    According to the prospect theory financial investors tend to sell winners too early and ride losers too long. Therefore, demand for financial advise should be high in a bull market and low in a bear market. Thus, we test the hypothesis whether the demand for business magazines is somehow related to the performance of the stock market. It turns out that the sales of these magazines are positively correlated with the stock market index. Due to the fact that the information provided in business magazines seem to be already reflected in stock prices, trading on those kind of data will be just like trading on noise. In conclusion, we are able to isolate a major influence factor for the expectation formation process of noise traders.

    Eine nachhaltige kommunale Finanz- und Infrastrukturpolitik erfordert den ganzheitlichen Blick auf die Wahrnehmung öffentlicher Aufgaben durch die Kernverwaltung und ihre Beteiligungsunternehmen. Weil die ökonomischen, fiskalischen, sozialen und ökologischen Wirkungen von Investitionsentscheidungen in der Regel erst langfristig eintreten, ist ein entsprechend langer Betrachtungszeitraum notwendig. Von Bedeutung sind dabei die zu erwartenden Infrastruktur- und Investitionsbedarfe einerseits und die davon beeinflusste Entwicklung der städtischen Haushaltssituation andererseits. Ein generationengerechter Ansatz bei der Finanzierung öffentlicher Aufgabenwahrnehmung und Infrastruktur soll sicherstellen, dass die heutigen Bedarfe erfüllt werden, ohne zukünftige Generationen in ihren eigenen Möglichkeiten einzuschränken. Die gemeinsam mit der Stadt Köln entwickelten und in diesem Band vorgestellten Instrumente erlauben die Projektion wesentlicher Kennzahlen für verschiedene Szenarien und unterstützen damit den kommunalen strategischen Diskurs. Bei der Entwicklung der methodischen Grundlagen wurde darüber hinaus insbesondere Wert auf die Übertragbarkeit des Instrumentariums auf andere Kommunen gelegt. Wichtige Voraussetzung für die Schätzung der Infrastruktur- und Investitionsbedarfe und für die Analyse der Tragfähigkeit des kommunalen Haushalts im Konzern Stadt ist die Verfügbarkeit von Informationen zum Anlagevermögen und zu den Erträgen und Aufwendungen im Zeitverlauf. Die Ausgangsbasis bilden deshalb die im Rahmen des Neuen Kommunalen Finanzmanagements (NKF) erfassten Daten, ergänzt um weitere Faktoren. Insofern ist das entwickelte Instrumentarium auch ein Beispiel dafür, wie die mit dem NKF verbundenen politischen und fiskalischen Steuerungspotenziale gehoben werden können.
