    Selbstständig erwerbstätige Frauen können sich freiwillig über die Krankenversicherung gegen einen Einkommensausfall während der Mutterschutzfrist absichern. Etwa die Hälfte der selbstständig erwerbstätigen Frauen im gebärfähigen Alter ist entsprechend versichert. Allerdings hat nur etwa ein Viertel der gebärenden selbstständig erwerbstätigen Frauen Mutterschaftsleistungen von ihrer Krankenversicherung in Anspruch genommen. Die jährlichen Gesamtausgaben der Krankenversicherungen für Mutterschaftsleistungen lagen in den Jahren 2021 und 2022 bei 32,1 bzw. 30,0 Millionen Euro. Würde eine Regelung eingeführt, die allen gebärenden selbstständig erwerbstätigen Frauen den Einkommensausfall während der Mutterschutzfrist vollständig ersetzen würde, wäre mit Gesamtausgaben in Höhe von etwa 229 Millionen Euro zu rechnen. Self-employed women can voluntarily insure themselves against loss of income during the maternity protection period through health insurance. Around half of self-employed women of childbearing age are insured accordingly. However, only around a quarter of self-employed women who have given birth have claimed maternity benefits from their health insurance. The total annual expenditure of health insurers on maternity benefits in 2021 and 2022 was 32.1 and 30.0 million euros respectively. If a regulation were introduced that would fully compensate all self-employed women who give birth for the loss of income during the maternity protection period, total expenditure of around 229 million euros would be expected.

    Using three representative individual-level datasets for West Germany, we estimate the effect of the extension of maternity leave from 18 to 36 months on young women's participation in job-related training. Specifically, we employ difference-indifferences identification strategies using control groups of older women and older women together with young and older men. We find that maternity leave extension negatively affects job-related training for young women, even if they do not have children, especially when the focus is on employer-arranged training. There is tentative evidence that young women partly compensated for this reduction in employer-arranged training by increasing training on their own initiative. -- Policy ; evaluation ; education

    The employment behavior of mothers is strongly influenced by labor market regulations and certain institutional arrangements, which both vary greatly across European countries. Using the European Community Household Panel (ECHP) 1994-2001 for Denmark, Germany, Italy and the United Kingdom, which represent four distinct ‘institutional regimes’, we estimate the short-run and long-term effects of childbirth on married women's employment and working hours. Estimation results show that these effects vary across the four countries in accordance with prevailing institutional regulations.

    This paper evaluates the impact of three major expansions in leave coverage in Germany on the long-run education and labor market outcomes of children. Evaluation of three policy reforms as opposed to a single reform enables us to analyze whether the impact of paid leave differs from that of unpaid leave, and whether an expansion of a relatively short leave period is more beneficial to child development than an expansion of an already long leave period. Our empirical analysis combines two large administrative data sources on wages, unemployment, and school outcomes. We identify the causal impact of the reforms by comparing outcomes of children born shortly before and shortly after a change in maternity leave legislation, and therefore require substantially weaker assumptions for identification than existing studies. We find little support for the hypothesis that an expansion in maternity leave legislation improves children's outcomes. Given the precision of our estimates, we can statistically rule out the hypothesis that the expansion in paid leave from 2 to 6 (unpaid leave from 18 to 36) months raised wages (attendance at high track schools) by more than 0.3 % (0.1 %). -- Maternity leave ; child development

    This paper estimates a model of dynamic intrahousehold investment behavior which incorporates family fixed effects and child endowment heterogeneity. This framework is applied to large American and British survey data on birth outcomes, with focus on the effects of antenatal parental smoking and maternal labor supply net of other maternal behavior and child characteristics. We find that maternal smoking during pregnancy reduces birth weight and fetal growth, while paternal smoking has virtually no effect. Mothers' work interruptions of up to two months before birth have a positive effect on birth outcomes, especially among British children. Parental behavior appears to respond to permanent family-specific unobservables and to child idiosyncratic endowments in a way that suggests that parents have equal concerns, rather than efficiency motives, in allocating their prenatal inputs across children.     This paper investigates active labor market programs in Austria with a special emphasis on male-female effect heterogeneity. On average, we find only small effects, if any, for most of the programs. A crucial advantage of the large and informative administrative data we use is that it provides records about pregnancies and times of parental leave, in addition to the information that can typically be found in European administrative data sources used for evaluating active labor market policies. We show that these variables play a key role in removing selection bias and defining outcome variables which may explain why other similar studies found such programs to be more effective for women than for men. In particular for younger women a key effect of the programs is to reduce or postpone pregnancies and to increase the attachment to the labor force. After taking into account gender specific selection effects and the effects of the programs on pregnancies, gender differences (almost) disappear.

    We study how firms respond to predictable, but uncertain, worker absences arising from maternity and non-work-related sickness leave. Using administrative data on over 1.5 million spells of leave in Brazil, we identify the short-run effects of a leave spell starting on firms' employment, hiring, and separations. Firms respond immediately by increasing hiring, but the increase is substantially less than one-for-one replacement. Hiring responses are more pronounced for absences arising in occupations with more transferable skills and in firms operating in thicker labor markets. Overall, our results imply that using external markets is costly and firms manage absences through other channels.

However, it is also increasingly acknowledged - by the state itself - that these measures have been unable to bring about full equality and challenge deeply entrenched gendered social norms about women's and men's roles in the family and in society. This report is part of a study that explores the following research questions within the Cuban context: 1. What is the relationship between sexual and reproductive health (SRH) and social norms? 2. What is the relationship between women's economic empowerment and social norms? 3. What policies and interventions have been implemented to address SRH, women’s economic empowerment and related social norms?
