    This Technical Assistance Report discusses the technical advice and recommendations of the IMF mission to the authorities of Malawi regarding strengthening fundamental controls and reporting. The government is determined to restore control over public funds. Considerable progress has been made on the reconciliation of the 2015/16 transactions of selected bank accounts. Issues related to transactions before 2015/16 should be investigated and resolved. The auditor general and the Central Internal Audit Unit (CIAU) are investigating unmatched or potentially duplicate payments for 2009-June 2015. It is recommended that the accountant general investigate possible duplicate payments identified by the CIAU

    Throughout many countries in the world, the measurement of food security currently includes accounting for the importance of perception and anxiety about meeting basic food needs. Using panel data from Malawi, this paper shows that worrying about food security is linked to self-reports of having experienced food insecurity, and the analysis provides evidence that rapidly rising food prices are a source of the anxiety and experiences of food insecurity. This finding controls for individual-level fixed effects and changes in the economic well-being of the individual. A particularly revealing finding of the importance of accounting for anxiety in assessing food insecurity is that individuals report a significant increase in experiences of food insecurity in the presence of rapidly rising food prices even when dietary diversity and caloric intake is stable

    This 2018 Article IV Consultation highlights that the economy of Malawi recently rebounded from two years of drought. Growth picked up from 2.3 percent in 2016 to an estimated 4.0 percent in 2017 owing to a recovery in agricultural production. Inflation has been reduced below 10 percent owing to the stabilization of food prices, prudent fiscal and monetary policies, and a stable exchange rate. Economic growth is expected to increase gradually, reaching over 6 percent in the medium term. Growth will be supported by enhanced infrastructure investment and social services as well as an improved business environment, which will boost confidence and unlock the economy's potential for higher, more broad-based, and resilient growth and employment

    This Selected Issues paper benchmarks Malawi's public spending and identifies areas where there is scope to improve expenditure efficiency. Malawi performs poorly in health and education spending efficiency. Spending in these areas will need to be stepped up to achieve better living standards and higher, more inclusive growth. A rebalancing of the composition of education and health spending-including greater prioritization of low cost-high impact spending and balancing maintenance against capital spending-would yield immediate results in both health and education. Strengthening the public expenditure management chain, especially procurement and supply management, will be important. These reforms would go hand in hand with greater fiscal transparency and accountability in these sectors

    Malawi can be understood as a microcosm of institutional reform approaches in developing countries more broadly. A common feature of such approaches, whether implemented by government or donors, is reform initiatives that yield institutions that "look like" those found in higher-performing countries but rarely acquire the same underlying functionality. This paper presents a retrospective analysis of previous institutional reform projects in Malawi, as well as interviews with Malawi-based development practitioners. The paper finds a plethora of interventions that, merely by virtue of appearing to be in conformity with "best practices" elsewhere, are deemed to be successful yet fail to fix underlying problems, sometimes in contradiction to internal and public narratives of positive progress. This unhappy arrangement endures because a multitude of imperatives, incentives, and norms appear to keep governments and donors from more closely examining why such intense, earnest, and long-standing efforts at reform have, to date, yielded so few successes. This paper seeks to promote a shift in approach to institutional reform, offering some practical recommendations for reform-minded managers, project teams, and political leaders in which the focus is placed on crafting solutions to problems that Malawians themselves nominate, prioritize, and enact

    This Selected Issues paper benchmarks Malawi's public spending and identifies areas where there is scope to improve expenditure efficiency. Malawi performs poorly in health and education spending efficiency. Spending in these areas will need to be stepped up to achieve better living standards and higher, more inclusive growth. A rebalancing of the composition of education and health spending-including greater prioritization of low cost-high impact spending and balancing maintenance against capital spending-would yield immediate results in both health and education. Strengthening the public expenditure management chain, especially procurement and supply management, will be important. These reforms would go hand in hand with greater fiscal transparency and accountability in these sectors

    Throughout many countries in the world, the measurement of food security currently includes accounting for the importance of perception and anxiety about meeting basic food needs. Using panel data from Malawi, this paper shows that worrying about food security is linked to self-reports of having experienced food insecurity, and the analysis provides evidence that rapidly rising food prices are a source of the anxiety and experiences of food insecurity. This finding controls for individual-level fixed effects and changes in the economic well-being of the individual. A particularly revealing finding of the importance of accounting for anxiety in assessing food insecurity is that individuals report a significant increase in experiences of food insecurity in the presence of rapidly rising food prices even when dietary diversity and caloric intake is stable

    Asset ownership indices are widely used as inexpensive proxies for consumption. This paper shows that these indices can be augmented using dichotomous indicators for consumption, which are equally easy to obtain. The paper uses multiple rounds of Living Standards Measurement Study surveys from Malawi, Uganda, Rwanda, Tanzania, and Ghana to construct indices with different item subcategories and performs a meta-analysis comparing the indices to per capita consumption. The results show that the standard asset indices, which are derived from durable ownership and housing characteristic indicators, perform well in urban settings. Yet, in rural samples and when identifying the extreme poor, household rankings and poverty classification accuracy can be meaningfully improved by adding indicators of food and semi-durable consumption. The study finds small improvement from using national weights in urban samples but no improvement from using alternative construction methods. With most of Africa's poor concentrated in rural areas, these are important insights
