    After years of war, the Syrian state apparatus has fragmented into a loosely knit network of overlapping and competing authorities that hold sway over different areas. Multiple groups are enacting and performing what are perceived to be key state tasks, sometimes living side by side, and sometimes fighting, competing and negotiating in overlapping networks of power. These cross-cutting ties defy any easy dichotomies between rebels and government of the sort we have become all too familiar with from military control maps. This does not imply that the Syrian state is on the verge of collapse or sectarian ethnic division. Rather the Syrian government has continued to function internationally as a sovereign state, and it has been able to draw on its administrative and institutional capacities, and even to nurture new and old local power elites in the form of prominent families, business leaders, clans and sheiks. In order to survive, the Assad regime has paradoxically outsourced or co-shared key state functions - the means of violence, border control, taxation and service provision - to or with a multiplicity of foreign and local actors, whether foreign Shia militias, the Kurdish YPG or Local Defense Forces. Many of these foreign powers and militias are likely to remain in Syria after the war in order to secure so-called strategic depth, and they thrive on a certain degree of "controlled state chaos". Similarly, the multiplicity of local actors and intermediaries that have been empowered during the war will not easily relinquish their new found autonomy, and may, just like the Syrian opposition, push the Syrian state towards greater localization and decentralization.

    In the early hours of 18 April, Turkish Armed Forces (TAF) launched a military operation inside Northern Iraq dubbed Claw-Lock. Simultaneously, Turkey intensified its military activities in Syria. Furthermore, on 23 May, President Tayyip Erdoğan an­nounced that Turkey will soon start a new military operation in Syria. These moves reflect Turkey’s new military strategy, based on area control, against the Kurdistan Workers’ Party (PKK). So far, this new approach has yielded military success. However, it is precisely military success that is reinforcing the tendency to deal with the Kurdish problem only in terms of security and military solutions and to rule out any long-term political solution to the problem. Europe should continue to support efforts towards seeking a solution that also addresses the political dimensions of the problem.

    Not long ago, the Kurdish question (KQ) topped the agenda of Turkish politics. Thanks mainly to what was called the Resolution Process between 2009 and 2015, there was a tense but lively political and public discussion on this colossal problem that the Turkish republic has long been tackling with since its foundation. In the past few years, however, the KQ ceased to be a priority issue in Turkish politics. So much so that the "terror question", a watchword for the KQ in the daily lexicon of mainstream Turkish politics, is no longer regarded by the Turkish public as being among the country’s top political problems. However, recently, there have appeared some new signs which indicate that the KQ will most likely return to the political agenda. Both Turkish President Erdoğan and the leaders of the country’s opposition parties have taken steps that reveal that they will revisit the KQ as the 2023 Turkish general election approaches.

    It has become cliché to argue that Turkish-Iranian relations oscillate between a controlled rivalry and limited cooperation. However, in Iraq and Syria, rising tensions between Turkey and Turkey-affiliated groups on the one hand and Iran and Iran-backed groups on the other, have put the two countries on a collision course. Con­flictual relations between Turkey and Iran have the potential to destabilise the Middle East and the South Caucasus, spawning additional security risks as well as waves of migration towards Europe. Such a situation could also complicate matters related to European energy security. Europe should remain alert and help to ease tensions through deescalation mechanisms. In this regard, efforts to strengthen Iraqi sovereignty may serve as a preemptive measure.

    With the background of the Syrian crisis, irregular migration, and authoritarianism - strengthened by the collapse of the Peace Process of the Turkish state with the Workers’ Party of Kurdistan (PKK) in 2015 and the 2016 coup attempt - the Turkish government has amended the Citizenship Law, changed policies concerning refugees and irregular migrants, and re-designed access to basic citizenship rights in the last decade. Due to these amendments and changes, tens of thousands of Syrians have been awarded Turkish citizenship. A few millions of them are now settled in Turkey and exercising social and education rights without being Turkish citizens. This state of affairs contradicts previous Turkish policies for citizenship and supports the claims that the government under the Justice and Development Party (AKP) has been constructing a more Islamic and less secular Turkish nationhood. Concomitantly, the basic citizenship rights of Kurds and members of the Gulen community have been massively violated. This indicates that being Muslim or Turkish does not protect citizens from discrimination.
