    The development of the Internet and its progress continues in Latin America and the Caribbean.However, despite these advances, problems related to the quality and equality of Internet access remain pending.Likewise, differences persist in Internet access between rural and urban areas, and between quintiles of income distribution.In the country with the greatest gap between urban and rural areas, the difference in penetration is 40 p.p. and the average in the region is 27 p.p. In terms of income, the gaps between the households of the richest quintile in relation to the poorest quintile reach up to 20 p.p. in some countries of the region. Summary .-- 1.     This paper provides experimental evidence for the impact of home internet access on a broad range of child outcomes in Peru. Children who were randomly chosen to receive laptops with high-speed internet access are compared with i) those who did not receive laptops and ii) those who only received laptops without internet. It is found that providing free internet access led to improved computer and internet proficiency relative to those without laptops and improved internet proficiency compared to those with laptops only. However, there were no significant effects of internet access on math and reading achievement, cognitive skills, self-esteem, teacher perceptions, or school grades when compared to either group. Reasons for the absence of impacts on these key outcomes are explored with survey questions, time-diaries, and computer logs.

    'Notice and Choice' has been the reference framework for how firms elicit data from consumers. This paper investigates distortions in consumer behavior which may limit the ability of consumers to safeguard their privacy using data from a field experiment at MIT. There are three findings. First, the effect small incentives have on disclosure may explain the privacy paradox: People say they care about privacy, but are willing to relinquish private data to firms quite easily when incentivized to do so. Second, small navigation costs have a tangible effect on how privacy-protective consumers' choices are, often in contrast with stated preferences. Third, the introduction of irrelevant, but reassuring information makes consumers less likely to avoid tracking. We discuss implications for the privacy strategy of firms

    This report introduces the International Digital Economy and Society Index (I-DESI), which evaluates the digital performance of EU countries and the EU as a whole, in comparison to 15 other countries (Australia, Brazil, Canada, China, Iceland, Israel, Japan, Korea (Rep.), Mexico, New Zealand, Norway, Russia, Switzerland, Turkey and the United States). The I-DESI benchmarks the development of the digital economy and society in Europe against top world peers so as to identify room for improvement. The results show that the top countries in Europe are also leading in the global stage. The three top performing countries (Sweden, Denmark and Finland) are closely followed by Korea (Rep.), United States and Japan. The EU as a whole scores high in three out of the five main dimensions (Use of the Internet, Human Capital and Integration of Digital Technology). However, the results also show that the EU is behind the non-EU top performers in the other two dimensions (Connectivity and Digital Public Services) and on specific individual indicators. Moreover, there are substantial differences between EU member states concerning both score and progress over time (I-DESI 2014 vs. I-DESI 2015). Europe is progressing to slowly bridge this gap, which is pivotal to realise the potential of a Digital Single Market.

    Understanding the behavior of users online is important for researchers, policymakers, and private companies alike. But observing online behavior and conducting experiments is difficult without direct access to the user base and software of technology companies. We introduce Webmunk, an open-source tool designed to make conducting online studies much easier. The user-facing side of Webmunk is a browser extension that can track consumer browsing behavior and experimentally modify consumers experiences as they browse the Internet. It can be installed just like any other browser extension, such as ad blockers. Through this extension, researchers can collect a host of consumer data, from URLs to web page HTML elements, clicks, and scroll positions. The extension can also modify information and change the look of a web page, allowing for researchers to implement interventions that vary across study participants. A key advantage of this approach is that interventions occur while participants are engaging in real world activities such as shopping, browsing the news, using social media, or searching for information. We demonstrate the power of Webmunk by discussing two studies in progress

    Artificial intelligence (AI) is becoming increasingly powerful, enabling users to perform tasks more efficiently and effectively. However, not all users are equally able to take advantage of its capabilities. We draw on previous literature that has introduced the concept of “substantive use” - the reflective consideration of how to use a system's features - to better understand individual differences in the context of AI. We contribute to the current literature in three ways: First, we summarize the literature on technology use and describe its relevance for AI-related research. Second, we review the literature and show that IS has already begun to investigate individual differences to understand the use of AI systems. Third, we propose a theoretical model t hat accounts for the direct and configurational effects of individual differences on substantive use behavior. Künstliche Intelligenz (KI) wird immer leistungsfähiger und ermöglicht es den Nutzern, Aufgaben effizienter und effektiver auszuführen. Allerdings sind nicht alle Benutzer gleichermaßen in der Lage, diese Fähigkeiten zu nutzen. Wir stützen uns auf frühere Literatur, die das Konzept "substantive use" eingeführt hat - die Überlegung, wie die Funktionen eines Systems genutzt werden können -, um individuelle Unterschiede im Kontext von KI besser zu verstehen. Wir tragen auf drei Arten zur aktuellen Literatur bei: Erstens fassen wir die Literatur zur Nutzung von Technologie zusammen und beschreiben ihre Relevanz für die KI-bezogene Forschung. Zweitens sehen wir die bestehende Literatur durch und zeigen, dass die Forschung im Bereich Wirtschafsinformatik bereits damit begonnen hat, individuelle Unterschiede zu untersuchen, um die Nutzung von KI-Systemen zu verstehen. Drittens schlagen wir ein theoretisches Modell vor, das die direkten und konfigurativen Auswirkungen individueller Unterschiede auf „substantive use“ berücksichtigt.

    We study trade-offs faced by multiple-system operators (MSOs), the gatekeepers in the provision of internet service, when setting prices and quality for internet access and TV service. In response to improvements in over-the-top video (OTT), MSOs choose between accommodating OTT to share in the surplus it provides consumers, or steering consumers towards TV. We augment the standard mixed bundling model to show that in some cases MSOs have incentives to steer consumers towards TV, but that these incentives vary with the available pricing tools. We then estimate the distribution of model parameters using household panel data on subscription choices and internet usage. Our estimates imply that if MSOs can set different prices for different internet content, under many cost circumstances MSOs discount the OTT usage price. Furthermore, we find that the ability to charge prices based on internet usage strengthens the MSOs' incentive to improve OTT quality

These transformations not only impact business but also affect consumers’ attitudes, beliefs, and practices. Thus, Frederic Nimmermann sheds light on consumer behavior in central subareas in digital environments such as advertising. Six essays address specific phenomena in these central subareas for a more profound understanding of consumers and their related behavior. Both academia and practitioners profit from the results and implications of this study.     This paper presents new estimates of the share of jobs that can be performed from home. The analysis is based on the task content of occupations, their information and communications technology requirements, and the availability of internet access by country and income groupings. Globally, one of every five jobs can be performed from home. The ability to telework is correlated with income. In low-income countries, only one of every 26 jobs can be done from home. Failing to account for internet access yields upward biased estimates of the resilience of poor countries, lagging regions, and poor workers. Since better paid workers are more likely to be able to work from home, COVID-19 is likely to exacerbate inequality, especially in richer countries where better paid and educated workers are insulated from the shock. The overall labor market burden of COVID-19 is bound to be larger in poor countries, where only a small share of workers can work from home and social protection systems are weaker. Across the globe, young, poorly educated workers and those on temporary contracts are least likely to be able to work from home and more vulnerable to the labor market shocks from COVID-19
