    The 14 papers that comprise this book provide a comprehensive review of the IMF's work on social safety nets. The book is made up of three parts. Part I provides a broad overview of the social concerns in structural policy and the basic work related to social safety nets. Part II deals with the design of social safety nets. Part III provides case studies on nine countries from different parts of the world. The reade will find these studies particularly informative and, I hope, will appreciate the scope of the IMF'f work in this area. At the time these studies were written, all the writers except one were IMF staff members. The exception, Ravi Kanbur was with the World Bank

    "Why do governments turn to the International Monetary Fund (IMF) and with what effects? In this book, James Raymond Vreeland examines this question by analyzing cross-national time-series data from throughout the world. Vreeland argues that governments enter into IMF programs for economic and political reasons, and he finds that the programs hurt economic growth and redistribute income upward. By bringing in the IMF, governments gain political leverage - via conditionality - to push through unpopular policies. For certain constituencies, these policies dampen the effects of bad economic performance by redistributing income. But IMF programs hurt doubly the least well-off in society: They lower growth and exacerbate income inequality."--BOOK JACKET

    IMF technical assistance provided by the Statistics Department, toward assisting IMF member countries in developing the ability to provide reliable and comparable economic and financial data on a timely basis to policymakers and markets, has increased more than fourfold over the past decade. This assistance has proven critical in countries' building their statistical capacity so as to come into line with international data standards in an increasingly globalized and electronically interconnected world. Here are presented four case studies drawn from experience in three countries in transition to the market, two of which were also in postconflict situations, in the 1990s and early 2000s: Cambodia, Bosnia and Herzegovina, and Ukraine. Issues of setting, institutional and statistical arrangements, strategies, and implementation are examined, and lessons drawn.--Publisher's description

    This book constitutes a short history of the IMF's evolution. The attianment of the initial objectives in the Fund's first twenty years is the story told in seven articles of Part One. The first describes the Bretton Woods Conference; the second lists and explains the initial objectives. How members eventually reduced their multiple rates is related in the thirs, and how they increasingly freed payments from exchange restrictions and made their currencies convertible, in the fourth. The fifth article relates how most members gradually came to adhere to the par value system, and the sixth describes the Fund's policies toward fluctuating exchange rates while the par value system was in operation. The last articles describes the extent to which members devalued their exchange rates from 1948 to 1967. The Chronology at the end lists the main developments from July 1, 1944 to December 31, 1965 The International Monetary Fund was designed at a conference held in Bretton Woods, New Hampshire, U.S.A., July 1944 when representatives of 45 governments agreed on Articles of Agreement for the new international organization. On December 27, 1945 when 29 countries signed these Articles, the Fund came into existence

    Based on more recent research and evidence, including declassified information regarding the communist period in Romania, the study focuses on examining the 1980s foreign debt crisis context, its determinants and consequences, the impact of internal and external factors, intending to provide an image closer to reality of this dramatic episode. The global economy faced a severe economic and financial crisis at the beginning of the 1980s, when more than 30 developing countries entered default or restructuring on the sovereign debt. In the case of Romania, the impact of the foreign debt crisis triggered in 1981-1982 proved to be extremely hard, worsened by the overlap between the internal vulnerabilities accumulated in previous decades and the external shock coming from the major changes in the global economic, financial and geopolitical context at the end of 1979. The FED monetary policy at that time has led to the explosive rise in interest rates of the outstanding loans contracted from international commercial banks, to which Romania was highly indebted. The decision of simple-minded Ceausescu to liquidate the foreign debt and other serious errors concerning the crisis management had a destructive impact on the Romanian economy, which degenerated in a system crisis ended with its implosion in December 1989. Some consequences of the foreign debt crisis were felt also afterwards, slowing down significantly the pace of Romania’s transition to the market economy.

    This paper applies state-of-the-art deep learning techniques to develop the first sentiment index measuring member countries' reception of IMF policy advice at the time of Article IV Consultations. This paper finds that while authorities of member countries largely agree with Fund advice, there is variation across country size, external openness, policy sectors and their assessed riskiness, political systems, and commodity export intensity. The paper also looks at how sentiment changes during and after a financial arrangement or program with the Fund, as well as when a country receives IMF technical assistance. The results shed light on key aspects on Fund surveillance while redefining how the IMF can view its relevance, value added, and traction with its member countries
