    Die Haushaltskonsolidierung hat seit geraumer Zeit eine hohe Priorität. Sie ist auch als mittelfristiges Ziel im Stabilitäts- und Wachstumspakt fest verankert. Neben dieser angebotspolitischen Ausrichtung der Finanzpolitik bleibt aber auch die Verstetigung der Konjunktur eine wichtige Aufgabe. Bei konjunkturellen Schwankungen sollen die so genannten automatischen Stabilisatoren des öffentlichen Finanzsystems wirksam sein. Dies bedeutet, dass im Abschwung die konjunkturbedingte Erhöhung des staatlichen Budgetdefizits hingenommen und nicht durch Abgabenerhöhung oder Ausgabenkürzungen verhindert werden darf. Entsprechend darf im Aufschwung die konjunkturbedingte Verbesserung des Staatsbudgets nicht durch vermehrte Ausgaben oder Steuersenkungen zunichte gemacht werden. Würde dagegen die Finanzpolitik im Abschwung, um eine Erhöhung des Defizits zu verhindern, die Abgaben erhöhen und/oder die Ausgaben senken, dann würde nach allgemeiner Auffassung die Konjunkturkrise verschärft.

    Das Ministerium für Inneres und Sport hat das ifo Institut mit der Überprüfung des kommunalten Finanzausgleichssystems beauftragt. Dabei steht das horizontale Ausgleichssystem im Vordergrund der Untersuchung. Allerdings sollten auch Fragen des vertikalen Finanzausgleichs analysiert werden. Im Rahmen dieser Untersuchung zur Überrprüfung der einzelnen Problemkreise wurden sowohl wissenschaftliche Argumente wie auch pragmatische Gesichtspunkte wie die politische Akzeptanz, die Probleme bei der Umsetzung und die immer wieder auftretenden statistischen Restriktionen, berücksichtigt. Als Fazit der Untersuchung läßt sich festhalten, daß das saarländische Finanzausgleichssystem weitgehend dem gegenwärtigen Stand der Finanzausgleichstheorie und -praxis entspricht, in dem nur wenige Regelungen einer gewissen Modifizierung bedürfen.

    The recent process of political and economic transformation in eastern European countries has not only contributed to the decentralisation of political structure but also significantly enhanced the fiscal autonomy of municipalities belonging to these countries. Although the degree of self-governing ability of municipalities seems to vary from one country to another, many similar types of public activities have recently been assigned to local governments, and some taxes were also declared to be so-called local taxes. To be sure, this type of fiscal decentralisation has caused some additional problems, particularly for safeguarding the quality of publicly provided goods and services and for coordinating intergovernmental fiscal transfers between the central and local governments in an efficient way. For instance, some criticise that a large number of small-sized municipalities in the transition economies have suffered from financial bottleneck and have not been able to receive financial support from the central government that was necessary for their economic development. However, such a fiscal devolution trend appears to continue, in parallel to the ongoing democratisation and decentralisation. This study primarily deals with crucial issues surrounding the impact of national fiscal policy and the regulatory framework on local governments' expenditure behaviour and their ability to mobilise necessary revenues (i.e. tax income, grants and municipal borrowings) under the particular consideration of the institutional and administrative cooperation with the central government and of the (still existing) lesswell developed financial market in Poland, the Slovak Republic, the Czech Republic and Hungary.

    Today Europe finds itself in a crisis that casts a dark shadow over an entire generation. The seriousness of the crisis stems from one core political contradiction at the heart of the European project: namely, that what urgently needs to be done is also extremely unpopular and therefore virtually impossible to do democratically. What must be done - and almost everyone agrees in principle on the measures that would be needed to deal with the financial crisis - cannot be sold to the voting public of the core member states, which so far have been less affected by the crisis than those on the periphery, nor can the conditions that core members try to impose be easily sold to voters in the deficit countries.The European Union is therefore becoming increasingly disunited, with deepening divides between the German-dominated 'core' and the southern 'periphery', between the winners and the losers of the common currency, between the advocates of greater integration and the anti-Europeans, between the technocrats and the populists. Europe finds itself trapped by the deepening divisions that are opening up across the Continent, obstructing its ability to deal with a crisis that has already caused massive social suffering in the countries of the European periphery and is threatening to derail the very project of the European Union.In this short book, Claus Offe brings into sharp focus the central political problem that lies at the heart of the EU and shackles its ability to deal with the most serious crisis of its short history.
