    Die Haushaltskonsolidierung hat seit geraumer Zeit eine hohe Priorität. Sie ist auch als mittelfristiges Ziel im Stabilitäts- und Wachstumspakt fest verankert. Neben dieser angebotspolitischen Ausrichtung der Finanzpolitik bleibt aber auch die Verstetigung der Konjunktur eine wichtige Aufgabe. Bei konjunkturellen Schwankungen sollen die so genannten automatischen Stabilisatoren des öffentlichen Finanzsystems wirksam sein. Dies bedeutet, dass im Abschwung die konjunkturbedingte Erhöhung des staatlichen Budgetdefizits hingenommen und nicht durch Abgabenerhöhung oder Ausgabenkürzungen verhindert werden darf. Entsprechend darf im Aufschwung die konjunkturbedingte Verbesserung des Staatsbudgets nicht durch vermehrte Ausgaben oder Steuersenkungen zunichte gemacht werden. Würde dagegen die Finanzpolitik im Abschwung, um eine Erhöhung des Defizits zu verhindern, die Abgaben erhöhen und/oder die Ausgaben senken, dann würde nach allgemeiner Auffassung die Konjunkturkrise verschärft.

Dabei steht das horizontale Ausgleichssystem im Vordergrund der Untersuchung. Allerdings sollten auch Fragen des vertikalen Finanzausgleichs analysiert werden. Im Rahmen dieser Untersuchung zur Überrprüfung der einzelnen Problemkreise wurden sowohl wissenschaftliche Argumente wie auch pragmatische Gesichtspunkte wie die politische Akzeptanz, die Probleme bei der Umsetzung und die immer wieder auftretenden statistischen Restriktionen, berücksichtigt. Als Fazit der Untersuchung läßt sich festhalten, daß das saarländische Finanzausgleichssystem weitgehend dem gegenwärtigen Stand der Finanzausgleichstheorie und -praxis entspricht, in dem nur wenige Regelungen einer gewissen Modifizierung bedürfen.

    The recent process of political and economic transformation in eastern European countries has not only contributed to the decentralisation of political structure but also significantly enhanced the fiscal autonomy of municipalities belonging to these countries. Although the degree of self-governing ability of municipalities seems to vary from one country to another, many similar types of public activities have recently been assigned to local governments, and some taxes were also declared to be so-called local taxes. To be sure, this type of fiscal decentralisation has caused some additional problems, particularly for safeguarding the quality of publicly provided goods and services and for coordinating intergovernmental fiscal transfers between the central and local governments in an efficient way. For instance, some criticise that a large number of small-sized municipalities in the transition economies have suffered from financial bottleneck and have not been able to receive financial support from the central government that was necessary for their economic development. However, such a fiscal devolution trend appears to continue, in parallel to the ongoing democratisation and decentralisation. This study primarily deals with crucial issues surrounding the impact of national fiscal policy and the regulatory framework on local governments' expenditure behaviour and their ability to mobilise necessary revenues (i.e. tax income, grants and municipal borrowings) under the particular consideration of the institutional and administrative cooperation with the central government and of the (still existing) lesswell developed financial market in Poland, the Slovak Republic, the Czech Republic and Hungary.

    The combination of discretionary montetary policy, labor-market distortions and nominal wage rigidity yields an inflation bias as monetary policy tries to exploit nominal wage contracts to address labor-market distortions. Although an inflation target eliminates this inflation bias, it creates a conflict between monetary policy and discretionary fiscal policy if fiscal policy is set at a higher frequency than nominal wages are. To avoid the associated excessive accumulation of public debt, ceilings on public debt are called for. If countries differ substantially in terms of structural distortions or economic shocks, uniform debt ceilings must be complemented by country-specific debt targets in order to prevent decentralised fiscal authorities from employing debt policy strategically.

    The recent process of political and economic transformation in eastern European countries has not only contributed to the decentralisation of political structure but also significantly enhanced the fiscal autonomy of municipalities belonging to these countries. Although the degree of self-governing ability of municipalities seems to vary from one country to another, many similar types of public activities have recently been assigned to local governments, and some taxes were also declared to be so-called local taxes. To be sure, this type of fiscal decentralisation has caused some additional problems, particularly for safeguarding the quality of publicly provided goods and services and for coordinating intergovernmental fiscal transfers between the central and local governments in an efficient way. For instance, some criticise that a large number of small-sized municipalities in the transition economies have suffered from financial bottleneck and have not been able to receive financial support from the central government that was necessary for their economic development. However, such a fiscal devolution trend appears to continue, in parallel to the ongoing democratisation and decentralisation. This study primarily deals with crucial issues surrounding the impact of national fiscal policy and the regulatory framework on local governments' expenditure behaviour and their ability to mobilise necessary revenues (i.e. tax income, grants and municipal borrowings) under the particular consideration of the institutional and administrative cooperation with the central government and of the (still existing) lesswell developed financial market in Poland, the Slovak Republic, the Czech Republic and Hungary.
