    This book analyses recent political developments in the Horn of Africa in light of actual identifications and alliances. The nation state—the normative framework for politics—is often shown as a non-relevant unit of identification and beneficiary of political decisions. The authors have spent their professional lifetimes studying the politics and development in Sub-Saharan Africa since its emergence from colonial rule. The Horn of Africa, their special focus of interest, represents a striking paradigm of the enduring crisis of the western nation-state model adopted in Africa. Questions concerning this model have seldom been raised in African studies. A notable exception is Basil Davidson (1992) who called the nation-state model the “Black Man’s Burden.” Francophone Africanists were pioneers in economic anthropology and prolific critics of orthodox development theory but had little to say about the state which they regarded as a dependent variable. This omission therefore challenges the epistemological integrity of African studies. Where is the science this discipline is based on? Founded in the West and dominated by western scholars, African studies thrive on modes of analysis that privilege European categories, or ascribe greater rationality and capacity for agency to Western rather than all other historical actors. This book explores this logic and shows that the decisions made by these actors are determined by identifications and interests that have little to do with the nation state.

    This working paper is a case study on Ethiopia and Uganda as countries of destination for refugees. The case study looks at the approaches adopted in Ethiopia and Uganda to promote refugee self-reliance and enable refugees to work to earn income. It compares outcomes in the countries, with a specific focus on access to employment and business creation, including legal and socio-economic barriers. The case study draws from a number of evaluations of efforts by the international community to support Ethiopian and Ugandan initiatives. The case study was undertaken as part of a wider research project on learning from evaluations to improve responses to refugee crises in developing countries and supports the synthesis paper "Responding to Refugee Crises in Developing Countries: What Can We Learn From Evaluations?"

    The Ethiopia Social Accountability Program (ESAP) seeks to empower citizens, strengthen civil society, promote citizen engagement in public venues, modify how public officials engage citizens, and improve service delivery. This paper assesses the impact of the second phase of the ESAP intervention and contributes to the emerging literature on the effectiveness of social accountability interventions. A survey was administered to 3,411 households in two time periods (2013 and 2017). Difference-in-difference with matching was used to compare similar households in ESAP (treatment) and control woredas. Although conditions to generate meaningful social and policy change were not favorable because of the national state of emergency, drought and economic slowdown, the survey finds preliminary evidence that the presence of ESAP helped to establish the foundations of social accountability at local levels across Ethiopia. Several noteworthy findings include: increases in citizen participation in local committees and other policymaking venues; improvements in citizen satisfaction with the more immediate delivery of basic services; increases of more critical attitudes regarding more structural problems; and a more modest decline in access to information and use of specific social accountability tools (e.g. community scorecards) in comparison to steeper declines in non-ESAP woredas in the context of a national state of emergency

    This paper assesses the impact of Ethiopia's flagship social protection program, the Productive Safety Net Program on the adverse impacts of the COVID-19 pandemic on the food and nutrition security of households, mothers, and children. The analysis uses pre-pandemic, in-person household survey data and a post-pandemic phone survey. Two-thirds of the respondents reported that their incomes had fallen after the pandemic began, and almost half reported that their ability to satisfy their food needs had worsened. Employing a household fixed effects difference-in-difference approach, the study finds that household food insecurity increased by 11.7 percentage points and the size of the food gap by 0.47 months in the aftermath of the onset of the pandemic. Participation in the Productive Safety Net Program offsets virtually all of this adverse change - the likelihood of becoming food insecure increased by only 2.4 percentage points for Productive Safety Net Program households and the duration of the food gap increased by only 0.13 month. The protective role of the program is greater for poorer households and those living in remote areas. The results are robust to various definitions of program participation, different estimators, and different ways of accounting for the non-randomness of mobile phone ownership. Productive Safety Net Program participants were less likely to reduce expenditures on health and education by 7.7 percentage points and less likely to reduce expenditures on agricultural inputs by 13 percentage points. By contrast, mothers' and children's diets changed little, despite some changes in the composition of diets, with consumption of animal source foods declining significantly

    "Ethiopia is unique among Christian lands for the incomparable prominence of the cross in the life of its people and for the inexhaustible variety and intricacy of decorative patterns on cross-shaped objects of all kinds. Crosses of wondrous diversity and sophistication are extensively used in religious and magic rituals, as well as in the daily social interactions and personal experiences of people in a variety of contexts. This book explores the ways in which Ethiopian crosses reflect and shape a broad range of ideas, from religious beliefs to interrelated socio-political values, and from individual notions of identity and protection to cultural constructs of local and universal dimensions. Thus the cross of the Ethiopian tradition emerges as the sacred matrix that encompasses the life of the world in both its microcosmic and macrocosmic dimensions; and as the social and cultural nexus through which and with which people interact in order to shape and express personal and communal identities and hopes. The investigation includes textual and visual evidence, as well as aspects of Ethiopian history and cultural tradition, and highlights elements of both continuity and change. Special attention is given to religious rituals in which crosses guide the participants to internalize abstract ideas central to their culture, through sensorial experience and interaction. A main objective of this analysis is to contribute to an understanding of visual creations as interactive depositories and therefore also generators of ideas, with an influential role in identity formation, socio-cultural interactions and the construction of power relations."--

    This book analyses recent political developments in the Horn of Africa in light of actual identifications and alliances. The nation state—the normative framework for politics—is often shown as a non-relevant unit of identification and beneficiary of political decisions. The authors have spent their professional lifetimes studying the politics and development in Sub-Saharan Africa since its emergence from colonial rule. The Horn of Africa, their special focus of interest, represents a striking paradigm of the enduring crisis of the western nation-state model adopted in Africa. Questions concerning this model have seldom been raised in African studies. A notable exception is Basil Davidson (1992) who called the nation-state model the “Black Man’s Burden.” Francophone Africanists were pioneers in economic anthropology and prolific critics of orthodox development theory but had little to say about the state which they regarded as a dependent variable. This omission therefore challenges the epistemological integrity of African studies. Where is the science this discipline is based on? Founded in the West and dominated by western scholars, African studies thrive on modes of analysis that privilege European categories, or ascribe greater rationality and capacity for agency to Western rather than all other historical actors. This book explores this logic and shows that the decisions made by these actors are determined by identifications and interests that have little to do with the nation state.
