    Russia’s war against Ukraine has led the EU-27 to grant Kyiv EU-candidate status quickly - even hastily, in the view of critics. For now, however, the preparation of accession negotiations can only be a secondary concern. The war, with its uncertain outcome, takes centre stage. For the EU this means supporting Ukraine militarily as well as financially and helping to organise international aid for reconstruction. Given this context, we should expect the EU not simply to adhere to the usual enlargement script in shaping its relations with Ukraine. Instead, it should coordinate three frame­works for action: the future accession negotiations, the current process of association, and potential new formats, such as a European Political Community or a Euro­pean Political and Economic Area.

    The debate over major reforms of the European Union is heating up. Now that the one-year Conference on the Future of Europe has concluded, the European Parliament has proposed a convention and treaty amendments. But many national governments would still prefer to develop the European Union within the framework of the existing treaties. Closer examination of the Conference’s outcomes reveals a more complex picture: citizens who expect the Union to lead the great transforma­tion projects, who demand greater transparency, and who see treaty amendments as a means to strengthen the EU. Although the Conference failed to bring supporters and opponents of treaty amendments any closer together, the newly revived debate about deepening and widening has the potential to do so.

    Russia's war of aggression against Ukraine is not based on legitimate or reasonable security interests - it is a blatant rejection of Europe’s security order. President Vladi­mir Putin already made this clear in his televised address on 21 February preceding the attack. Previously, Finland and Sweden had recalled the Conference on Security and Cooperation in Europe (CSCE) Final Act of 1975, to which Russia - as the successor state of the Soviet Union - has committed itself. According to the Helsinki Final Act, the sovereign equality of the signatory states is to be respected - and with it their right to choose their alliances freely. Moscow’s military aggression not only pushes Helsinki and Stock­holm closer to the North Atlantic Treaty Organization (NATO) to an unprecedented extent, but it also makes the containment of Russian power an urgent matter once again. In the long term, it will have implications on the stability in the High North as well.

    As Russian tanks and artillery advanced on Kharkiv and Kyiv, President Volodymyr Zelensky signed an application to join the European Union. He called for a special admission procedure to secure swift accession for Ukraine, yet Ukraine did not first aspire to EU membership under missile fire. Much like Moldova and Georgia, it sees its current status of association with the EU as a precursor to accession. The 28 Feb­ruary application was a call for help from the dreadful war. Initial responses from the European Commission and the European Parliament indicated much political sym­pathy for Ukraine’s urgent call, but the EU leaders do not hold forth the prospect of swift accession. This restraint results from the experience that membership negotiations are generally challenging and protracted and that there are no short cuts to the goal. There are, indeed, EU interests that run counter to an explicit memership per­spective. The EU should in any case add a security component flanking its policy of integration and cooperation with Eastern Partnership countries.

    The Western Balkans should join the European Union (EU) "as soon as possible", according to statements by the Chancellor of Germany at the Berlin Process summit in early November 2022. The Berlin Process consists of a series of events and meetings that have taken place annually since 2014 between individual EU member states and the countries of the Western Balkans. It differs from other EU initiatives in that international financial and EU institutions are involved alongside individual EU states, such as Germany as the format's initiator, and it primarily addresses issues of economic and regional cooperation. Although the Berlin Process has already produced many ambitious ideas, such as the common regional market, the implementation of the agreements by the Western Balkan states has often stalled. In the future, Germany and the EU should insist more emphatically on the implementation of adopted agreements, because the Berlin Process has the potential to restore the decliningress towards disarmament is good news. For Germany’s National Security Strategy (NSS), it means that greater concessions to advocates of the TPNW are not necessary to protect the NPT.

    Alternativen zur Vollmitgliedschaft
