    We empirically analyze convergence of European producer and consumer prices for diesel fuel and investigate the role of excise taxation. By comparing the speed of convergence of prices and taxes we find a surprisingly fast speed of convergence for consumer prices. While this can in part be explained by fuel tourism, the main driving force is producer price dynamics. Tax convergence contributes weakly to price convergence, but the overall effect is to slow down consumer relative to producer price convergence. -- price convergence ; diesel ; international taxation ; European integration ; panel unit roots

    This paper uses the 2015 Volkswagen emissions scandal as a natural experiment to provide causal evidence that group reputation externalities matter for firms. Our estimates show statistically and economically significant declines in the U.S. sales and stock returns of, as well as public sentiment towards, BMW, Mercedes-Benz, and Smart as a result of the Volkswagen scandal. In particular, the scandal reduced the sales of these non-Volkswagen German manufacturers by approximately 76,000 vehicles over the following year, leading to a loss of approximately $3.7 billion of revenue. Volkswagen's malfeasance materially harmed the group reputation of "German car engineering" in the United States.

    Electric vehicles are declining in cost so rapidly that they may claim a large share of the vehicle market by 2030. This paper examines a set of practical regulatory design considerations for fuel-economy standards or greenhouse gas standards in the context of highly uncertain electric vehicle costs in the next decade. The analysis takes a cost-effectiveness approach and uses analytical modeling and simulation to develop insight. I show that counting electric vehicles under a standard with a multiplier or assuming zero upstream emissions can reduce electric vehicle market share by weakening the standards. Further, there are tradeoffs from implementing a backstop conventional vehicle standard along with a second standard that also includes electric vehicles, but such a backstop offers the possibility of ensuring that low-cost conventional vehicle technologies are exploited

    Am 22. Juni beginnen in Nordrhein-Westfalen die Sommerferien. Wie jedes Jahr werden dann Viele mit dem Pkw in den Urlaub fahren und aus diesem Grund werden die Preise für Benzin und Diesel regelmäßig ein heißes Sommerthema. Die gute Nachricht ist, dass Diesel deutschlandweit Mitte Juni 2023 etwa 22 Prozent billiger ist als im Vorjahr. Bei Super E5 ist der Unterschied kleiner, aber auch hier kostet der Liter knapp 7,5 Prozent weniger als 2022. Bei einer Bestandsaufnahme der Kraftstoffpreise in Deutschland zeigt sich, dass es sich für den anstehen Urlaub in Deutschland empfiehlt, im Westen zu tanken. Die Preise für Diesel und Benzin waren in den ersten beiden Juniwochen im westlichen Versorgungsgebiet durchschnittlich am günstigsten. Den geringsten Zapfsäulenpreis für Super bezahlt man mit 1,825 Euro pro Liter in Nordrhein-Westfalen, während man in Rheinland-Pfalz mit 1,552 Euro am wenigsten für den Liter Diesel zahlt. Der höchste Preis für Superbenzin wird in Bayern und Thüringen mit gut 1,86 Euro pro Liter aufgerufen. Beim Diesel zeigt sich ein klares Ost-West-Gefälle. In Brandenburg und Berlin zahlte man mit etwas über 1,60 Euro pro Liter etwa fünf Cent mehr als im Westen der Republik. Aber hier scheint der Ferienbeginn in Nordrhein-Westfalen seinen Schatten vorauszuwerfen, denn im Mai war der Preisvorteil im Westen gegenüber dem Rest der Republik noch deutlich höher als am aktuellen Rand. Die unterschiedlichen Kraftstoffpreise in den Bundesländern korrelieren dabei stark mit den Versorgungsgebieten der deutschen Raffinerien. Die über Pipeline aus Rotterdam mit Öl versorgten Raffinerien in Nordrhein-Westfalen und Niedersachsen geben derzeit den günstigsten Kraftstoff ab. Der teuerste Diesel stammt hingegen aus der Raffinerie in Schwedt, die sich erst gegen Ende des Vorjahres vom russischen Öl abwandte. Schaut man über die deutschen Grenzen so ergibt sich ein uneinheitliches Bild. In Skandinavien wird das tanken insbesondere für Dieselfahrer teurer als zu Hause. Aber auch in Frankreich wird derzeit für beide Kraftstoffarten mehr bezahlt als in Nordrhein-Westfalen. Im nahe gelegen Belgien ist Diesel teurer als in Nordrhein-Westfalen. In den meisten Mitgliedsstaaten der EU liegen die Preise an den Zapfsäulen aber deutlich unter dem heimischen Niveau. On 22 June, the summer holidays begin in North Rhine-Westphalia. As every year, many will then be going on holiday by car and for this reason the prices of petrol and diesel regularly become a hot summer topic. The good news is that diesel will be about 22 per cent cheaper across Germany in mid-June 2023 than it was last year. The difference is smaller for Super E5, but here too the litre costs almost 7.5 per cent less than in 2022. A stocktaking of fuel prices in Germany shows that it is advisable to fill up in the west for the upcoming holiday in Germany. In the first two weeks of June, diesel and petrol prices were cheapest on average in the western supply area. The lowest pump price for super is paid in North Rhine-Westphalia at 1.825 euros per litre, while the lowest price for a litre of diesel is paid in Rhineland-Palatinate at 1.552 euros. The highest price for super petrol is in Bavaria and Thuringia at a good 1.86 euros per litre. There is a clear east-west divide for diesel. In Brandenburg and Berlin, at just over 1.60 euros per litre, people pay about five cents more than in the west of the republic. But the start of the holidays in North Rhine-Westphalia seems to be casting its shadow here, because in May the price advantage in the west over the rest of the republic was still significantly higher than at the current margin. The different fuel prices in the federal states correlate strongly with the supply areas of the German refineries. The refineries in North Rhine-Westphalia and Lower Saxony, which are supplied with oil via pipeline from Rotterdam, currently sell the cheapest fuel. The most expensive diesel, on the other hand, comes from the refinery in Schwedt, which only turned away from Russian oil towards the end of last year. Looking beyond Germany's borders, the picture is mixed. In Scandinavia, filling up is becoming more expensive than at home, especially for diesel drivers. But in France and Belgium, too, people are currently paying more for both types of fuel than in North Rhine-Westphalia. In most EU member states, however, prices at the pumps are well below the domestic level.

    We examine the impact of recent tax reforms in Ireland on private car transport and its greenhouse gas emissions. A carbon tax was introduced on fuels, and purchase (vehicle registration) and ownership (motor) taxes were switched from engine size to potential emissions. We use a demographic model of the car stock (by age, size, and fuel) and a car purchase model that reflects the heterogeneous distribution of mileage and usage costs across various engine sizes. The model shows a dramatic shift from petrol to diesel cars, particularly for large engines. The same pattern is observed in the latest data on car sales. This has a substantial impact on tax revenue as car owners shift to the lower tax rates. The tax burden has shifted from car ownership to car use, and that the overall tax burden on private car transport falls. As diesel engines are more fuel efficient than petrol engines, carbon dioxide emissions fall modestly or, if we consider the rebound effect of travel costs on mileage, minimally.     This paper tests new implications of the asymmetric tax competition model on diesel excise taxes in the European Union (EU). I extend the standard tax competition model by replacing the unit demand assumption with iso-elastic demand. As a result, not only the level of the equilibrium tax but also the slope of the tax reaction function depends positively on the size of the country. The new implication is testable on panel data in first differences, and it is tested on a panel of 16 European countries. The results provide strong evidence for strategic interaction in the setting of diesel excises and confirm the effect of country size on the response to tax changes in neighboring countries. Strategic interaction between EU countries intensified in the mid 1990s and drove small European countries to set lower diesel tax rates. We apply several common dynamic panel estimators to our small sample. Results show that specifications neglecting the share of diesel cars overestimate short-run income, price and car ownership elasticities.     Diesel and gasoline account for around 95% of energy used for road transport in the OECD and for the largest share of revenue from taxes on energy. In 33 out of 34 OECD countries, diesel fuel is taxed at lower rates than gasoline both in terms of energy and carbon content. To assess whether this difference is warranted from an environmental perspective, this paper examines the rationales for taxing both fuels, considering the externalities (including local air pollution, carbon emissions and other social costs related to road transport) associated with the use of each fuel and the fuel efficiency advantage of diesel vehicles. The revenue, distributional and competitiveness consequences of increasing tax rates on diesel are also briefly considered and the revenue effects of the tax treatment of diesel are shown to be significant. We conclude that the externalities associated with each fuel show that the lower tax rates that currently apply to diesel fuel are not justifiable from an environmental perspective. Reduction of the diesel differential is warranted. A gradual approach to removing the differential would allow the adverse distributional and competitiveness impacts to be mitigated during the transitional phase.

    This paper estimates Nash-type fiscal reaction functions for European governments competing for revenue from diesel excises. It appears that European governments strategically set their excise levels by responding to their neighbors' tax rates. This provides evidence for the presence of tax competition in diesel excises. In fact, a 10 percent higher rate in neighboring countries (in terms of the user price) induces a country to raise its own rate by between 2 and 3 percent. This impact is robust for alternative specifications. By imposing restrictions on excise levels, EU harmonization of excises in 1987 and the introduction of a minimum in 1992 exerted a positive impact on the excise level in a number of EU countries. It has not, however, significantly reduced the intensity of tax competition. Indeed, strategic tax responses have not significantly been reduced by these harmonization policies. We also find that high-tax countries appear to compete more aggressively than low-tax countries in the sense that they feature larger strategic tax responses. There is no significant difference between large and small countries.
