    This paper investigates inertia within and across banks in retail deposit markets using detailed panel data on consumer choices and account characteristics. In a structural choice model, I find that costs of inertia are around one third higher for switching accounts across compared to switching within banks. Observable proxies of bank-level switching costs (number and type of additional financial products) explain most of this cost premium, while online banking usage reduces inertia. Consistent with theory, I provide evidence that banks incorporate inertia in their pricing as older accounts pay lower rates than comparable newer accounts. Counterfactual policies reducing inertia shift market share to more competitive smaller banks, but only eliminating inertia within banks already results in high potential gains in consumer surplus. This suggests that facilitating bank switching alone might be insufficient to improve consumer choices.

    Entwicklungen in Informationstechnologie beeinflussen Banken auf zwei verschiedene Arten. Erstens, Informationstechnologie kann die Kosten von Banken reduzieren, indem sie auf Papier basierende, arbeitsintensive Prozeduren automatisiert. Zweitens, sie verändert möglicherweise die Art und Weise wie Banken in Märkte eintreten und wie Kunden Zugang zu Bankprodukten haben. In diesem Papier konzentrieren wir uns auf den zweiten Aspekt. Wir zeigen dass Internetbanking möglicherweise die versunkenen oder irreversiblen Kosten, die beim Markteintritt entstehen, reduziert hat. Bestreitbarkeitstheorie (z.B. Baumol et al., 1982) argumentiert, dass versunkene Kosten ein zentraler Faktor für die Bestreitbarkeit von Märkten sind. In perfekt bestreitbaren Märkten sind Marktteilnehmer in der Lage kostenlos in Märkte einzutreten und sie auch wider zu verlassen. Wenn versunkene Kosten hoch sind, sind die Kosten des Markteintritts und des Marktaustritts auch hoch und der Bestreitbarkeitsgrad ist reduziert. Dieses Papier untersucht ob das Internet für Banken zu einer Reduzierung der versunkenen Kosten pro Kunden geführt hat.

    We study the introduction of a choice architecture design intended to increase short-term savings among employees at five U.K. firms. Employees were offered the opportunity to opt into a payroll deduction program that auto-deposits funds from each paycheck into a short-term savings account from which withdrawals are possible at any time. We find that employees who opted into the program kept using it. Among employees whose accounts were created early enough to be observed over the first 12 months after their account activation and who did not separate from employment during this period, 96% still had a balance greater than £1 and 87% received an automatic payroll contribution in month 12. However, product take-up was very low: no more than 0.7% of eligible employees ever activated an account. Opt-in access to short-term savings programs does not elicit widespread participation

    Can greater control over earned income incentivize women to work and infuence gender norms? In collaboration with Indian government partners, we provided rural women with individual bank accounts and randomly varied whether their wages from a public workfare program were directly deposited into these accounts or into the male household head's account (the status quo). Women in a random subset of villages were also trained on account use. In the short run, relative to women just offered bank accounts, those who also received direct deposit and training increased their labor supply in the public and private sectors. In the long run, gender norms liberalized: women who received direct deposit and training became more accepting of female work, and their husbands perceived fewer social costs to having a wife who works. These effects were concentrated in households with otherwise lower levels of, and stronger norms against, female work. Women in these households also worked more in the long run and became more empowered. These patterns are consistent with models of household decision-making in which increases in bargaining power from greater control over income interact with, and infuence, gender norms.

    We experimentally test the impact of expanding access to basic bank accounts in Uganda, Malawi, and Chile. Over two years, 17%, 10%, and 3% of treatment individuals made five or more deposits, respectively. Average monthly deposits for them were at the 79th, 91st, and 96th percentiles of baseline savings. Survey data show no clearly discernible intention-to-treat effects on savings or any downstream outcomes. This suggests that policies merely focused on expanding access to basic accounts are unlikely to improve welfare noticeably since impacts, even if present, are likely small and diverse.
