    How do government rhetoric and propaganda affect mass reactions in international crises? Using two scenario-based survey experiments in China, one hypothetical and one that selectively reminds respondents of recent events, we assess how government statements and propaganda impact Chinese citizens’ approval of their government's performance in its territorial and maritime disputes. We find evidence that citizens disapprove more of inaction after explicit threats to use force, suggesting that leaders can face public opinion costs akin to audience costs in an authoritarian setting. However, we also find evidence that citizens approve of bluster—vague and ultimately empty threats—suggesting that talking tough can provide benefits, even in the absence of tough action. In addition, narratives that invoke future success to justify present restraint increase approval, along with frames that emphasize a shared history of injustice at the hands of foreign powers.

    One decade after the Arab uprisings of 2010/11, the present discussion paper revisits processes of political change in the Middle East and North Africa MENA) with a focus on the question of systemic change. Core questions in this context are: How, among all possible varieties of political change, do we know when political change is systemic? When do we speak of "democratisation", and when of "authoritarian upgrading" or "- re-consolidation"? Can we predict such processes? If not, can we at least tell when systemic transition is more or less likely to occur, and what influences its occurrence? The three parts of this discussion paper build on one another in order to address and answer these puzzles.

    Despite a large consensus among economists on the strong interdependence and synergy between pro-development institutions, how should one understand why Imperial China, with weaker rule of law and property rights, gave the commoners more opportunities to access elite status than Premodern Europe, for example via the civil service exam and the absence of hereditary titles? Supported by rich historical narratives, we show that these institutional differences reflect more general differences in the power structure of society: (1) the Ruler enjoyed weaker absolute power in Europe; (2) the People were more on par with the Elites in China in terms of power and rights. Based on these narratives, we build a game-theoretical model and analyze how the power structure can shape the stability of an autocratic rule. If we read greater absolute power of the Ruler as conditioning more of the power and rights of the ruled on the Ruler's will, we show that a more symmetric Elite-People relationship can stabilize autocratic rule. If absolute power is stronger, this stabilizing effect will be stronger, and the Ruler's incentive to promote such symmetry will be greater. The theory explains the power structure differences between Imperial China and Premodern Europe, as well as specific institutions such as the bureaucracy in China and the role of cities in Europe. It is also consistent with the observation that autocratic rule was more stable in Imperial China than in Premodern Europe

    Populism is no longer considered a disease of the developing world. In recent decades it has spread throughout Europe and North America, while maintaining its grip in its historical stronghold, Latin America. It now represents the biggest threat to the survival of liberal democracy. Unlike communism, which attacked liberal democracy frontally and sometimes violently, populism works from within, neutralizing institutional and cultural antibodies. If not stopped, it naturally evolves towards authoritarianism. With different strategies and at different speeds, communism and populism achieve the same goal: the destruction of liberal democracy.

Ferner bestehen Unklarheiten hinsichtlich der Anwendungsmöglichkeiten und Erklärungsleistungen der theoretischen Denkansätze. Vor diesem Hintergrund diskutiert die KFIBS-Forschungsgruppe "IB-Theorien und Außenpolitikforschung" aktuelle Trends und Debatten in den IB, bedient sich dabei ausgewählter Theorieansätze und wendet diese auf empirische Fallstudien an, um deren Leistungsfähigkeit zu testen. Mit Beiträgen von Sebastian M. Niemetz, Jann Preisendörfer, Ludwig Schulze, Paul Emtsev, Pauline Mathieu, Nicolas Verbeek, Eliza Friederichs und Sascha Arnautović. Schools of thought in International Relations (IR) are increasingly differentiating to match with the multipolar power distribution. Yet, the newly implemented strands are facing criticism for the lack of a generally accepted systematic framework. Furthermore, there are ambiguities with regard to the possible applications and explanations for the theoretical approaches. Against this background, the KFIBS research group "International Relations Theories and Foreign Policy Research" discusses current trends and debates in IR, using selected theoretical approaches and applying them to empirical case studies to evaluate their performance.     Germany is being met with rejection from the governments of Arab states when it calls for human rights to be respected. If those being addressed do not outright refuse to engage in dialogue, they usually rely on four patterns of argumentation to ward off corresponding demands: (1) the human rights situation in their own country is already improving, but the process still needs time, (2) concerns such as economic development and the fight against terrorism should take precedence over civil rights, (3) human rights are a Western construct and ignore the cultural characteristics of the societies being addressed, and (4) Western human rights policy is characterised by double standards. German officials should be aware of these objections and counter them proactively when they engage in dialogue on human rights. Above all, the Ger­man government should engage the accusations of cultural imperialism and double standards, not least because these beliefs are widespread among the populations of Arab countries. To counterbalance these accusations, the universal claim of human rights should be emphasised more strongly – especially in the context of a feminist foreign policy. Additionally, self-interests that potentially undermine the proclaimed values-based approach should be identified and articulated more clearly. Finally, the dialogue on human rights should be underpinned by concrete measures.

    Rechtspopulismus und Autoritarismus, Auseinandersetzungen um »Identitätspolitik«, die Digitalisierung der öffentlichen Debatte und die Macht von Verschwörungstheorien führen zu tiefgreifenden sozialen, kulturellen und politischen Transformationsprozessen. Für die Untersuchung dieser Transformationen sind die Theorien des Politischen und der radikalen Demokratie besonders geeignet, da sie die grundsätzliche Fragilität der liberalen Ordnung analysieren. Fraglich ist jedoch, ob die radikaldemokratische Forderung nach einer Disruption der liberalen Ordnung die richtige Antwort auf die beschriebenen Transformationen ist. Die Beiträge unternehmen eine kritische Revision der Theorien des Politischen und erschließen damit das gegenwartsanalytische Potential radikaldemokratischer Ansätze für die 2020er Jahre
