    Many episodes of extension of franchise in the 19th and especially in the 20th century occurred during or in the aftermath of major wars. Motivated by this fact, we offer a theory of political transitions which focuses on the impact of international conflicts on domestic political institutions. We argue that mass-armies, which appeared in Europe after the French Revolution, are an effective military organization only if the conscripted citizens are willing to put effort in fighting wars, which in turn depends on the economic incentives that are provided to them. The need to provide such incentives implies that an oligarchy adopting a mass-army may voluntarily decide to promise some amount of income redistribution to its citizens, conditionally on satisfactory performance as soldiers. When the elite cannot credibly commit to provide an incentive-compatible redistribution, they may cope with the moral hazard problem of the citizens-soldiers only by relinquishing political power to them through the extension of franchise. This is because democracy always implements a highly redistributive fiscal policy, which makes fighting hard incentive-compatible for the citizens-soldiers. We show that a transition to democracy is more likely to occur when the external threat faced by an incumbent oligarchy is in some sense intermediate. A very high external threat allows the elite to make credible commitments of future income redistribution in favor of the citizens, while a limited external threat makes optimal for the elite not making any (economic or political) concession to the masses.     Unkonventionelle Partizipation in autoritären Regimen wird in der Regel als Bedrohung für das politische System und als Beitrag zu seiner Demokratisierung gesehen. Diese Sichtweise vernachlässigt allerdings, dass Proteste nicht unbedingt gegen das System gerichtet sind und dass die politische Führung nicht nur reagiert, sondern auch selbst Möglichkeiten hat, Legitimität zu generieren. Sie kann z. B. die Beteiligungsmöglichkeiten erweitern, ohne Entscheidungsmacht abzugeben, oder auch die Verantwortung für die Lösung von Konflikten auf die lokale Ebene verschieben, um so Schuldzuweisungen für negative Fol-gen ihrer Politik zu vermeiden. Eine Auswertung von Protestereignissen in China zeigt, dass es der chinesischen Führung mit diesen Strategien bisher gelungen ist, ihre Position zu stabilisieren. -- VR China ; autoritäres Regime ; politische Gelegenheitsstruktur ; Beziehung zwischen Zentral- und Lokalregierungen ; unkonventionelle Partizipation ; Legitimität ; Protestereignis Unconventional participation is by no means regime-threatening per se, not even in an au-thoritarian regime like China. On the contrary, the Chinese government has been able to generate legitimacy by tolerating certain forms of unconventional participation and by localizing the responsibility for solving conflicts. The current leadership in Beijing has chosen these strategies to channel protests, coopt civic society, and avoid blame-complementary to rather repressive forms of governance. An evaluation of protest events shows that the government has succeeded in containing protests quantitatively as well as qualita-tively (that is, in terms of scope and the potential threat to the political system) through the extension of opportunities to air grievances. -- PR China ; authoritarianism ; opportunity and threat ; central-local relationship ; unconventional participation ; legitimacy ; protest events

    Europe is dependent on Russia for its energy supply and finds itself at odds with designing a policy that addresses its rising number of concerns over Russia while not putting its energy imports at risk. Russia's new assertiveness, in energy and as well as in other external relations, has repeatedly led it to bully its trading partners, including the EU. Foreign investors increasingly find Russia an unstable destination for investments, where commercial rule of law still widely remains an alien concept. Trade and investment policies are unclear and subject to unannounced and arbitrary amendments. With power being increasingly concentrated in the Kremlin and around the former President, Vladimir Putin, Russian politics has slithered towards authoritarianism. In this new paper, Fredrik Erixon takes stock of past and future development in Russia and discusses how Europe should design a policy which accommodates its energy supply as well as the interests of European investors in Russia.
