    El rol de la educación técnica como promotora de desarrollo económico e inclusión social ha tomado relevancia en las políticas públicas de la región en los últimos años. En este documento se analiza el marco normativo que rige a la educación técnica en el Ecuador, tanto a nivel medio (bachillerato) como superior (educación superior no universitaria). Se halla que el bachillerato técnico cuenta con amplia tradición mientras que el desarrollo de la educación superior no universitaria es más tardío. La educación técnica aparece como una alternativa viable para aquellas personas que, por distintas razones, buscan una incorporación temprana en los mercados laborales. Además, permite a las autoridades cumplir, de manera simultánea, con objetivos de política productiva y de política social, al mejorar la empleabilidad de las personas y capacitarlas de manea que éstas puedan influir de manera positiva en la productividad y la mejora de calidad y competitividad de productos y empresas.     Die Wissensökonomie und mit ihr die wissensintensiven Dienstleistungen (WiDL) gelten als zentrale Wachstums- und Entwicklungstreiber in der Wirtschaft und auf dem Arbeitsmarkt. Auch die Stadt Bremen profitiert von den damit einhergehenden Prozessen einer ökonomischen Umstrukturierung und Reurbanisierung, auch wenn sie bislang eine eher nachrangige Position im System der wissensökonomisch geprägten deutschen Städte einnimmt. Allerdings ist ein moderater Aufholungsprozess erkennbar, der auf ein deutliches Beschäftigungswachstum in den Branchengruppen der „Technischen Beratung und Forschung“ und „Nichttechnischen Beratung und Forschung“ beruht. Bremen steht dabei in einem Wettbewerb um Unternehmen der WiDL sowie um die Gewinnung von Fach- und Führungskräften. Aus einer durchgeführten Online-Umfrage zur Standortzufriedenheit bei bremischen Unternehmen lassen sich hierzu wesentliche Erkenntnisse und Handlungserfordernisse ableiten. Neben vielfältigen Stärken gibt es Herausforderungen wie die Verbesserung des bundesweiten Images der Stadt Bremen und der Qualität im Bildungssystem. Eine Analyse von erfolgreichen Ansätzen in anderen Großstädten unterstreicht zusätzlich den Bedarf an eine strategisch orientierte Rahmensetzung für WiDL, die auf eine konkrete Unterstützung von spezifischen Branchen zielen sollte.

    This paper examines the impact of state merit-aid programs on the labor market attachment of high school-aged youths. The labor force participation rate of teenagers has fallen substantially in recent decades, coinciding with the introduction of merit-aid programs. These programs reduce the price of attending an in-state public college or university for high-achieving students and have the potential to influence students' allocation of time and effort between labor market activities, human capital development, and other forms of leisure. We examine the influence of these programs based on their generosity, both in the amount of aid provided to a recipient and the percent of students who are recipients of aid, and in their selectivity. Our results suggest that programs that are more selective reduce labor force participation, but are not a significant cause in the decline in teenage labor force participation in recent decades.

    This paper investigates how the size of co-ethnic networks at the time of arrival affect the economic success of immigrants in Germany. We also look at those who were assigned to an initial location independently of their choice allows a causal interpretation of our estimates. We find that immigrants initially located in places with larger co-ethnic networks are more likely to be employed at first, but have a lower probability of investing in human capital.

    In the aftermath of the recent economic crisis, large-scale long-term unemployment remains a major challenge for Public Employment Services in Europe. One way to tackle this issue is to find effective ways in which the onset of a prolonged spell of joblessness can be prevented. In light of this, the European Pillar of Social Rights as adopted on 26 April 2017 sets out a general right to timely and tailor-made assistance to improve employment or self-employment prospects, including the right to receive support for job search, training and re-qualification. For the unemployed, the Pillar sets out the right to personalised, continuous and consistent support as well the right to adequate support from public employment services. The objective of this study is to explore the potential gains of 'timely and tailor-made support to improve employment prospects (including preventive interventions)'. In other words, we investigate the rationale for providing services and interventions to jobseekers which most adequately address their potential employment barriers to find a job and doing this as early as possible. More specifically, we scrutinize the effectiveness and cost efficiency of a potential intensified support package which can be composed of (a) access to services and measures prior to registering as unemployed for those at risk of job-loss; (b) intensive counselling in the early stages of an unemployment spell; and (c) referral to training programmes and supportive active measures shortly after registering as unemployed.
