    Surveys suggest that Denmark ranks close to or slightly above the OECD average in terms of student and adult skills, even though Denmark spends more than many OECD countries on education, labour market policies and adult learning. Sluggish productivity growth over the past two decades raises the question of how to develop better skills and use them more efficiently to achieve stronger and more inclusive growth. Improving the performance of compulsory and tertiary education would help all students acquire the right skills. Ensuring adults upgrade their skills is another key challenge, which involves strengthening the adult learning system. Reforms of taxation and of the wage setting system in the public sector would promote a better allocation of skills economy-wide. Finally, to activate skills more broadly, reforms to raise labour market participation should continue and the efficiency of active labour market policies will have to be increased further.     Deutschland kann derzeit mit unter acht Prozent Jugendarbeitslosigkeit auftrumpfen - der geringsten Quote in der Europäischen Union. Das deutsche System der dualen Ausbildung gilt daher vielen Ländern als Vorbild. Doch der schöne Schein trügt. Ein Drittel der Jugendlichen, unter jenen mit Hauptschulabschluss sogar die Hälfte, findet keine Ausbildungsstelle, sondern beginnt eine berufsvorbereitende Maßnahme im sogenannten Übergangssystem. Einige können zu einem späteren Zeitpunkt noch eine Ausbildung beginnen, dennoch gelten über 15 Prozent (2,2 Millionen) der jungen Menschen in Deutschland im Alter von 20 bis 34 Jahren als ausbildungslos (Autorengruppe Bildungsberichterstattung 2012; Bundesinstitut für Berufsbildung 2012). Gleichzeitig berichten viele Betriebe von Schwierigkeiten, Ausbildungsplätze zu besetzen. Wirtschaft und Politik erwarten in naher Zukunft einen Fachkräftemangel.

    Contrary to standard search model predictions, prior studies failed to estimate a positive effect of unemployment insurance (UI) on reemployment wages. This paper estimates a positive UI wage effect exploiting an age-based regression discontinuity in Austrian administrative data. A search model incorporating duration dependence determines the UI wage effect as the balance between two offsetting forces: UI causes agents to seek higher-wage jobs, but also reduces wages by lengthening unemployment. This implies a negative relationship between the UI unemployment-duration and wage effects, which holds empirically both in our sample and across studies, reconciling disparate wage-effect estimates. Empirically, UI raises wages by improving reemployment firms’ quality and attenuating wage drops.

    The authors address the issue of effectiveness of medical rehabilitation in terms of labor market outcomes by analyzing a large representative administrative panel data set for Germany. The research design focuses on socio-demographic group differences in before-after differences in days with unemployment benefits, days in employment, and labor income of participants in medical rehabilitation. The mean before-after differences indicate that medical rehabilitation is rather ineffective with respect to labor market outcomes, because the number of days with unemployment benefits is larger and the number of working days and labor income are smaller after the rehabilitation than before. The differences in the before-after differences are however large between socio-demographic groups. For example, older participants perform significantly worse and better educated participants have significant better labor market outcomes after the rehabilitation than before, whereas gender differences are small.
