    We analyze the impact of rising import competition from China on U.S. innovative activities. Using Compustat data, we find that import competition induces R and D expenditures to be reallocated towards more productive and more profitable firms within each industry. Such reallocation effect has the potential to offset the average drop in firm-level R and D identified in the previous literature. Indeed, our quantitative analysis shows no adverse impact of import competition on aggregate R and D expenditures. Taking the analysis beyond manufacturing, we find that import competition has led to reallocation of researchers towards booming service industries, including business and repairs, personal services, and financial services

    Management of common-pool resources in the absence of individual pricing can lead to suboptimal allocation. In the context of irrigation schemes, this can create water scarcity even when there is sufficient water to meet the total requirements. High-frequency data from three irrigation schemes in Mozambique reveal patterns consistent with inefficiency in allocations. A randomized control trial compares two feedback tools: i) general information, charting the water requirements for common crops, and ii) individualized information, comparing water requirements with each farmer's water use in the same season of the previous year. Both types of feedback tools lead to higher reported and observed sufficiency of water relative to recommendations, and nearly eliminate reports of conflicts over water. The experiment fails to detect an additional effect of individualized comparative feedback relative to a general information treatment

    This paper attempts to study the impact of Brazilian Development Bank credit on resource misallocation in Brazil, using manufacturing firm-level data from 2003-14. The paper first estimates measures of resource misallocation based on Hsieh and Klenow (2009), documenting high variation in firms' capital and output distortions. It then estimates the effect of financial frictions and access to Brazilian Development Bank loans on distortions and their dispersions. The analysis finds some preliminary evidence that the use of Brazilian Development Bank credit is not associated with a more efficient allocation of resources. The lower cost of Brazilian Development Bank loans reduces the marginal cost of capital, as it induces firms to reallocate inputs from labor to capital, and this effect is amplified for more financially dependent firms. The findings, together with extant evidence on the economic additionality of the Brazilian Development Bank, suggest that there is room for improving the allocative efficiency of the earmarked credit system in Brazil

    Policies that spur more efficient corporate restructuring can revive productivity growth by targeting three inter-related sources of labour productivity weakness: the survival of “zombie” firms (low productivity firms that would typically exit in a competitive market), capital misallocation and stalling technological diffusion. New OECD policy indicators show that there is much scope to improve the design of insolvency regimes in order to reduce the barriers to restructuring of weak firms and the personal costs associated with entrepreneurial failure. Insolvency regime reform can not only address the aforementioned sources of productivity weakness but also enhance the productivity impacts of reducing entry barriers in product markets. As the zombie firm problem may partly stem from bank forbearance, complementary reforms to insolvency regimes are essential to ensure that a more aggressive policy to resolve non-performing loans is effective. Distortions in the banking sector highlight the importance of market-based financing instruments for productivity growth with the inherent debt bias in corporate tax systems emerging as a key barrier to technological diffusion. Finally, well-designed job search and retraining policies are effective at returning workers displaced by firm exit to work, particularly in environments where barriers to firm entry are low.

    The objective of this paper is to present different equity rules that can be applied to the initial allocation of greenhouse gas entitlements and to analyse the potential impacts of these rules EU-wide as well as on the level of member states. The methodological framework used in the empirical part of the paper is based on the GEM-E3 model, a multi-country and multi-sectoral computable general equilibrium model for fourteen EU-member states. The major finding of the paper is that being ex ante favoured with respect to the initial allocation of permits might not hold ex post, i.e. when trade of permits and actual emission reductions are carried out. The reason can be found in two effects. First, the interdependence of the EU economies allows smaller economies not to make full use of the advantages they get through the ability-to-pay allocation: The negative impact on the economic perfomance of the big economies leads to a drop of export demand in the smaller economies, which in turn lowers the expected positive impact on welfare in the latter ones. Second, the way of how a surplus of permits in a particular country is used has considerable impacts on consumer welfare. Selling the surplus of permits on the international market and use the receipts to reduce public deficit is one way, but it has no direct impact on demand. Other, more demand stimulating recycling strategies of the surplus (e.g. a lump-sum transfer to households) might be more promising if welfare losses are to be minimzed. Both effects may outweigh the positive effect realized ex ante in some countries due to a more 'fair' initial allocation of permits. The outcome emphasizes the importance of a consideration of full general equilibrium effects across countries.

    he objective of this paper is to assess the likely allocation effects of the current cli-mate protection strategy as it is laid out in the National Allocation Plans (NAPs) for the European Emissions Trading Scheme (ETS). The multi-regional, multi-sectoral CGE-model DART is used to simulate the effects of the current policies in the year 2012 when the Kyoto targets need to be met. Different scenarios are simulated in or-der to highlight the effects of the grandfathering of permits to energy-intensive instal-lations, the use of the project-based mechanisms (CDM and JI), and the restriction imposed by the supplementarity criterion.
