    The paper summarizes research on the heterogeneous experiences of actors in agriculture in Europe and the Americas between the First and Second World Wars. Following a period of increasing globalization of agricultural markets, the First World War sharply limited farming in the main combatant nations, which led to sharp increases in agricultural prices and farm incomes in countries outside the combat zones. During the 1920s the combatants experienced a return to normalcy, while farmers that experienced booms during the war went through hard times. During the Great Depression that followed, farm prices for most goods fell sharply and farm regions were flooded with unemployed workers. During both decades, most countries responded by raising tariffs and setting quotas on farm imports in an attempt to protect farmers, most often large farmers, against the drops in prices. After experimenting with aiding farmers through price guarantees in the 1920s, nearly every government in the 1930s regulated agriculture in some new way: by providing subsidies, setting minimum prices, purchasing surpluses, or limiting output. Often the regulations led to problems that led to new regulatory fixes while setting the precedents for the domestic farm programs that continue to protect farmers in the modern era

    The war in Ukraine has aggravated existing tensions on the agricultural commodities market. Since late 2021, prices for commodities such as grains and vegetable oils have reached record highs, surpassing even the levels of the global food price crises of more than a decade ago. Now, the invasion of Russian forces in Ukraine has sent prices soaring even higher. This has above all affected import-dependent countries in the MENA region and sub-Saharan Africa, which rely heavily on Russian and Ukrainian wheat. Disruptions to exports from the Black Sea region and high prices are further destabilizing food security in these regions. However, global demand for wheat is expected to be met in the current marketing year since countries such as Australia, India and the USA will increase exports to fill the gap left by Russia and Ukraine. It is difficult to predict what will happen beyond this marketing year, as this will be determined by the development of the current conflict in addition to agricultural fundamentals in key supply and demand regions. Global food systems and competitive international trade structures, in particular, are key to dealing with crises and mitigating the risks of food shortages. That way, disruptions in some exporting regions can be compensated for by exports from another. However, this requires greater collaboration in international trade. Any calls to move towards a centrally planned economy or autarky are strongly advised against, as this would only be to the detriment of food security in the Global South. Der Krieg in der Ukraine hat die seit zwei Jahren bestehende angespannte Versorgungslage auf den internationalen Agrarrohstoffmärkten nochmals verstärkt. Die Preise für Agrarrohstoffe, wie Getreide und Pflanzenöle, übersteigen schon seit Herbst 2021 die Hochpreisniveaus der Nahrungskrisen vor gut einem Jahrzehnt und haben mit Einmarsch russischer Truppen in die Ukraine nochmals angezogen. Besonders betroffen sind die nachfrageboomenden Weizenimporteure in der MENA-Region und in Afrika südlich der Sahara. Russland und die Ukraine sind deren Hauptlieferanten. Lieferengpässe aus der Schwarzmeerregion, gepaart mit hohen Preisen, belasten die ohnehin kritische Ernährungssituation in diesen Regionen zusätzlich. Dennoch, nach gegenwärtigem Stand können die Weizenmärkte im laufenden Wirtschaftsjahr bedient werden. Zusätzliche Exporte aus anderen Regionen, darunter Indien, den USA, und Australien, werden die geringeren Liefermengen aus Russland und vor allem der Ukraine im Rest der laufenden Saison weitgehend ausgleichen. Die Entwicklungen für das nächste Wirtschaftsjahr und darüber hinaus sind hingegen schwer vorauszusehen. Neben der Entwicklung des Konfliktes und dessen Folgen hängen sie natürlich weiterhin von den gängigen agronomischen Fundamentalfaktoren in zentralen Angebots- und Nachfrageregionen ab. In solchen Knappheitssituationen zeigt sich, dass eine global agierende Nahrungswirtschaft und insbesondere wettbewerblich organisierte internationale Handelsstrukturen geeignet sind, Krisen und Risiken zu begegnen. Lieferausfälle aus bestimmten Regionen lassen sich durch Lieferungen anderer Regionen kompensieren. Entsprechend kann nur ein Mehr an internationaler Vernetzung gefordert werden. Vor Rufen nach planwirtschaftlichen Transformationen oder gar Autarkie muss eindringlich gewarnt werden. Alles dies würde zu Lasten hungernder Menschen im globalen Süden gehen.

    Der Agrarsektor ist von den Auswirkungen des Klimawandels direkt betroffen und trägt zur Freisetzung von Treibhausgasen (THG) bei. Der Landwirtschaft kommt somit eine entscheidende Bedeutung bei der Bewältigung der Klimakrise und in der Ernährungssicherheit zu. Eine steigende Nachfrage nach Agrarprodukten und eine wachsende Flächenkonkurrenz der Landwirtschaft mit Siedlungsstrukturen und agrarischen Rohstoffen für erneuerbare Energieträger führen potentiell zu einer Intensivierung der landwirtschaftlichen Produktionssysteme mit negativen Auswirkungen auf die Ökosysteme und ihre Leistungen. Die Studie untersucht vor diesem Hintergrund anhand von Literatur und statistischen Daten vier thematische Schwerpunkte, die für eine Weichenstellung hin zu einer zukunftsfähigen Landwirtschaft von entscheidender Bedeutung sind: Erstens die Auswirkungen landwirtschaftlicher Produktion auf verschiedene Ökosystemleistungen, zweitens die agrarpolitischen und fiskalischen Rahmenbedingungen der landwirtschaftlichen Produktion in der EU und in Österreich, drittens die ökologischen Auswirkungen des internationalen Agrarhandels sowie viertens Politik- und Managementansätze für eine klimaorientierte und multifunktionale Landwirtschaft.

    Der internationale Agrarhandel ist ein Schlüsselfaktor für die globale Ernährungssicherheit. Er schafft ein vielfältigeres Nahrungsangebot (e.g. Krivonos und Kuhn 2019), sichert gegen lokale Produktionsausfälle ab (Glauben et al. 2022) und hilft, sich regionale Produktions- und Handelsvorteile zu Nutze zu machen. Auch wenn eine regionale Produktion und kurze Lieferketten Transportkosten reduzieren können, begünstigen sie aber nicht zwangsläufig resilientere oder gar klimaneutralere Ernährungssysteme (Stein und Santini 2022). In jüngerer Zeit sehen sich die Agrarmärkte weltweit mit zusätzlichen Herausforderungen und Unsicherheiten konfrontiert. Lieferkettenengpässe und Preissteigerungen in Folge der andauernden COVID - 19 Pandemie, steigende Nahrungsmittelnachfrage sowie zunehmende Extremwetterereignisse in Folge des Klimawandels belasten insbesondere in importbedürftigen Regionen mit niedrigen Pro-Kopf-Einkommen die ohnehin kritische Ernährungssituation zusätzlich. Zudem stellen jüngere geopolitische Risiken wie etwa der Handelskonflikt zwischen den USA und China oder der russische Einmarsch in die Ukraine den internationalen Agrarhandel auf den Prüfstand. Vor diesem Hintergrund nimmt China als weltgrößter Konsument und Importeur von Nahrungsmitteln eine zentrale Position im globalen Handelsgeschehen ein. Einfluss hat das Land somit auch auf Preisentwicklungen an internationalen Märkten und für globale Versorgungslagen, insbesondere im globalen Süden. Aus globaler Sicht kann insofern nur von ausgeprägten Mobilitäts- und Handelsrestriktionen sowie übermäßiger Lagerhaltung abgeraten werden. Alles dies schwächt das Sicherheitsnetz des globalen Agrarhandels und damit die Reaktionsfähigkeit des Handelssystems auf globale Herausforderungen im Zusammenhang mit dem Bevölkerungswachstum und Klimawandel.

    In einer ländlichen Region Ugandas (Busoga) versuchen die Menschen ihren durch den zunehmenden Einfluss der Globalisierung erschwerten Lebensbedingungen zu begegnen und sich Handlungsspielräume zu schaffen. Aus postkolonialer Perspektive untersucht die Autorin die Rolle solidarischen Wirtschaftens hierbei. Dessen Nutzen als Überlebensstrategie wird ebenso beleuchtet wie sein Potenzial, Alternativen zu konventionellen Ansätzen wirtschaftlicher Entwicklung zu denken. An die Stelle westlichen „Expertentums“ tritt gelebte Erfahrung aus dem globalen Süden. Die Autorin beschreibt den Einfluss der Globalisierung auf den Alltag der Bevölkerung sowie auf soziale Ungleichheiten und stellt ihren postkolonialen Forschungsansatz detailliert dar.

In a rural region of Uganda (Busoga), people are trying to manage their everyday lives and gain agency despite the negative effects of globalisation on their living conditions. In this book, from a postcolonial perspective, the author examines the role of solidarity-based economic activities in that process. She illuminates both the usefulness of solidarity-based economic activities as a survival strategy and their potential to offer alternatives to conventional approaches to economic development. Western ‘expertise’ is replaced by lived experiences from the global South. The author describes the influence of globalisation on the everyday life of the population as well as on social inequalities and presents her postcolonial research approach in detail.

    This report aims to assess, in qualitative and quantitative terms, how the Russian invasion of Ukraine is affecting the EU countries and regions that are among the most impacted by the consequences of the war. Among the most negatively affected countries and regions, the study reviews Poland and Spain by taking into account (i) the border with Ukraine and Russia; (ii) their reliance on food supplies from Ukraine and/or Russia; and (iii) their vulnerability to increasing inflation due to supply shortages. As for the most resilient countries, we consider Hungary and Germany, based on their strong local production levels and low dependency on imports from Ukraine and Russia.
