    Abstract: "Bestimmendie parteipolitischen Konzeption der an der Regierung befindlichen Parteien deren Fiskalpolitik? Üblicherweise wird davon ausgegangen, daß die Linke eher zu exzessiven Defiziten neigt während die Rechte eine eher vorsichtige und restriktive Fiskalpolitik betreibt. Dieser Einschätzung fehlt allerdings die empirische Basis. Gleichzeitig sind gewichtige Argumente dafür vorgebracht worden, daß die in den letzten Jahrzehnten gewachsene Abhängigkeit von den internationalen Finanzmärkten den fiskalpolitischen Handlungsspielraum drastisch eingeschränkt, wenn nicht sogar beseitigt hat. Diese Fragen werden anhand einer Reihe von Modellen überprüft, die mit Daten von 14 OECD-Ländern von 1991-1991 geschätzt wurden. Die Tests zeigen, daß die makroökonomischen Rahmenbedingungen ganz wesentlich die Beziehung zwischen parteipolitischer Orientierung und Fiskalpolitik bestimmen.     Abstract: Left-right partisan conflict has been a key driver of welfare state expansion and retrenchment over time and across countries. Yet, we know very little about how left-right differences in party appeals vary across social policy domains. Why are some issues contentious while there is broad consensus on others? This paper starts from the simple premise that partisan conflict is a function of how popular a certain policy is. Based on this assumption, it argues that the left-right gap should be (1) larger for revenue-side issues than for expenditure-side issues, (2) larger for policies targeted at groups that are viewed as less deserving and (3) larger for more redistributive programs than less redistributive ones (e.g. means-tested versus earnings-related benefits). These expectations are tested on fine-grained policy data coded from 65 Austrian party manifestos issued between 1970 and 2017 (N = 18,219).     Abstract: "It can be advantageous for an office motivated party A to spend effort to make it public that a group of voters will lose from party A's policy proposal. Such effort is called inverse campaigning. The inverse campaigning equilibria are described for the case where the two parties can simultaneously reveal information publicly to uninformed voters. Inverse campaigning dissipates the parties' rents and causes some inefficiency in expectation. Inverse campaigning also influences policy design. Successful policy proposals hurt small groups of voters who lose much and do not benefit small groups of voters who win much." (author's abstract)

    Abstract: "We model a two-candidate electoral competition in which there is uncertainty about a policy-relevant state of the world. The candidates receive private signals about the true state, which are imperfectly correlated. We study whether the candidates are able to credibly communicate their information to voters through their choice of policy platforms. Our results show that the fact that private information is dispersed between the candidates creates a strong incentive for them to bias their messages toward the electorate's prior. Information transmission becomes more difficult, the more the information is dispersed between the candidates and the stronger is the electorate's prior. Indeed, as more prior information becomes available, welfare can decrease." (author's abstract)

    Abstract: "Nach der Parteiendifferenztheorie in der Wohlfahrtsstaatsforschung macht es einen Unterschied hinsichtlich der spezifischen Gestalt von Sozialpolitik, ob liberale (konservative), christdemokratische oder sozialdemokratische Parteien an der Macht sind. Entsprechend wäre nach einem politischen Machtwechsel ebenso ein Politikwechsel zu erwarten. Diese Theorie dient dem Arbeitspapier als Ausgangspunkt für die Analyse der rot-grünen Sozialpolitik der vergangenen vier Jahre. In einem ersten Schritt werden die sozialpolitischen Prioritäten sowie Politiken während der langen Herrschaft der christlich-liberalen Koalition vor dem Hintergrund der normativen und institutionellen Fundamente des deutschen Wohlfahrtsstaates in der Nachkriegszeit kurz skizziert, bevor in einem zweiten Schritt auf die sozialpolitische Programmatik der Sozialdemokratie sowie der Grünen eingegangen wird.
