    Abstract: Artificial Intelligence (AI) has been embraced enthusiastically by Africans as a new resource for African development. AI could improve well-being by enabling innovation in business, education, health, ecology, urban planning, industry, etc. However, the high expectations could be little more than pious wishes. There are still too many open questions regarding the transfer required, and the selection of appropriate technology and its mastery. Given that the 'technology transfer' concept of modernization theories of the 1960s utterly failed because it had not been adapted to local needs, some scholars have called for an endogenous concept of African AI. However, this caused a lot of controversies. Africa became a battlefield of 'digital empires' of global powers due to its virtually non-existent digital infrastructure.     Abstract: Artificial Intelligence (AI) has been embraced enthusiastically by Africans as a new resource for African development. AI could improve well-being by enabling innovation in business, education, health, ecology, urban planning, industry, etc. However, the high expectations could be little more than pious wishes.     Abstract: 'Die gewaltigen Umgestaltungen im Transformationsprozeß Rußlands werden von mehrdeutigen sozioökonomischen Auswirkungen begleitet. Die zunehmende Zahl und veränderte 'Qualität' der Wirtschaftsdelikte im Reformverlauf lenkten in letzter Zeit immer häufiger die Aufmerksamkeit auf sich. Dabei gehen die Meinungen, ob diese Tendenz Folge einer genetischen Disposition des Wirtschaftssystems der ehemaligen UdSSR zu kriminellem Wirtschaftsverhalten oder Folge des gewählten Reformmodells ist, vielfach auseinander. Der vorliegende Bericht analysiert den Stand der Wirtschaftskriminalität im heutigen Rußland und die Gründe für ihre Entwicklung; des weiteren erörtert er die unterschiedlichen Erscheinungsformen der 'Schattenwirtschaft' sowie die Spezifika der Kriminalisierung einzelner Bereiche des Wirtschaftslebens. Begreiflicherweise sind viele Angaben, die die Entwicklung der 'Schattenwirtschaft' und der Wirtschaftskriminalität betreffen, nur Schätzwerte oder basieren auf Expertenmeinungen. W

    Abstract: "Experimental data from microfirms in downtown Lima is exploited to analyse the demand for formality, i.e., obtaining an operating license. The results are paradoxical: most firms report greater disadvantages than advantages of being informal, yet when encouraged to obtain the license, only one out of four firms takes up the incentive. Thus, for some firms formalisation may not be desirable at any cost. This is likely to be associated with the recurrent costs of being formal, the low perceived value of the benefits of formalisation, and the limited growth perspectives of these firms."
