    Abstract: Es wäre attraktiv zu denken, so der Verfasser, dass wir uns einer Situation nähern, in der die offizielle Hilfe für die Entwicklungsländer nicht mehr gebraucht wird. Das ist aber nicht der Fall. Die Unterstützung von offiziellen Quellen wird weiterhin gebraucht, um ärmeren Ländern zu helfen, die kolossalen Probleme von Armut, Arbeitslosigkeit, Mängeln des Gesundheits- und Bildungswesens sowie der unzulänglichen Infrastruktur, zusammen mit ökologischen Herausforderungen jeder Art, zu lösen. Das Development Assistance Committee (DAC) basiert auf der Hypothese, dass die Sponsoren die Effizienz ihrer Aktivitäten erhöhen können, indem sie zusammen arbeiten und lernen. Eine realistische Betrachtungsweise impliziert die Anerkennung der Tatsache, dass die Sponsoren unabhängige Akteure sind. Es soll keine Gleichförmigkeit ihrer Aktivitäten erwartet werden.     Abstract: "This study aims at explaining property right changes in selected areas of Afar region in Ethiopia. Based on primary and secondary data, explanations are given on the existing types of land use arrangements and how the traditional communal rights of pastoralists have been changing. Both communal rights and individualized rights exist the latter being introduced with the establishment of commercial farms. The state is identified as one driving force behind property right changes especially in one study site (Ambash), which is suitable for irrigated agriculture whereas its direct intervention is minimal in other sites. The coercive interventions started in 1960s have had detrimental impacts on the livelihoods of pastoral households. In addition to the state as a change agent, natural as well as socioeconomic challenges are important in explaining the current changes in land use arrangements." (author's abstract)

    Abstract: "This paper argues that although there are good reasons why poor countries in Sub-Sahara Africa (SSA) should support their agricultural sector, applicability of protective policies in the agricultural sectors of SSA is limited by various legal, economic, social, political and administrative reasons. The remaining scope, however, could be used to develop prospective agricultural sub-sectors for growth, poverty alleviation and food security, while protection should be embodied in comprehensive development strategies. These strategies must address the problems of low price transmittance of border measures and high transaction costs (in the largest sense) for agricultural products and particularly the limited supply capacity of small scale producers. Legally, trade policy in the case study country Senegal as well as in many other SSA countries is restricted much more by regional trade agreements than by the World Trade Organization (WTO).     Abstract: "This paper examines interethnic conflict on grazing land previously accessed as common property. The study was undertaken in Mieso District of eastern Ethiopia where two ethnic groups experience different production systems – pastoral and agropastoral. Game theoretic approach and analytic narratives have been used as analytical tools. Results show that the historical change in land use by one of the ethnic groups, resource scarcity, violation of customary norms, power asymmetry and livestock raids are some of the factors that have contributed to the recurrence of the conflict. The role of raids in triggering conflict and restricting access to grazing area becomes particularly important. Socio-economic and political factors are responsible for power asymmetry and increasing scale of raids.     Abstract: "For most Sub-Saharan African countries, agriculture is a key to achieving broad-based (pro-poor) economic growth and attaining the Millennium Development Goals (MDGs). Approximately 70–80 % of the continent’s employment and 40 % of its export earnings stem from agricultural activities. A stronger agricultural sector is considered to be fundamental for Africa’s overall economic growth as well as for addressing hunger, poverty, and inequality. However, the sector is not performing well for various reasons. Therefore, the New Partnership for Africa’s Development (NEPAD) – the economic programme of the African Union (AU) – has set itself the task to revitalise the sector. For this purpose, it has initiated the Comprehensive Africa Agriculture Development Programme (CAADP) in order to improve agricultural policies in Sub-Saharan Africa (SSA).     Abstract: "Significant climate change is expected over the 21st century; it will affect ecosystems and access to natural resources such as fertile land and water. Regions with low adaptive capacity due to poverty, lack of infrastructure, services, and appropriate governance will be most severely affected. Sub-Saharan Africa is, due to its low economic development and the diversity of local conditions, a region that needs special attention in developing adaptation strategies. Climate impacts and the adaptive capacity of societies determine their vulnerability to climate change. The extent of climate change and spatial patterns of impacts are, however, highly uncertain. This report supplies background knowledge on climate change in sub- Saharan Africa, including uncertainties and basic assumptions of climate change projections. Impact studies are only roughly summarized here, as a systematic evaluation of the wealth of specific case studies available would by far exceed the scope of this repor
