    As COVID-19 spread worldwide, armed groups in control of territory were called to address the health emergency. However, our knowledge in this regard is limited. Specifically, it remains poorly understood why different armed groups responded to the crisis differently. Recognizing this lacuna, this paper aims to illuminate the responses that different armed groups throughout the Middle East implemented in order to address COVID-19 and to explain why armed groups responded to the pandemic as they did. After studying three examples, Hayat Tahrir al-Sham, the Houthis, and Hamas, the paper argues that the intensity of the conflict does not account satisfactorily for variations observed in COVID-19 responses among the groups. Conversely, ultimate goals, financial resources, and governance experience contribute to explaining the observed patterns of COVID-19 response.

    The 2023 war between Hamas and Israel elicits many different explanations. As with previous regional hostilities, here too, the pundits and commentators have numerous overlapping processes to draw on - from the struggle between the Zionist and Palestinian national movements, to the deep hostility between the Rabbinate and Islamic churches, to the many conflicts between Israel and Arab/Muslim states, the contentions between the declining superpowers (United States and Russia) and their rising contenders (like China, Iran, Turkey), the rift between western and eastern cultures, and so on. The experts also highlight the growing importance of local militias - from Jewish settler organizations, to ISIS, Hamas, Islamic Jihad, Hezbollah, the Houthi movement, the Wagner Group and Kadyrovites Chechens - groups that operate under different political, religious and criminal guises, with varying financing and support from local, governmental and international sources to proxy and/or challenge different states. Our article does not deal with these specificities. Instead of focusing on the particular and unique, we concentrate on the general and universal. Concretely, we argue that the current war between Hamas and Israel shares an important common denominator with prior clashes in the region - namely, that it constitutes an energy conflict and that it correlates with the differential nature of capital accumulation. We coined these two terms in the late 1980s and have studied their underpinnings and implications for the Middle East and beyond ever since. Our purpose in this paper is to highlight our theoretical arguments, update some of our key empirical evidence and show how both the theory and findings apply to the current Hamas-Israel war.

Januar 2024 beschlossen, im Rahmen der Gemeinsamen Sicherheits- und Verteidigungspolitik (GSVP) einen Beitrag zur Sicherstellung der Freiheit der Schifffahrt im Roten Meer zu leisten. Seit November 2023 greifen dort jemenitische Rebellen westliche Schiffe an. Sie wollen damit ein Ende der israelischen Kampfhandlungen im Gaza-Streifen erzwingen. Deutschland beteiligt sich mit der Fregatte Hessen an der EU-Operation Aspides - dem bislang gefährlichsten GSVP-Einsatz. Das Mandat der Operation zielt darauf ab, handelspolitische Interessen durchzusetzen. Die geopolitischen Gründe, die Anlass für die Huthi-Angriffe sind, bearbeitet Aspides explizit nicht.

    In reaction to the mass killings, atrocities, and hostage-taking by Hamas, the Palestinian Islamic Jihad and other militant groups on 7 October 2023, Israel declared war, further tightened the closure of the Gaza Strip, and started a military operation. More than four months into the war, there has been limited progress towards fulfilling Israel’s war aims. At the same time, Gaza’s civilian infrastructure and residential buildings have been largely destroyed, its population has been internally displaced, more than 27,000 Palestinians have been killed, and the humanitarian situation has become ever more horrific. As Israel’s representatives have announced elements of a post-war order, and as military operations are increasingly determining facts on the ground, international actors have also started to engage on the topic of the “day after”. Yet, the interests, priorities, and capabilities of the main protagonists hardly align. Still, the European Union (EU) and its member states should seek to contribute towards ending the war and sustainable stabilisation. Such efforts will have to address governance, security, reconstruction, and a political framework.

    In this paper we study how radical political factions secure support. In order to achieve their objective of gaining support, radical political factions can choose from a number of specific strategies. They can provide financial assistance and generate a reciprocal relationship with their beneficiaries (political clientelism). On the other hand, financial assistance from other, non-radical sources, may raise the opportunity cost from militant policies performed by radical factions, making recipients of such financial assistance less likely to support radicals (opportunity cost theory). Smaller payments may induce loyalty, especially if the assistance is part of a "club good" offered by the radical faction, (club good theory). Costly forms of political violence by the radical faction signal resolve and may attract more support, (outbidding theory). We examine all four tactics for the case of Hamas, a radical faction in the Palestinian National Authority. We exploit a unique dataset that includes the sources and extent of assistance received by Palestinian households, data on Israeli and Palestinian fatalities as well as data on the level of support for particular Palestinian factions. We find that residents of districts that receive assistance from religious charities are more likely to support Hamas, even though this support is relatively small in monetary terms. These support patterns are in line with existing theory on armed religious groups as club good providers. By comparison, residents of districts who receive more material aid from Palestinian Authority agencies are more likely to support Fatah, except in the Hamas-controlled Gaza Strip. Finally, aid from international organizations is associated with support for moderate factions and decreased support of radical factions. While it is possible that charities only target districts and households that support them, testing for reverse causality, by regressing charity support on lagged political preferences, yields no such evidence.
