    This paper presents new evidence on the interaction between demographic and occupational change in Europe over the last 25 years. We use data from the European Union Labour Force Survey covering six European countries. The analysis is based on a cross-sectional comparison between the population and employment distributions in 1995 and 2019. This strategy allows us to study the changing demographic dynamics, which have brought a more feminised, aged and educated working population, in a context of structural employment change, where higher job polarisation or occupational upgrading are the main patterns. The results indicate that the increasing female participation has been accompanied by job polarisation, driven especially by the expansion of low-paid jobs among women. Although educational upgrading was particularly relevant for females, a multinomial logistic regression shows that occupational returns to education have declined more for women than men. Finally, despite the fact that the share of young (old) workers has decreased (increased), the occupational profile has changed similarly for both groups and the gender-based differences remain regardless of their age.

    This paper provides estimates of the impact of demographic change on labor productivity growth, relying on annual data over 1961-2018 for a panel of 90 advanced and emerging economies. We find that increases in both the young and old population shares have significant negative effects on labor productivity growth, working via various channels-including physical and human capital accumulation. Splitting the analysis for advanced and emerging economies shows that population aging has a greater effect on emerging economies than on advanced economies. Extending the benchmark model to include a proxy for the robotization of production, we find evidence indicating that automation reduces the negative effects of unfavorable demographic change-in particular, population aging-on labor productivity growth.

    Bedingt durch den demografischen Wandel sind beinahe ein Drittel der Lehrpersonen in Österreich in der Altersgruppe 55+ zu finden. Dieser Gruppe kommt somit im Schulsystem eine hohe und relevante Bedeutung zu. Im Fokus stehen aus diesem Grund Motivationsfaktoren und Arbeitszufriedenheit von Lehrer:innen an Wiener Pflichtschulen, die älter als 55 Jahre alt sind. Das Ziel dieser wissenschaftlichen Arbeit ist es, herauszufinden, welche und wie diese positiven Faktoren für das Schulsystem nutzbringend angewandt und in weiterer Folge in den Schulalltag überführt werden können. Gleichzeitig wird untersucht, in welcher Form die Pädagogischen Hochschulen durch Fort- und Weiterbildung persönliche Motivationsprozesse unterstützen können. Due to demographic change, almost one third of the teachers in Austria are in the 55+ age group. This group is therefore of great and relevant importance in the school system. For this reason, the focus is on motivation factors and job satisfaction of teachers at Viennese compulsory schools who are older than 55. The aim of this scientific work is to find out which and how these positive factors can be used beneficially for the school system and subsequently transferred into everyday school life. At the same time, it will be investigated in which form the teacher training colleges can support personal motivation processes through further education and training.

    Das vorgelegte Rahmen-Positionspapier bildet zusammen mit vier parallel erarbeiteten thematisch fokussierten Teil-Positionspapieren den Darstellungsrahmen, in dem die Ergebnisse der Arbeitsgruppe "Zukunftsperspektiven ländlicher Räume in NRW" der LAG NRW der ARL vorgestellt werden. Die vier fokussierten Schwerpunktthemen sind "Wirtschaft und Arbeit", "Wohn- und Siedlungsentwicklung", "Bürgerschaftliches Engagement und Ehrenamt" sowie "Daseinsvorsorge, Fokus: Feuerwehr/Brandschutz und Gesundheit/Pflege". Das Rahmen-Positionspapier gibt einführende Informationen zur gestellten Aufgabe. Es legt den strukturell-funktionalen Definitionsansatz "Typen ländlicher Räume" des Thünen-Institutes (Bundesforschungsinstitut für Ländliche Räume, Wald und Fischerei) für die Arbeit zugrunde und beschreibt das Selbstverständnis der Arbeitsgruppe im "Umgang" mit "ländlichen Räumen": Diese werden in ihrer großen Heterogenität und hinsichtlich ihrer Entwicklungsperspektiven weniger als Problem- als vielmehr als Chancenräume begriffen. Mit dieser Blickrichtung ist eine zukunftsorientierte Herangehensweise verknüpft. Das Rahmen-Positionspapier erläutert die Ableitung der fokussierten Schwerpunktthemen, die mit größerer Detailtiefe und anhand von Kernforderungen und Handlungsempfehlungen in den Teil-Positionspapieren aufbereitet werden, und kondensiert die dort gewonnenen Ergebnisse in Form von vier zusammenfassenden Kernforderungen. Die im Rahmen-Positionspapier zugrunde gelegten Herausforderungen und Chancen für die Entwicklung ländlicher Räume in NRW wurden dabei aus aktuellen spezifischen "ländlichen" Problemlagen, v.a. aber auch aus allgemeingültigen Megatrends abgeleitet, die die Zukunft prägen werden und nicht nur für ländliche Räume gelten. Dazu gehören v.a. der demographische Wandel, die digitale Transformation, sozioökonomische und kulturelle Veränderungen von Gesellschaft und Arbeit und sich wandelnde Lebensstile wie auch der Klimawandel. Darüber hinaus wird im Papier die Rolle von städtebaulichen Qualitäten und regionaler Baukultur als nicht zu vernachlässigende qualitative Standortfaktoren im Kontext von örtlicher und regionaler Entwicklung hervorgehoben. Zukunftsfähigkeit bedeutet, im Sinne der Heterogenität ländlicher Räume und ihrer Ausgangslagen, die skizzierten Einflüsse aufzugreifen und passgenaue Strategien zur Steuerung wie auch programmatische Handlungsansätze zur Unterstützung von ländlichen Entwicklungswegen zu erarbeiten und bereitzuhalten. Das Rahmen-Positionspapier stellt zusammen mit den thematischen Teil-Positionspapieren und den dort formulierten Kernforderungen und Handlungsempfehlungen dafür eine Diskussionsgrundlage dar. Together with four parallel thematically focussed sub-position papers, the framework position paper presented here sets the presentation framework in which the results of the working group "Future perspectives of rural areas in NRW" of the ARL, LAG NRW are presented. The four main topics are "Economy and Work", "Housing and Settlement Development", "Civic Engagement and Volunteering" and "Services of General Interest, Focus: Fire Department/Fire Protection and Health/Care". The framework position paper provides introductory information on the task at hand. It is based on the structural-functional definition of "Types of rural areas" by the Thuenen Institute (Federal Research Institute for Rural Areas, Forests and Fisheries) and describes the working group's self-conception in "dealing" with rural areas. In their great heterogeneity and with regard to their development perspectives, these are seen less as problem areas than as regions of opportunities. A future-oriented approach is linked to this perspective. The framework position paper explains the derivation of the focused priority topics, which are processed in greater detail and on the basis of core-requirements and recommendations for action in the sub-position papers, and condenses the results obtained there in the form of four summarising core claims. The challenges and opportunities for the development of rural areas in NRW on which the framework position paper is based have been derived from current specific rural problems, but above all also from generally valid megatrends which will shape the future and do not only apply to rural areas. These include demographic change, digital transformation, socio-economic and cultural changes in society and work, and changing lifestyles, as well as climate change. Furthermore, the paper emphasises the role of urban development qualities and regional building culture as qualitative location factors not to be neglected in the context of local and regional development. In terms of the heterogenity of rural areas and their initial situations, sustainability means taking up the influences outlined above and developing and providing tailor-made strategies for steering and programmatic approaches to supporting rural development paths. The framework position paper, together with the thematic sub-position papers and the core-requirements and recommendations for action formulated therein, provides a basis for discussion.

    Demographic change has an impact on pay-as-you-go pension systems. To maintain their financial sustainability, reforms are necessary, but often lack public support. Based on representative survey data from Germany, we conduct a survey experiment which allows investigating whether salience of or information about demographic change enhances preferences towards reforms in general as well as towards specific reform measures. We find that salience and information provision significantly increase the perceived reform necessity. Furthermore, salience increases preferences for an increase of the retirement age over other reform measures, while information provision reduces preferences for tax subsidies. In addition, we highlight the impact of prior beliefs on the treatment effects. As the salience and the information treatments barely differ, we conclude that it is not the information about the demographic change, which matters. Rather, being made aware of the challenges of the pension system impacts reform preferences.

    This paper presents new evidence on how demography affects attitudes toward democracy and policy preferences. The empirical analysis disentangles age effects from cohort effects and separates their role from economic and political factors that shape political preferences in a given period, using survey responses for more than 200,000 individual observations from 90 countries. The results show that the support for democracy increases with age and, at the same time, depends on cohort-specific factors that are related to past experiences with democracy and socioeconomic status. The findings shed new light on the role of demography in terms of life-cycle and cohort effects for political attitudes.

    Demographic change is one of Germany's most pressing social and economic challenges. Using data from a representative telephone survey, we analyze how well informed respondents are about the magnitude of demographic change and what factors influence the accuracy of their beliefs. We find that respondents tend to overestimate the old-age dependency ratio when considering the current and long-term demographic situation separately. However, their beliefs regarding the change of the old-age dependency ratios over the considered period are not far from the projected change. A better understanding of the German statutory pension insurance plays an important role for more accurate beliefs.

    We present a new comprehensive and consistent set of public transfer accounts disaggregated by age and by major government programs that spans from 1950 to 2020. Based on these public transfer accounts, we find that except for some programs, particularly social health insurance and old-age pensions, the Philippines' public transfer system as a whole is fiscally sustainable with cumulative lifetime net contributions due to government across cohorts. The implied rates of return from key social protection programs also approximate market interest rates, especially when these programs are taken together, which suggests that the country's public transfer system closely mimics competitive market outcomes.

    How does foreign direct investment (FDI) liberalization shape structural transformation and demographic change in developing countries? We provide new evidence on this question using five waves of Chinese census data between 1990 and 2015, exploiting quasi-exogenous variation in FDI liberalization induced by multiple waves of regulatory relaxation. We find that counties more exposed to liberalization experience a relative shift out of agricultural employment into manufacturing and services for both men and women. Exposure to FDI liberalization also reduces the probability of marriage, and induces a decline in the birth rate and the share of women with children.
