    We conduct a framed laboratory experiment to gain in-depth insights on factors that drive collective research and development efforts among firms located along the automotive value chain. In particular, we employ a public goods experiment and analyze the influence of sequential decision-making on the willingness to engage in cooperation and on economic welfare. By using a linear value chain setting with three suppliers and one OEM, we analyze vertical R&D cooperation. Our results reveal that contributions increase in situations with sequential decision-making and that sequential decisions increase the overall welfare, even in case of unequally distributed R&D budgets. Wir verwenden ein ökonomisches Laborexperiment um Einblicke in Faktoren zu gewinnen, welche die gemeinsame Forschungs- und Entwicklungsarbeit von Unternehmen entlang der Wertschöpfungskette in der Automobilindustrie vorantreiben. Dabei setzen wir ein „öffentliches Gut Experiment“ ein und analysieren den Einfluss sequentieller Entscheidungen auf die Kooperationsbereitschaft sowie die Wohlfahrt. Hierfür modellieren wir eine lineare Wertschöpfungskette mit drei Lieferanten und einem OEM und analysieren vertikale F&E-Kooperationen. Unsere Ergebnisse zeigen, dass die Beiträge zum gemeinsamen Forschungsprojekt bei sequentiellen Entscheidungen zunehmen und dass sequentielle Entscheidungen die Wohlfahrt erhöhen. Dies gilt auch bei ungleich verteilten F&E-Budgets.

    This paper investigates the perspectives of stakeholder groups in the plastic and steel value chains on transitioning toward a circular economy (CE). Through semistructured interviews with 31 business stakeholders, we analyze business strategies, key factors, challenges and opportunities, as well as coordination and regulatory needs for a successful industry-wide CE transition. Our findings highlight the effectiveness of CE regulations in driving CE-oriented business strategies and fostering coordination within fragmented value chains. While stakeholders acknowledge the significance of product design and the crucial role of producers, differing opinions emerge on the role and adequacy of regulations. This nuanced understanding contributes to an evidencebased analysis of the distinct incentives that shape the transitional activities in these industries.

    This study identifies data gaps throughout the textile industry supply and value chains, from fibre to the end of product life stage and assesses current initiatives addressing them. It also exposes the following challenges: missing data, data accessibility, data management, reliability and relevance, mandatory or non-mandatory data collection, data sharing, and data cost issues. Drawing on a literature review, 17 stakeholder interviews and 2 expert workshops, the study gathers essential insights from the field, and evaluates current and forthcoming initiatives for addressing data gaps. It goes on to discuss policy options geared towards using data to help achieve a sustainable transition and circular economy in the textile sector. Views on how to use data to tackle the fast fashion phenomenon are presented at the end of the study.

    In the coming decades, energy security will depend less on uninterrupted access to fossil energy sources and will be increasingly determined by the access to clean energy technologies, materials and components. This study, delivered by RAND Europe, CE Delft and E3-Modelling for the European Commission, assessed the energy security challenges of value chains across 17 clean energy technologies now and looking to 2050, and identified 30 research and innovation actions to address them. The bespoke methodology brought together futures methods and macroeconomic modelling, value chains analysis and strategic decision-making tools to set out priorities for action. Key criticalities identified included such issues as the abundance, availability and security of supply of critical raw materials; supply chain complexity, location and resilience; the sustainability and environmental impacts of energy technologies; public opinion and acceptability; affordability; and digital vulnerabilities. Specific criticalities by technology value chain have been identified and prioritised and corresponding research and innovation (R&I) actions have been proposed tailored to those specific issues. The R&I action plan comprises 30 actions that can be implemented at European Union (EU) and national levels to address the criticalities identified, with the top 9 highest-priority R&I actions identified based on a SWOT (strengths, weaknesses, opportunities and threats) analysis.

    Open Strategic Autonomy (OSA) is a political concept that refers to the European Union's ability to act independently in strategically important areas while seeking multilateral cooperation when possible. Initially mentioned in European Council conclusions in December 2013, OSA gained prominence after the COVID-19 pandemic, and it is now shaping the design of future industrial policies. The success of the OSA paradigm is strictly interrelated with SMEs active participation in strategic sectors. This study aims to analyse to what extent and through which means SMEs are involved in such strategic industries, and to provide recommendations for policy actions aimed at maximising the benefits of SMEs participation in OSA while limiting risks. It builds on the outcomes of extensive desk research and stakeholders' engagement. Results show that SMEs presence in strategic sectors is pervasive, although their contribution in terms of value added is limited. They oversee different stages along the value chains analysed, and they play a crucial role in R&D activities and in developing critical innovations and solutions even in industries dominated by large firms. In recent years, all major economies have implemented policies aimed at achieving strategic autonomy goals. Yet, limited emphasis has been put on supporting SMEs. The study concludes with the presentation of an Action Plan centred on two key points. First, recommended measures strike a balance between enhancing EU economic interests and resilience, and improving EU SMEs participation in an open international trading system. Second, the proposed actions comply with the need for the EU to lead in high-value technologies and productions. The Action Plan builds on five policy pillars and a foundational pillar that addresses general framework conditions to enable SME growth.

    This report analyses China's approach to attaining a dominant position in international markets through a combination of industrial, research & innovation (R&I), trade and foreign direct investment (FDI) policies. It also offers an assessment of China's current position compared to the EU and US innovation systems across a range of dimensions. China is rapidly becoming a major industrial competitor in high-tech and growth sectors. It aims, through the Made in China (MIC) 2025 strategy, to become a world leader in 10 key industrial sectors: 1. Next-generation IT; 2. High-end numerical control machinery and robotics; 3. Aerospace and aviation equipment; 4. Maritime engineering equipment and high-tech maritime vessel manufacturing; 5. Advanced rail equipment; 6. Energy-saving vehicles and new energy vehicles; 7. Electrical equipment; 8. Agricultural machinery and equipment; 9. New materials; 10. Biopharmaceutical and high-performance medical devices. In these sectors, it strives to strengthen its domestic innovation capacity, to reduce its reliance on foreign technologies while moving up global value chains. The MIC 2025 strategy aims to encourage substantial investments from national and regional governments to support domestic firms and improve knowledge infrastructures. The government intends to strengthen China's innovation capabilities and overall competitiveness by, in its own words, 'relying on market forces', though, in line with its 'socialist market economy', the state will remain central.

    Zimbabwe's persistent economic challenges since the early 1990s have been largely attributed to unpopular political decisions at the expense of building productive capacity in different sectors of the economy. Using a global value chains framework taking into account political economy dynamics, this article explores how developments in the political space shape the opportunities for upgrading in different sectors of the economy. Using a case study approach relying on data from interviews with industry stakeholders in Zimbabwe, this paper identifies existing capabilities and potential areas for upgrading in production, processing, and exports in the fruit and oilseed-to-edible oils value chains in the context of recent political shifts in Zimbabwe. The fruit and oilseeds-to-edible oils value chains were selected particularly because of the underlying productive capabilities in agriculture and food processing, which provide the potential to drive substantial recovery and employment to meet local, regional, and international demand.

    Failures of nonprofit organizations can be used either retrospectively or prospectively. The retrospective approach to failure focuses on how to find and correct the causes of failure. On the other hand, the prospective approach emphasizes more forward-looking ways to benefit from failure and create a new opportunity. But prior studies on such both perspectives on failure have not specified how the two perspectives are materialized in the forms of strategic options in nonprofit organizations. This study used secondary and primary data of nonprofit management, and thereby found the drivers and types of the various strategies which are practiced based on the retrospective and prospective views on failure. The findings of this study are expected to provide some practical implications to those who want to come up with creative strategic options in the face of failures or challenges

    The objective of this paper is to evaluate how Agrarian Reform Beneficiary Organizations (or ARBOs) participate in the value chain; how they engage actors along the value chain and what challenges do they face in the process. Farmer organizations, such as ARBOs, are important conduits for smallholders to participate specifically in higher value chain. This strategy enables smallholders to pool resources, jointly carry out profitable activities, reduce risks and transaction costs and operate on scale economies. However, many farmer organizations in the country have low level of organizational maturity and are mainly formed to access funding. Thus, smallholder participation in higher value chain is limited; the gains from value chain initiatives would impact only on a modest number of smallholders’ population and may not be sustainable in the long run. The paper suggests that farmer organizations and their participation in higher value chain can be improved by: one, enabling farmer members to commit to the organization through equity participation; two, enabling farmer organizations to establish enterprises that will generate income for members; and three, capacitating farmer organizations on building alliances/networking.

    The global COVID-19 pandemic has substantially changed the structure of the economy from the pattern of a supply chain system driven by massive production and consumption to effectual demand through information and communication technology (ICT). Moreover, the transition of work style based on telecommunication stimulates a radical movement toward the Internet of Things (IoT) and artificial intelligence (AI), contributing to the creation of an environment that fosters a super-smart society. To accommodate this trend, advocacy for the creation of Japan's Digitalization Agency in 2020 was a symbolic turning point. This paper aims to investigate the change in Japan's value chain in the circumstances of the demographic transition by using the SciREX Policy Intelligence Assistance System-Economic Simulator (SPIAS-e) for a 50-year projection. The simulation results showed that public investment could increase the productivity for intra-firm ICT and intra-firm R&D activity, while the price index of main product sectors would drop significantly. The demonstration of disguised employment also provides implications for deregulation of working hours and the increasing demand for R&D human resources. An active structural reform for promoting innovation is desirable in the conditions of drastic demographic changes and the post-COVID-19 era.

Lecturer Universidad del Tolima Janeth González Rubio MA Lecturer Universidad del Tolima This paper focuses on the study of the relationship between value chain governance and value chain integration (as an outcome of a public private partnership to promote value chain competiveness at the regional level). The study expands and disaggregates Gereffi's Global Commodity Chain framework and applies some of its analytical categories (input output structure and governance amongst others) to the study of regional value chains. The governance structure embodies the 'authority and power relations that determine how financial, material, and human resources are allocated and flow within the chain' (Gereffi 1994: 97). In this sense, the concept relates to the 'power relations in the chain and the institutions which mould and wield this power' (Kaplinsky and Morris 2000). There is a directed network form of coordination of the rice value chain. Historically there had been developed systems of formal and informal agreements between producers and rice threshing entrepreneurs on subjects such as payments, rice varieties and quantities. Other forms of coordination such as support strategies for rice producers, supply of packing inputs, financing and technical assistance have also been developed (Corpoica 2000: 54). These practices provided a basic common ground for the discussion and signing of the competitiveness agreement as an instrument of coordination for the value chain rice threshing in Tolima (Colombia). From a governance point of view, it can be stated that a domestic oligopsony of an agricultural raw material protected by the national government reduces the likelihood of success for the expected developmental outcomes of a competitiveness agreement. A domestic market protected from imports introduces as a main contention point between agro-producers and industrialists in a competitiveness agreement the issue of price determination. At the end, the government has to arbitrate. Finally, a competitiveness agreement embodies for a regional government a potential instrument for social and economic policy interventions. First, governments can participate in this scheme, having in mind the promotion of social policies (employment generation and smallholder income improvements), particularly in depressed areas with a tradition or a potential for raw material production. Second, competitiveness agreements offer to the public sector a scope of action to deal with regional economic restructuring processes and to promote endogenous development policies with active involvement and contribution of several regional stakeholders Blandon, L.A (2012) Economic restructuring and value chains.     While the impact of open data has been studied before, typically on an ad hoc basis, structured methods and indicators to measure its impact and the possibilities of basing these indicators on existing datasets still need to be explored and are the subject of this study.This report is the second step in defining the methodology for a European-wide assessment of the impact of open data. The study series aims to create an interactive monitoring tool for open data impact assessment.This second study aims to provide theoretical input to develop a methodology that analyses the impact of public data resources, focusing on the different impacts to be considered and the indicators that could quantify them. This report uses the results and conclusions presented in the first study on 'rethinking the impact of open data' as a foundation. The results of this study could be incorporated into a third study, where a draft methodology to measure the impact of open data could be developed and piloted.

    All Western Balkan economies launched their first respective Smart Specialisation strategy development processes by 2018, wishing to enhance their innovation policy frameworks with the evidence-based and participatory approach for revealing priority areas for policy intervention. Within these efforts, the economies had a complex task to thoroughly analyse their promising domains through economic, innovation and scientific mapping exercises. This report gives an overview of the regional competitiveness based on providing evidence on specialisation as well as emerging areas, highlighting their potential in detail. Although common patterns of economic specialisation are relatively rare, Western Balkan economies express a certain potential for science & technology collaborations. Smart Specialisation processes can enhance regional collaborations and contribute to bridging gaps between Science and Industry.
