    "The digital era has brought about huge transformations in the map itself, which to date have been largely conceptualised in spatial terms. Novel objects, forms, processes and approaches have emerged and pose new, pressing questions about the temporality of digital maps and contemporary mapping practices: in spite of its implicit spatiality, digital mapping is strongly grounded in time. This collection brings time back into the map, taking up Doreen Massey's critical concern for 'ongoing stories' in the world; it asks how mapping enrols time into these narratives. Maps often seek to ‘freeze’ and ‘fix’ the world, looking to represent, document or capture dynamic phenomena. This collection examines how these processes are impacted by digital cartographic technologies that, arguably, have disrupted our understanding of time as much as they have provided coherence.

     

    The book consists of twelve chapters from experts in the field. Each addresses a different type of digital mapping practice and analyses it in relation to temporality. Cases discussed range from locative art projects, OpenStreetMap mapping parties, sensory mapping, Google Street View, to visual mapping, smart city dashboards and crisis mapping. Authors from different disciplinary positions consider how a temporal lens might focus attention on different aspects of digital mapping. This kaleidoscopic approach demonstrates a rich plethora of ways for understanding the temporal modes of digital mapping and the interdisciplinary background of the authors allows multiple positions to be developed and contrasted."

    This volume addresses the dynamics of materiality over time and space. In cross-cultural, multi-temporal and interdisciplinary studies the authors examine how things gain meaning and status, generate a multitude of emotions, and feed into the propagation of myths, narratives and discourses. The book is divided according to four themes: soft objects, stoic stories, consuming and the collectable, and waste and technologies. The first section discusses the meanings of the lived environment on the individual and national levels. The second section provides specific examples on the role of things in identity construction. The third section focuses on historical and contemporary aspects of consumption and collecting. The phenomena under scrutiny in the fourth section are moral dilemmas associated with and representations of dirt/waste and advancements in science and technology. Presenting diverse case studies of material culture, the volume points to rich interdisciplinary approaches in cultural theory.

    This paper argues that new computer, smartphone, and universal ID technologies are reducing the incentives for political clientelism in the delivery of social programmes in India, especially by allowing party leaders to bypass local brokers to credit-claim for better service delivery and allowing politicians to deliver programmatic service delivery much more efficiently than in the past, with fewer diversions. Politicians are responding to these changed incentives, not surprisingly, by investing more money in large social programmes, supporting technological efforts to improve their efficiency, and increasing campaign expenditures to advertise these improvements and link them to party leaders at the expense of local brokers who used to monopolize these local party- voter linkages.

    The global energy transition is happening, but too slowly to limit climate change to acceptable levels, for diverse reasons. Carbon emissions policies and measures focus too little on absolute emission targets and too much on relative measures such as carbon intensity. Focus is needed on early emission reduction actions, while current efforts aim to for carbon neutrality at a distant date. High-profile listed companies disposing of high-carbon-emitting assets to unlisted organizations ('hand-me-down assets') is reducing transparency on emissions and emissionsreducing investments. Measuring emissions using satellite remote-sensing technologies can reduce reliance on self-reporting and should thus be a public good not subject to corporate confidentiality or other commercial restrictions. More integration of existing assets in decarbonization efforts is needed; the largest positive impact on climate and health now would come from having such assets emit less. More recognition is needed that measures suited to developed high-income countries/regions may not work as well in developing low- and middle-income countries. Cutting methane emissions is the most immediate way to slow the rate of global warming, even as progress is made on decarbonizing energy systems. Any reprieve over the next decade from reaching a global temperature rise-and potential tipping point-of 1.5 °C is vital while morechallenging policy commitments are implemented. Reducing wasteful natural gas flaring would be an immediate way to cut methane emissions. It requires urgent co-ordinated action by oil- and gasproducing countries, donors, multilateral development banks, and countries hosting satellite data companies, with the International Monetary Fund taking a leadership role through its surveillance and capacity development work. Tackling methane emissions is especially significant since it contributes to meeting other development priorities, such as generating government revenue (by penalties and gas sales), improving health (by reducing air pollution), and helping to deliver greater energy access (by using rather than wasting the gas).

    This paper investigates the potential of information technologies to improve public service delivery and empower citizens in the context of two unusual randomized natural experiments occurring within one particular bureaucratic process: the renewal of a national identification card by the Bolivian Police. The first experiment arises from the random assignment of both police officers and applicants to a manual or digital renewal process, which is identical in all aspects except that the digital renewal process makes use of information technologies as part of the renewal process. The second experiment arises by the existence of technical failures within the digital renewal process, which allows police officers to change from the digital to the manual renewal process randomly across renewal day. The efficiency of public service delivery is measured in terms of both renewal success rates (which average to a strikingly low rate of 72 percent in our sample) and time-it-takes to renew an identification card. We find that information technologies significantly improve the quality of public service delivery. Also, we find that information technologies significantly lower barriers in access to national identification cards by promoting a more equitable provision across the population. We discuss several channels through which technologies might be improving efficiency and promoting equity within this particular bureaucratic process. Overall, our findings suggest that information technologies might be achieving these goals by introducing efficiencies (such as reducing administrative shortcomings and transaction costs), and limiting the exercise of discretion by police officers within the renewal process.

    This article explores the interaction between materiality and ideality through the work of a translation software technology routinely used in Sikh diaspora communities. The software Sikhi-to-the-Max weaves together subjectivity, religion and linguistic formations making it indispensable for mediating a communicational ecosystem of diasporic life-worlds by enabling translation of a premodern scriptural language between different generations of Sikhs. Sikhi-to-the-Max juxtaposes premodern and modern language formations, in addition to mediating between sonic/affective experiences of music, scriptural text and commentary. Following Deleuze I argue for a new ‘'image' of translation pertinent to the ‘'religious' diasporic lifeworld, an ‘'image' inspired partly by the univocal model of language and world-making embedded in the operating logic of Sikh scripture (gurbani). By contextualizing the communicational models of Sikhi-to-the-Max within the cultural history of imperial translation, this new '‘image' of translation pushes us to think harder about how the material and the conceptual interact.
