Planning is not a technical and value free activity. Planning is an overt political system that creates both winners and losers. The Planning Polity is a book that considers the politics of development and decision-making, and political conflicts between agencies and institutions within British town and country planning. The focus of assessment is how British planning has been formulated since the early 1990s, and provides an in-depth and revealing assessment of both the Major and Blair governments' terms of office. The book will prove to be an invaluable guide to the British planning system today and the political demands on it. Students and activists within urban and regional studies, planning, political science and government, environmental studies, urban and rural geography, development, surveying and planning, will all find the book to be an essential companion to their work.

Bringing together a number of perspectives on the Japanese housing system, Housing and Social Transition in Japan provides a comprehensive, challenging and theoretically developed account of the dynamic role of the housing system during a period of unprecedented social and economic change in one of the most enigmatic social, political, and economic systems of the modern world. While Japan demonstrates many of the characteristics of some western housing and social systems, including mass homeownership and consumption-based lifestyles, extensive economic growth and rapid urban modernization has been achieved in balance with traditional social values and the maintenance of the family system. Helpfully divided into three sections, Housing and Social Transition in Japan: explores the dynamics of the development of the housing system in post-war Japan deals with social issues related to housing in terms of social aging, family relations, gender and inequality addresses the Japanese housing system and social change in relation to comparative and theoretical frameworks. As well as providing challenges and insights for the academic community at large, this book also provides a good introduction to the study of Japan and its housing, economic, social and welfare system generally.

Industrial structures in the "catching up" type of countries usually are not too competitive in nature, and mainly they differ in the low share of hightechnology products in the international trade. The aim of the conducted studies was an attempt to search for directions, as well as the power of impact of different phases of the business cycle on the innovation activity of the Polish industrial system. Consequently, this was to allow to determine the boundary conditions for the national network of innovations and its model structure, which would take into account the specificity of Poland. The methodical part of the paper was based on the theory of probability (probit modelling). Based on the analysis performed based on 5209 industrial companies (questionnaire survey) it was stated that in the prosperity phase the implementation of the innovation activity is significantly higher than in other phases of the business cycle. On the other hand, during recession and stagnation, the innovation activity is a less common phenomenon, but is not completely abandoned. Research results did not confirm the occurrence of the counter-cyclical approach to the conducted innovation activity in the national industrial system. The economic situation is thus an important factor, which influences the decision whether to undertake, activate or, in some cases, limit the innovation activity in companies. Therefore, there is a need to take into account the existing market conditions in the programming of the innovation policy within the impact on the phenomenon of the innovation processes in Poland.

The increasing flows of immigrants in Europe over the last decade has generated a range of considerations in the policy agenda of many receiving countries. One of the main considerations for policy makers and public opinions alike is whether immigrants contribute their "fair" share to their host country tax and welfare system. This paper seeks to answer this question based on an empirical assessment of the net fiscal contributions of immigrants in the 27 EU member states using EUROMOD, a EU-wide tax-benefit microsimulation model. In addition to the traditional view of the tax-benefit system, we add indirect taxation and in-kind benefits to the analysis of net contributions. Our findings highlight that migrants on average contributed about 250 euro per year more than natives to the welfare state in 2015. However, when we take an average age-specific life-cycle perspective, we find that natives generally show a higher net fiscal contribution than both, intra-EU and extra-EU migrants, while extra-EU migrants contribute on average less than intra-EU migrants.

The ongoing SARS-CoV-2 pandemic is stressing the world population, health care system and economies at a level not experienced since WWII or the last “Spanish flu” pandemic of 1918. This shock provides a real-life test of the resilience of human societies, challenging our understanding and level of preparation. We suggest that a decay of global individual health resilience, due to cumulative multi-factor pollutions and modern ways of life, has made the whole population strongly susceptible to the COVID 19 pandemic. To ensure future resilient societies, we propose to prioritize economic development fostering depollution of the ecosystem and of individuals, and training individual responsibility

This article compares the works by Max Weber, Jürgen Habermas, Friedrich August von Hayek and Niklas Luhmann with regard to their contributions to diagnoses of modernity. Their approaches have in common that, although they are critical of modernity, they nevertheless attest that modern society has a positive balance. However, there is also an important difference. While Weber and Habermas primarily deal with the problems of a systemic colonialization of lifeworld ("Lebenswelt"), Hayek and Luhmann primarily address the mirror-inverted problems and dangers of a lifeworld colonialization of the system.

This article proceeds in three steps. The first step reconstructs Hannah Arendt’s thesis of the banality of evil and her corresponding thesis of the radicality of good. The second steps explains why the ordonomic approach to Business Ethics leads to the thesis of the banality of bad system results and the banality of good system results. The third step compares both approaches and illustrates the main points with references to the current economic and financial crisis.

Two thirds (67 per cent) of Zimbabweans live in rural areas, and 51.9 per cent of the total population are female (ibid.). Globalization, negative demographic trends, new sources of knowledge and volatile job market are the determining factors behind the change in approach to the education system in Poland. Formal, non-formal and informal education is the sine qua non of the implementation of a knowledge-based economy in Poland. This process, however, requires an in-depth analysis of the funding of education. So far there have been no Polish publications analyzing the funding of the three aforementioned forms of education. Therefore, the aim of this article is to assess the possibilities to implement knowledge-based economy with regard to the current funding of formal, non-formal and informal education in Poland. The study involved the analysis of national and EU documents on subject and object oriented funding of educational tasks and procedures for determining the amount of funding allocated to these tasks. The analysis showed that the barrier inhibiting the implementation of knowledge-based economy is the lack of legal regulations enabling the implementation of new solutions for financing education in Poland. These solutions involve the effective joint funding from the state budget, local government budgets and private funds (provided by employers and learners). This requires urgent conceptual work and initiating implementation projects in the area of public finance in Poland.
