Matthias Adrian Prof. Dr. Anna Katharina Becker Elisabetta Cau, M.A. John Egle, M.A. Prof. Dr. Joseph Freedman Prof. Dr. Dagmar Hammer-Tugendhat Prof. Dr. Margareth Lanzinger Prof. Dr. Sigrid Ruby Prof. Dr. Raffaella Sarti Dr. Daniel Schläppi Prof. Dr. Inken Schmidt-Voges Prof. Dr. Tina Terrahe Christian Uhde, M.A

This study and its associated guidance contribute to advancing thinking and understanding about one of the most significant challenges that the international community faces in fragile contexts: how to provide the right financing. The paper summarises new and emerging instruments and approaches in financing stability and resilience, and points to some of the gaps and challenges that remain in the fragility, resilience and stability space. It is not intended as holistic policy guidance on “how to” engage effectively across international and domestic, public and private instruments in fragile contexts. Instead, the paper is complemented by separate guidance on financing strategies: approaches to better align financing to support the delivery of results at the country-level. The research acknowledges that there are many high-level strategic debates which have yet to be resolved, which concern the comparative advantage and future role of Official Development Assistance (ODA) within a more diverse division of labour in financing, as well as a huge range of technical and capacity challenges ahead. The analysis, observations and conclusions put forward in this study should be interpreted therefore as preliminary contributions to what is a live and dynamic process of debate and adaptation.

This Special Issue comprises 15 papers broadly outlining current trends in nucleic acid biophysics. It contains original research papers and reviews on structure, stability, and interactions of canonical and non-canonical nucleic acids. The authors describe the use of established, time-honored experimental and computational techniques as well as their more recently developed counterparts. Molecular insights that can be gained from the papers collected in this issue range from the fundamental to the applied with emphasis on biological functions and biomedical prospects of nucleic acids. The collection is not meant to be exhaustive, but to highlight recent advances from select laboratories worldwide. Nevertheless, it represents a useful guide for scientists who wish to familiarize themselves with biophysical topics in nucleic acid research. This Special Issue will be useful both for researchers who study fundamental aspects of nucleic acid structure, stability, and dynamics, as well as for those that are mainly interested in practical biological and biomedical applications of nucleic acids.

We tackle the issue of the possible instability of the Kaleckian distribution and growth model and the consequences for the endogeneity of the equilibrium rate of capacity utilization and for the paradox of thrift and the paradox of costs. Distinguishing between Keynesian and Harrodian instability, we review various mechanisms that have been proposed to tame Harrodian instability while bringing back the rate of utilization to its normal rate. We find that the mechanisms that have been suggested are far from being convincing. We thus review some approaches arguing that the adjustment towards a predetermined normal rate should not be expected at all, either because the normal rate reacts to the actual rate, or because of other constraints on the behaviour of entrepreneurs. We conclude that Kaleckian models are more flexible than their Harrodian and Marxian critics suppose when attacking the simple textbook version.Revised versions of this paper were published as:Hein, E., Lavoie, M., van Treeck, T. (2011): Some instability puzzles in Kaleckian models of growth and distribution: A critical survey, in: Cambridge Journal of Economics, 35(3).Hein, E., Lavoie, M., van Treeck, T. (2012): Harrodian instability and the "normal rate" of capacity utilisation in Kaleckian models of distribution and growth - a survey, in: Metroeconomica, 63(1).

Samuelson kept optimization-based problems separated from macroeconomic dynamics in his Foundations, where dynamics were defined in terms of difference and differential equations. Despite some criticism of his "correspondence principle" of stability analysis by D.F. Gordon, D. Patinkin and others, it was only in the 1970s that Samuelson's separation was effectively challenged, particularly by R. Lucas. After the Foundations, Samuelson developed dynamic optimization models, sometimes featuring representative agents, but he did not extend that to the study of macroeconomic fluctuations. Neither did he accept market clearing inter-temporal maximization as a solution to the microfoundations problem that beset his models of macroeconomic dynamics. His last contribution to macro dynamics was his 1988 nonlinear non-optimizing business cycle model. Eventually, he disentangled his 1965 "efficient market hypothesis" from rational expectations and claimed that the former should form one of the pillars of macroeconomic dynamics, together with imperfectly competitive markets for goods and labour.

We investigate the presence and stability of dynamically inconsistent time preferences across contexts with and without interpersonal trade-offs. In a longitudinal experiment subjects make a series of intertemporal allocation decisions of real-effort tasks between themselves and another person. We find substantial time inconsistency in generosity: agents become disproportionally more selfish when decisions have immediate rather than delayed consequences. Based on our theoretical framework, structural estimations reveal that this is because agents exhibit present bias in own but not in others' consumption. We show that very similar differences in present bias are observed in the absence of any interpersonal trade-offs, when agents decide either for themselves or on behalf of another person. At the individual level, we find that present bias in own consumption is a stable behavioral trait which is correlated across individual and social contexts.

China's development model challenges the approaches of traditional Western donors like the World Bank. We argue that both aim at stability, but differ in the norms propagated to achieve that. Using fixed effects and IV estimations, we analyze a broad range of subnational stability measures in Africa. Aid by both the WB and China does not increase outright conflict nor any type of citizen protest, on average. Both even reduce outright conflict by governments against civilians. Still, Chinese aid is associated with more government repression and an increased acceptance of authoritarian norms, while WB projects strengthen democratic values.

Using data on 135 countries, this paper studies the determinants of process innovation introduction, focusing on the impacts of economic and political uncertainties. Greater uncertainty, on the one hand, can lower potential benefits from innovation introductions, while on the other hand, the introduction of innovations might enable firms to hedge against uncertainty. The empirical literature has mostly considered uncertainty-investment nexus, and this study uniquely considers uncertainty-innovation introductions. Employing two different measures of economic and political uncertainty across different time lags, results are consistent with the hedging story - greater economic and political uncertainties induce firms to introduce process innovations to the market. With regard to firms' attributes, sole proprietorships and R&D-performing firms were more likely to introduce innovations, while firms located in island nations were less likely to do so. Firms' size and vintage did not have an appreciable influence on the incentives to introduce innovations. Some policy implications of these findings are discussed.
