    We consider the voting behavior of Supreme Court Justices, finding evidence of co-dependencies in their votes. Coincident with changes in the party imbalance of the Court over time, sharp discontinuities in these dependencies are evident. Overall, the patterns suggest a tradeoff between co-dependencies around political affiliations and individual ideologies, with more-equal party representation on the Court encouraging greater party awareness in Justice voting, and less-equal party representation allowing Justices across party lines but with similar ideologies to inform each other's votes.

    We examine how city size affect wage levels of cities (agglomeration externality) and how it influence surrounding cities (spill-over effect) in China for the period between 1995 and 2009. Using spatial fixed-effect panel data models and allowing for endogenous and exogenous spatial dependence, we find strong positive city size effect on real wage levels, which confirms the existence of agglomeration economy within cities. We also find significant differences in both the direct and indirect effect of factors such as FDI between more and less population dense areas.

    The share of solar energy in German electricity generation has increased strongly over recent years. This is largely due to guaranteed feed-in tariffs together with decreasing prices for solar panels. Residential PV systems play a decisive part providing households with a possibility to contribute to the Energiewende and benefit from the use of renewable energy. Their regional distribution varies distinctly across Germany implying different requirements in distribution grids as well as uneven utilization of national policy measures. Our paper focusses on the spatial diffusion of roof mounted PV systems and the underlying drivers in Germany. We extend previous findings not only by including additional explanatory variables but also by considering cross-regional spillover using spatial econometric models. Estimation results show that spatial dependence is a relevant determinant for explaining regional clusters of PV adoption. Recurrent visual perception or peer-effects might explain spatial autocorrelation as potential adopters follow decisions by actors in the proximity. Another reason for spatial dependence might be a concentration of craft skills or solar initiatives, which leads to an accelerated diffusion in a region and its surroundings. Whereas the first explanation corresponds to the specification of a spatial lag model, the latter is in line with a spatial error specification. However, our results indicate that although spatial lag is present, spatial dependence in the residuals has higher explanatory power. Hence, we suppose that spatial spillover is not mainly driven by social imitation but by unobserved regional characteristics. Notably, high values for solar radiation, the share of detached houses, electricity demand and inverse population density of a region favour the PV uptake.

    Many health care systems aim to enhance hospital quality by encouraging competition. However, evidence on the relationship between quality and competition is inconclusive. My contribution to this literature is two-fold. Analyzing the relationship between competition and quality for the German hospital market can give valuable insights about the nature of the relationship in a market with regulated prices that is characterized by a high number of hospitals and a diverse ownership structure. While most studies look at competition as market structure, I distinguish effects of market structure from effects of strategic behavior. I find evidence for a significant, non-linear relationship between market structure and care quality. Additionally, I find evidence for strategic behavior. Viele Gesundheitssysteme versuchen, die Qualität von Krankenhäusern Wettbewerbsanreize zu verbessern. Der Zusammenhang zwischen Qualität und Wettbewerb ist jedoch nicht eindeutig belegt und stark von der konkreten Ausgestaltung des jeweiligen Krankenhausmarktes abhängig. Die Analyse des Zusammenhangs zwischen Wettbewerb und Qualität für den deutschen Krankenhausmarkt kann wertvolle Erkenntnisse über die Art der Beziehung liefern in einem Markt mit regulierten Preisen, der durch eine hohe Anzahl von Krankenhäusern und einer vielfältigen Eigentümerstruktur gekennzeichnet ist. Während die meisten Studien den Wettbewerb als Marktstruktur betrachten, unterscheide ich Effekte der Marktstruktur von Effekten des strategischen Verhaltens. Ich finde Belege für eine signifikante, nicht-lineare Beziehung zwischen Marktstruktur und Versorgungsqualität. Außerdem finde ich Belege für strategisches Verhalten.

    This paper focuses on the spatial variation in the uptake of social security benefits following a large and detrimental exogenous shock. Specifically, we focus on the Global Financial Crisis (GFC) and the onset of the COVID-19 pandemic. We construct a two-period panel of 66 Territorial Authorities (TAs) of New Zealand (NZ) observed in 2008-09 and 2020-21. We find that, despite the totally different nature of the two shocks, the initial increase in benefit uptake due to the COVID-19 pandemic was of a similar magnitude as that of the GFC, and the spatial pattern was also quite similar. We link the social security data with 146 indicator variables across 15 domains that were obtained from population censuses that were held two years before each of the two periods. To identify urban characteristics that point to economic resilience, we formulate spatial panel regression models. Additionally, we use machine learning techniques. We find that the most resilient TAs had two years previously: (1) a low unemployment rate; and (2) a large public sector. Additionally, but with less predictive power, we find that TAs had a smaller increase in social security uptake after the shock when they had previously: (3) a high employment rate (or high female labour force participation rate); (4) a smaller proportion of the population stating ethnicities other than NZ European; (5) a smaller proportion of the population living in more deprived area units. We also find that interregional spillovers matter and that resilient regions cluster.

    This paper aims to assess the role of migration as an adjustment mechanism device to favor convergence across states and regions of Russia. In contrast to previous studies, we use variations in the population of a region as a proxy of its net migration rate and apply spatial econometric methodology in order to distinguish the effect from the neighbouring regions. We provide descriptive statistical evidence showing that Russia has more/less/the same intense migration flows than the USA and EU. The econometric analysis shows that migration flows are sensitive to both regional income and regional unemployment differentials. Nonetheless, we find that internal migration is sensitive to regional unemployment and income differentials of neighbouring regions. Dependent on the welfare, pre- or after-crisis period, income in neighbouring regions can create out- or in-migration flows. The relatively high degree of internal mobility coupled with the low sensitivity of migration flows to the local unemployment rate of distant regions might explain why migration flows tends not to generate convergence, but rather divergence across Russian regions.

    In December 2013 a new electricity law was approved in Spain as part of an electricity market reform including a new remuneration scheme for distribution companies. This remuneration scheme was updated in December 2019 and the new regulatory framework introduced a series of relevant modifications that aim to encourage the regulated firms to reduce their power supply interruptions using a benchmarking approach. While some managerial decisions can prevent electricity power supply interruptions, other managerial decisions are more oriented to mitigate the consequences of these interruptions. This paper examines the second type of decisions using a unique dataset on the power supply interruptions of a Spanish distribution company network between 2013 and 2019. We focus on the effect of grid automatization on the restoration times, the relative efficiency of the maintenance staff, and the importance of its location. We combine a bottom-up spatial model and a stochastic frontier model to examine respectively external and internal power supply interruptions at municipal level. This model resembles the conventional spatial autoregressive models but differs from them in several important aspects.

    This paper examines the relationship between economic growth and the Small and Medium Enterprise (SME) sector for a panel of 503 Brazilian micro-regions for the period 1980-2004 using panel spatial econometrics. It investigates the importance of the SME sector size measured by the share of the SME employment in total employment, and the level of human capital in the SME sector measured by the average years of schooling in SMEs. The exploratory spatial data analysis show strong evidence accounting for the existence of spatial dependence and indicate the use of spatial econometrics techniques to provide a more comprehensive analysis of the importance of entrepreneurship for regional economic growth. The empirical results indicate that the relative importance of SMEs (size of SME sector) is negatively correlated with economic growth. On the other hand, human capital embodied in SMEs present a positive and significant impact on economic growth. Moreover, the interaction of the relative size of the SME sector across space is positive and statistically significant for growth, suggesting that more SMEs in neighbouring regions incites productive entrepreneurship and new economic possibilities that affect economic performance positively. This is in line with the idea that entrepreneurial activities have a more positive influence on neighbouring regions than on distant regions due to cultural aspects. Besides, the spatial lag of human capital in SMEs is negatively related with growth and indicates that a given region does not benefit from a higher level of human capital in the neighbouring region; SMEs in regions with higher level of human capital only attract more skilled labour from neighbouring regions and do not generate any spillover for those regions. Therefore, a SME policy that subsidizes the creation of SMEs does not generate economic growth directly but through spatial interactions. Additionally, the promotion of human capital in SMEs seems to be important for regional growth, although there is no human capital spillover in the SME sector.

In this paper we propose to estimate spatial cross-regressive models by generalized maximum entropy (GME). This technique allows combing assumptions about the spatial interconnections among the locations studied with information from the sample data. Hence, the spatial component of the model estimated by the techniques proposed is not just preconceived but it allows incorporating empirical information. We compare some traditional methodologies with the proposed GME estimator by means of Monte Carlo simulations in several scenarios and show that the entropy-based estimation techniques can outperform traditional approaches. An empirical case is also studied in order to illustrate the implementation of the proposed techniques for a real-world example.

    This paper aims to assess the role of migration as an adjustment mechanism device to favor convergence across states and regions of Russia. In contrast to previous studies, we use variations in the population of a region as a proxy of its net migration rate and apply spatial econometric methodology in order to distinguish the effect from the neighbouring regions. We provide descriptive statistical evidence showing that Russia has more/less/the same intense migration flows than the USA and EU. The econometric analysis shows that migration flows are sensitive to both regional income and regional unemployment differentials. Nonetheless, we find that internal migration is sensitive to regional unemployment and income differentials of neighbouring regions. Dependent on the welfare, pre- or after-crisis period, income in neighbouring regions can create out- or in-migration flows. The relatively high degree of internal mobility coupled with the low sensitivity of migration flows to the local unemployment rate of distant regions might explain why migration flows tends not to generate convergence, but rather divergence across Russian regions.

    The objective of this paper is to analyze whether successful environmental policies spread across geographical space. We examine the existence of such environmental spatial policy spillovers using the example of wastewater treatment in Mexican municipalities. Untreated wastewater is a key pollution source in many developing and emerging countries, also in Mexico. However, wastewater treatment levels also differ greatly among the 2,456 Mexican municipalities. We apply spatial econometrics to explain differences in wastewater treatment. Our main finding is that a municipal administration is more likely to treat wastewater if neighboring municipalities do so. This insight seems of broader relevance to environmental policy-making. In developing and emerging countries, governments frequently lack capacities to solve environmental problems. Consequently, they may often rely on learning spillovers from nearby success cases. We recommend to implement environmental pilot projects which may then trigger domino effects.
