Im vorliegenden Papier wird ein Konzept einer transformativen Umweltpolitik entwickelt. Zunächst werden auf der Grundlage der akademischen Literatur Charakteristika von Transformationen herausgearbeitet. Dabei werden sowohl die Gegenstände von Transformationen (im Kontext nachhaltiger Entwicklung: soziotechnische bzw. sozioökonomische Systeme) und deren typische Verläufe und Erscheinungen berücksichtigt. Aus diesen Charakteristika werden im nächsten Schritt eine Reihe von Herausforderungen für die Umweltpolitik abgeleitet. Dabei steht staatliche, innerhalb des Bundesumweltministeriums und dessen Behörden entwickelte Umweltpolitik im Vordergrund des Interesses. Um die identifizierten Herausforderungen zu adressieren, werden dann acht Handlungsansätze entwickelt, die den Gegenständen und Dynamiken von Transformationen Rechnung tragen und diese für die Weiterentwicklung von Umweltpolitik nutzen. Dies sind: 1. Transformationsfelder systemisch analysieren, 2. Gesellschaftliche Trends erkennen, bewerten & für Umweltpolitik nutzen, 3. Entwicklung gesellschaftlicher Leitbilder & Ziele unterstützen, 4. Schnittstellen in und zwischen soziotechnischen Systemen gestalten, 5. Soziale und institutionelle Innovationen und Experimente fördern, 6. Nicht-nachhaltige Strukturen beenden (Exnovation), 7. Neue Akteure und Akteure mit neuen Rollen einbinden, 8. Politiken und Prozesse zeitbewusst gestalten. Das Papier schließt mit einer Diskussion, wie sich diese Handlungsansätze mit den Steuerungsansätzen bisheriger Umweltpolitik verbinden und wechselseitig ergänzen. The paper at hand presents a concept for transformative environmental policy. Based on a literature review, we identify characteristics of transformations. The concept takes into account the characteristics of sustainability transformations, in particular their objects (socio-technical and socio-economic systems) and their dynamics. We analyse policy challenges involved in sustainability transformations, focussing on governmental environmental policy as developed by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety and its agencies. To address these challenges, altogether eight different approaches to transformative environmental policy are being developed. These are derived from the said characteristics of transformations. The action approaches include: 1. Systemic analysis of the domains of transformation, 2. Observing, analysing and utilizing societal trends for environmental policy, 3. Supporting the development of societal visions and goals, 4. Designing the interfaces within and between socio-technical systems, 5. Supporting social and institutional innovation and experiments, 6. Phase-out of unsustainable structures (exnovation), 7. Involving new actors and actors with new roles, 8. Consideration of time in policies and processes. The paper concludes with a discussion on how these approaches to transformative policy relate to and can complement current environmental policies. The annex includes a section which applies the concept of transformative environmental policy to the field of mobility.
