    Regulatory Impact Assessment (RIA) is a critical tool in the hands of governments to ensure that regulation achieves its objectives. Inclusive growth has become an important objective of the political agenda of OECD countries. This paper examines the potential contribution of RIA to better incorporating the inclusive growth perspective in regulatory decision-making. It does this by reviewing current RIA policies and guidance documents in a range of OECD countries, by reviewing the literature on the use of RIA to address social and environmental issues and by sampling a number of recent RIA from leading countries. Building on the available evidence, the paper proposes a number of principles and considerations for decision-makers to design appropriate systems and mechanisms for addressing inclusive growth in RIA.

    This paper aims to analyze the history of Rural Social Security, as well as the structural imbalance of the social security system. The influence of social security spending was studied considering the national agricultural scenario and its complexity. In 2017, the rural pension balance closed in debit of R$ 110.7 billion, the highest value since 2003. With the aging of the Brazilian population, retirement rules may become progressively incompatible with the new demographic reality. In addition, in Brazil, most of the rural beneficiary population is defined as a special insured, which means receiving retirement without having contributed compulsorily. Unlike the urban population, most of the rural benefits were granted through legal proceedings, which expresses the fragility of the system. It is believed that there was an expansion of social security expenditures without the direct link with the performance of activities in the field. When regionalized the study, it is noticed that a great part of the rural benefits were concentrated in the Northeast, region that comprises 60% of the extreme poverty in the rural environment. Thus, the article reinforces the need to separate what is welfare policy from what is social security planning of a contributory nature.

    Gender based taxation (GBT) has been recently proposed as a promising policy in order to close the gender gap, i.e. promote gender equality and improve women's status in the labour market and within the family. We use a microeconometric model of household labour supply in order to evaluate, with Italian data, the behavioural and welfare effects of GBT as compared to other policies based on different optimal taxation principles. The comparison is interesting because GBT, although technically correct, might face implementation difficulties not shared by other policies that in turn might produce comparable benefits. Our results support to some extent the expectations of GBT's proponents. However, it is not an unquestionable success. GBT induces a modest increase of women's employment, but similar effects can be attained by universal subsidies on low wages. When the policies are evaluated in terms of welfare, GBT ranks first among single women but among couples and in the whole population the best policies are unconditional transfers and/or subsidies on low wages.

    The Regional Comprehensive Economic Partnership (RCEP) concluded between Asian Pacific States in 2020 is expected to change regional and global trade patterns. Based on a Computable General Equilibrium model (including 41 countries and 39 sectors), the underlying paper evaluates the impact of firstly, RCEP on trade between Latin American and Caribbean (LAC) and Asian Pacific member countries, and secondly, a hypothetical free trade area in LAC and thirdly, a free trade agreement within and between the two regions. Results are analyzed on the country —and sector— level by type of agent (small and medium-sized, MSMEs, and large companies).The model outputs imply a boost in trade in the Asian Pacific region caused by the RCEP agreement coming into force, while trade volumes of LAC countries would contract. This likely targets primarily exports of natural resources and low —and medium— technology manufacturers based in LAC.

    This paper compares the welfare outcomes obtained under alternative unionization regimes (decentralized vs. centralized wage setting) in a duopoly market, in which shareholders delegate strategic decisions to biased (overconfident or underconfident) managers. In such a framework, the common tenet that consumer surplus and overall welfare are always higher under decentralized wage setting is completely overturned. Indeed, since in the presence of centralized unionization (industry-wide union) firms' shareholders always prefer to hire more aggressive or less conservative managers, output (consumer surplus) and overall welfare are larger in a centralized wage setting structure. This result holds true independently of the degree of product differentiation and the weight attached by unions to wages with respect to employment. Moreover, it also proves to be largely robust relative to the competition regime (quantity or price) in the product market.

    Policy frames in Brazil have long run up against conflicting visions and understandings about the causes and consequences of group-based inequality. This paper argues that a class-based lens has dominated the social protection framework. In recent years, political leaders have framed social policy measures along 'universal' class lines with the aim of improving poverty and wellbeing. This framing is reflective of Brazil's national narrative on race relations and the idea that class and employment status have been the most salient barriers to social welfare protections. Brazil's widely well-regarded anti-poverty conditional cash transfer programme, Bolsa Família (2003-21), is emblematic of the country's universal and 'race-blind' approach to social policy. But given the strong correlation in Brazil between ethnicity and income, social protection policies such as the Bolsa Família have indirectly targeted vulnerable black and brown citizens. The analysis addresses how social policy has contributed advances to wellbeing in general and for Afro-Brazilians. A comparative perspective on social welfare systems offers important lessons on how poverty relief can further human development and enhance agency. Future reformers can learn from Brazil's pursuit of poverty reduction alongside administrative procedures that identify vulnerable groups, as a strategy to address intersectional inequalities of ethnicity and class.

    Expenditure baseline projections (hereafter, "base¬lines") are a key analytical concept in budget preparation that refers to estimates of future expenditure on the assumption that current policies remain unchanged. They serve as reference points against which other data, such as proposed or approved budgets, or expenditure ceilings, can be compared. In many countries they are a basic tool for starting the preparation of the budget. They represent neither future spending allocations nor total expected outturn as they do not incorporate estimates of the cost of new policies and the expected impact of saving measures. Other features of baselines are that they are generally produced over a multiyear period, they can be calcu¬lated at any level or form of the budget classification (that is, ministries, economic classification, specific policies, functions or programs), and can be summed up to higher levels (such as the whole budget). Hence, they can be useful at both a micro and an aggregate level. This note aims to clarify and establish a framework that covers baselines' various purposes and uses. It first discusses the definition and objectives of baselines and the methodology used for producing them before outlining how they should be prepared. It concludes with a discussion of the key success factors for making the most effective use of baselines

    This paper aims to explore how housing allowances and mortgage interest tax relief have evolved in recent years, against the background of falling disposable incomes and rising housing costs. The analysis focuses on seven EU countries (Greece, Italy, Austria, Hungary, the Netherlands, Sweden and the UK), covering a range of housing market developments and housing policy responses. The first part of the paper provides an overview of housing market trends over the period following the financial crisis and examines recent changes in housing policies in the countries concerned. The next part discusses the main features of two specific housing policy instruments, housing allowance and mortgage interest tax relief, also exploring recent changes there and the motives behind these. The last part estimates the distributional impact of housing allowances and mortgage tax relief in 2016 as compared with 2007 using the European tax-benefit model EUROMOD. The paper concludes with a discussion of the results and of the policy implications.

    This article comments on the role of empirical subjective well-being research in public policy within a constitutional, procedural perspective of government and state. It rejects the idea that, based on the promises of the measurement, we should adopt a new policy perspective that is oriented towards a decision rule maximizing some aggregate measure of subjective well-being. This social engineering perspective, implicit in much reasoning about well-being policy, neglects i) important motivation problems on the part of government actors, such as incentives to manipulate indicators, but also on the part of citizens to truthfully report their well-being, and ii) procedural utility as a source of well-being. Instead, well-being research should be oriented towards gaining insights that improve the diagnoses of societal problems and help to evaluate alternative institutional arrangements to address them, both as inputs into the democratic process.

    This paper analyzes the effects of introducing a graduated minimum wage in a model with optimal income taxation in which a government seeks to maximize social welfare. It shows that the optimal graduated minimum wage increases social welfare by increasing the low productivity workers' consumption and bringing it closer to the first-best. The paper also describes how the graduated minimum wage in a social welfare optimum depends on important economy characteristics such as the government's revenue needs, the social-welfare weight of low-productivity workers, and the numbers and productivities of the different types of workers.

    In this article, we lay out the basic case for wellbeing as the goal of government. We briefly review the history of this idea, which goes back to the ancient Greeks and was the acknowledged ideal of the Enlightenment. We then discuss possible measures on which a wellbeing orientation could be based, emphasising the importance of acknowledging the political agency of citizens and thus their own evaluations of their life. We then turn to practicalities and consequences: how would one actually set up wellbeing-oriented decision-making and what difference should we expect from current practice? We end by discussing the current barriers to the adoption of wellbeing as the goal of government, both in terms of what we need to know more about and where the ideological barriers lay.
