    Based on the acknowledged importance of the State actions in water supply and sewage services, this article aims to present a methodological proposal for prioritizing public investment in this area. Therefore, based on the attributions applied in the legislation, Brazilian municipalities were classified based on a set of indicators, and classification groups of priorities were created, in order to balance the conditions of access to public financial resources. It is, also considered that the improvement of the allocation of Union resources in the sector, through times of fiscal crisis, must follow the requirement that meet the risks in the situation of greater social vulnerability and municipalities with greater deficits. As a result, are listed 961 municipalities with top priority and second priority degrees, as well as two other groups with precarious water or sanitation services that must be considered, benefiting 35.7 million inhabitants. It is also pointed out additional suggestions with complementary meaning, such as investment actions and integrated management policies related to this theme.

    Wastewater and pollution management issues are usual negative externalities in the pursuit of economic development. This is true in the Philippines where industrial and domestic refuse often end up in tributaries and major waterways, sometimes even contaminating groundwater due to improper septage and sewerage design. The passage of the Clean Water Act (Republic Act No. 9275), and the subsequent launching of the National Sewerage and Septage Management Plan (NSSMP) were expected to facilitate the accomplishment of water sectoral targets. While acknowledged to be an integral component of the country's development agenda, wastewater management's requirements for large-scale investments and resources were often overlooked and underfunded, adding to target shortfalls. The sector also remained plagued with institutional fragmentation and disjointed efforts in the absence of an overarching framework and master plan. Given these challenges, the study echoes the call to rationalize the sector's institutional governance and development direction. Improved septage coverage and standardization guidelines are viable short-run interventions, while the national government orchestrates and the local government units muster interest in investing in sewerage facilities.

    This is a rejoinder to a comment written by Cutler and Miller on our recent paper, "Public Health Efforts and the Decline in Urban Mortality" (IZA DP No. 11773), which reanalyzes data used by Cutler and Miller to investigate the determinants of the urban mortality decline from 1900 to 1936. Two main results emerge from our reanalysis of their data: (1) correcting infant mortality counts reduces the estimated effect of filtration on infant mortality by two-thirds, from -43 log points to -13 log points; and (2) using a consistent method of the calculating the total mortality rate shrinks the estimated effect of filtration on total mortality by half, from -16 log points to -8 log points. In this rejoinder, we argue that the much-reduced estimate of the effect of water filtration on infant mortality is a dramatic and surprising departure from the consensus view in the literature. In addition, we show that the estimated effect of water filtration on total mortality is extremely fragile. Evidence of this fragility may also be found in recent work by Catillon, Cutler and Getzen (2018).
