    This paper reviews the literature concerning the evolution of cultural traits in general and preferences in particular, and the emergence and persistence of rules or norms, from a family perspective. In models where every new person is effectively the clone of an existing one (either a parent or anyone else), there may be evolution only in the demographic sense that the share of the population who hold a certain trait increases or decreases. Evolution in the strict sense of new traits making their appearance occurs in models where the trait characterizing any given member of any given generation is a combination of traits drawn at random from those represented in the previous generation. Preferences may be altruistic or non-altruistic, but individuals may behave as if they were altruistic even if they are not, because a rule or norm may make it in their interest to do so. Evolutionary stability and renegotiation proofness play analogous roles, the former by selecting altruistic preferences, and the latter by selecting cooperation-inducing rules. The existence of population groups recognizable by outward characteristics like ethnicity or religious practice may convey useful information regarding imperfectly observable traits, such as preferences, of direct interest to individuals, but it may also lead individuals to judge others by their group membership rather than by their unobservable individual qualities, and thus to see them as possible foes.

    The World Bank’s Doing Business reports have evoked an intense policy debate about whether countries should simplify regulatory rules in order to stimulate investment and growth, or make them more stringent in order to achieve public policy objectives. Both sides of this debate, however, assume that the business environment in developing countries is defined and determined by the exact implementation of these rules by the state and by firms -- an assumption demonstrated to be false by a number of studies. These studies seem to indicate that, rather than these rules, doing business in developing countries is based on deals struck between firms and the political or bureaucratic arms of the state. In this paper, we undertake a cross-country analysis of the relationship between the rules related to doing business and these deals, particularly in the context of the state's capability in implementing them. Using data from the Doing Business reports, the World Bank’s Enterprise Survey and other sources, we show that (i) while there is a relationship between rules and deals, it is a weak one; and (ii) this relationship is itself dependent on the level of a country’s state capability, with the impact of rules on deals getting further weakened if the state capability is low; and (iii) with stringent rules and very low levels of state capability, the relationship becomes perverse, with more stringent rules leading to less compliance, rather than more. Based on these results, we provide a diagnostic approach to rules reform, where the appropriate reform depends on the level of stringency of the rules in a country, and the level of its state capability.

    In this working paper we present and discuss the main directions in the development of the outer space policy with a special focus on the relation between the European countries. The strategic importance of the outer space has been acknowledged during the Cold War and has stayed that way ever since. At the same time, as the progress in the economic area has required more advanced and efficient tools for communication and transportation, the technological development of the outer space instruments had to offer solutions and innovation for answering the need of the commercial sector. The opening of the space sector to other (non)state actors has accelerated in the last years. In this analysis we focused on the European approach to this domain and to the way in which the European Union has started and developed its role in this sector. The paper offers a few policy recommendations for the national and European levels of action aiming to highlight the relevance of this activity and to straighten the coherence of a common approach in the outer space.

    We study the potential benefits of adding a lottery component to cut the main risks associated with standard negotiated and rule-based auction procurement procedures. We show that adopting a two stage approach in which bureaucrats first negotiate with a small number of bidders to assess their eligibility and, next, rely on a lottery to award the contract reduces corruption risks often observed in negotiated procedures. For rule-based procedures, we show that a "third-price lottery" in which the two highest bidders are selected with equal probability and the project is contracted at a price corresponding to the third highest bid can reduce limited liability, renegotiation, bid rigging and collusion risks.

    Does market exposure shape civic values and rules that constrain opportunistic behavior and foster generalized cooperation? I investigate this question using a natural experiment on market location from Ethiopia, where exchange is prone to cooperation problems from asymmetric information and absence of third-party enforcement. I find a strong negative effect of market distance on civic values and rule formation. These results arise because groups develop different kinds of exchange structures to alleviate cooperation problems from market failure. In groups further away from markets, individuals rely on eponymous exchange and reputation in dense social network, which fosters parochial cooperation. In contrast, in groups near markets, impersonal and ephemeral exchange with strangers creates a demand for civic values and rules, which together with community sanctioning fosters generalized cooperation. Distance from markets without asymmetric information has no effect on civic values and rules.
