    Im letzten Jahrzehnt vor der Zeitenwende wird im Norden des ephesischen Staatsmarktes ein Gebäude errichtet, das uns heute als eines der wenigen sicher identifizierten Prytaneia der griechisch-römischen Welt bekannt ist. Als Hauptkultgebäude der Polis fungierte das Prytaneion als Amtssitz der höchsten magistratischen Beamten der Stadt, als Ort öffentlicher Ehrenmäler und als der Ort, an dem der sog. Staatsherd untergebracht war – ein ewig brennendes Feuer, das das Leben der Stadt symbolisieren sollte. Zwischen den Jahren 2007 und 2009 wurde das Prytaneion von Ephesos einer abschließenden archäologischen und bauhistorischen Analyse unterzogen. Dabei konnten nicht nur die Baugeschichte, die Funktion und die Struktur der Anlage weitgehend geklärt werden, sondern auch Transformationsprozesse an einem antiken Monumentalbau nachgezeichnet werden, die einen Funktionswandel von einem kaiserzeitlichen Verwaltungs-, Repräsentations- und Kultgebäude zu einem einfachen byzantinischen Werkstatts- und Wohnviertel dokumentieren. Das wechselhafte Schicksal dieses Komplexes, das sich über die ersten acht nachchristlichen Jahrhunderte verfolgen lässt, soll im Zuge dieser Publikation dargelegt werden. A building erected north of the Ephesus state market in the final decade before Christ is today one of the few prytaneia that have been identified with certainty in the Greek-Roman world. A prytaneion was the main cult building of the polis; it functioned as the official seat of the city’s highest municipal authorities, with public cenotaphs and the site of the so-called state fire. It was possible to clarify, for the most part, the history of its construction, as well as the function and the structure of the site, but also the transformation process of this ancient monumental building.     The German government aims at a climate-neutral building stock by 2050 to reach the goals defined in the Climate Action Plan 2050. Increasing the energy efficiency of existing buildings is therefore a high priority. For this purpose, investments of private homeowners will play a major role since about 46.5% of the German dwellings are owner-occupied. To identify potential monetary benefits of investing in energetic retrofits, we investigate whether energy efficiency is reflected in property values of single-family houses in Germany. Thereby we examine possible heterogeneous effects among regions. With 455,413 individual observations on a 1km²-grid level for 2014 to 2018, this study adds to the literature 1) by examining the effect of energy efficiency on housing values for Germany on a more small-scale level and specifically investigating regional disparities in this context and 2) by estimating an energy efficiency value-to-cost ratio. Applying a hedonic analysis, we find a positive relationship between energy efficiency and asking prices. We also find evidence for regional disparities. Effects are significantly weaker in large cities compared to other urban areas, whereas the impact in rural areas is much stronger. Since property values are expected to decline in rural regions, homeowners could alleviate this development by increasing the energy efficiency of their dwellings.

    Improving the energy efficiency of residential buildings is of paramount importance to reduce CO2 emissions and hence to achieve a climate-neutral building stock - the objective of the German government for 2045. Thereby, a focus on the existing building stock is needed, as regulations for new buildings are already quite tight in terms of energy efficiency, and a large proportion of the dwelling stock of 2045 already exists today. For the important segment of rental housing, split incentives are often invoked as an impediment for energy-related investments. Yet this implicitly takes the tenant-landlord relationship as given. On the market where prospective renters meet the dwelling offers, competitive forces and rational behavior on both sides would imply that the monthly net rent should reflect (with opposite sign) differences in expected monthly heating costs - other things being equal. We test this hypothesis by specifying a hedonic price model that reflects this gross-cost-of-renting perspective and applying it on a detailed dataset including dwelling and neighborhood characteristics. As a case study, we use data for the German state of North Rhine-Westphalia, which implies that variations in regulatory and meteorological conditions are small, while large socioeconomic differences across subregions exist (e.g., in terms of purchasing power or unemployment rates). Drawing on 844,229 observations from 2014 to 2020 on a small spatial scale, we find a premium for more efficient apartments; however, it is rather small. The expected energy cost savings exceed the premium by approximately a factor of six. Rather, we find large discounts if apartments use heating technologies that are known to be inefficient. The paper explores various explanations for these outcomes, considering both landlord and renter behavior as well as institutional settings.

    Despite a common EU directive on energy efficiency in residential buildings, levels of energy efficiency differ vastly across European countries. This article analyses these differences and investigates the effectiveness of different energy efficiency policies in place in those countries. We firstly use panel data to explain average yearly energy consumption per dwelling and country by observable characteristics such as climatic conditions, energy prices, income, and floor area. We then use the unexplained variation by sorting between-country differences as well as plotting within-country changes over time to identify better performing countries. These countries are analysed qualitatively in a second step. We conduct expert interviews and examine the legal rules regarding building energy efficiency. Based on our exploratory analysis we generate a number of hypotheses. First, we suggest that regulatory standards, in conjunction with increased construction activity, can be effective in the long run. Second, the results suggest that carbon taxation represents an effective means for energy efficiency.

    This paper re-conceptualizes the planning process in the big data era based on the improvements that non-linear modeling approaches provide over the mainstream linear approaches. First, it demonstrates challenges of conventional linear methodologies in modeling complexities of residential energy use, addressing the "variety" from the three Vs of big data. Suggesting a nonlinear modeling schema to analyze household energy use, the paper develops its discussion around the repercussions of the use of non-linear modeling in energy policy and planning. Planners / policy-makers are not often equipped with the tools needed to translate complex scientific outcomes into policies. To fill this gap, this work proposes modifications in the traditional planning process in order to be able to benefit from the abundance of data and the advances in analytical methodologies. The conclusion section introduces three short-term repercussions of this work for energy policy (and planning, in general) in the big data era: tool development, data infrastructures, and planning education.
