    The power sector of Pakistan has undergone numerous reforms, in this context the present study examines the impact of these reforms on efficacy and sustainability. The literature on power sector reforms in developing countries is extensive and diverse, covering various aspects and dimensions of the reform process and its outcomes. However, there is a lack of comprehensive and systematic studies in the case of Pakistan dealing with extensive range of reforms over a long period. This study fills this gap by providing a comprehensive and systematic evaluation of Pakistan's power sector reforms. The findings show that after the reforms, installed generation capacity has increased and the energy mix has shifted to expensive fossil fuels, however, there has been no substantial reduction in transmission and distribution loses. Nominal electricity tariffs increased the least for residential sector creating cross-sector subsidies at the cost of industrial sector. In addition, electricity consumption by residential sector increased substantially, while the commercial, agriculture and industrial sectors shows no significant increase in electricity consumption. The GDP share of the manufacturing and industrial sector declined. The study recommends tariff restructuring to protect poor households and ensuring the industrial sector remains competitive.

    An extensive program of economic liberalization reforms, even when it generates positive outcomes, does not automatically generate support for further reforms. Societies respond with strong support only after experiencing the effects of reversing these reforms (i.e. corruption, inequality of opportunity). This point is illustrated through the example of the post-communist transformation in Eastern Europe and Central Asia-arguably a context where the end point of reforms was never clearly defined, and even successful reforms are now associated with a degree of reform suspicion.

    We study convergence and divergence dynamics in a sample of EMU countries by assembling an extensive dataset that contains information on public spending and policy outcomes in a variety of areas of government intervention including education, health, and civil justice from the early 1990s. We also focus on other important determinants of a country’s economic performance such as the level of regulation of product and labor markets, as well as the trust in political institutions, quality of governance and inequality. Results show that despite divergent economic growth in the Euro periphery countries after the 2011-13 Euro crisis, the quality of services and level of regulation did not deteriorate or indeed improved, increasing convergence with the core Euro countries. However, the debt crisis dramatically worsened citizens’ perceptions of quality of governance as well as the level of social trust. The very different approach followed with the Covid crisis might have mitigated the problem, but the Euro project has still shaky foundations. This calls in question its future political viability and asks for reform.

    At independence in 1975, the Frelimo government took over public administration from the colonial system and started to transform it. The public financial management (PFM) system was adapted to the central planning and management of the economy in line with nationalist and Marxist-Leninist thinking. Collapse followed in the mid-1980s, amidst the Cold War and the liberalization of the economy. The PFM system was gradually and systematically reformed towards more transparent and efficient mechanisms, and successful reforms did coincide with high rates of economic growth for more than 20 years, after 1993. The reform process was supported by sizeable foreign aid to the extent that Mozambique became highly aid dependent. As the nationalist agenda became more forceful from around 2005-10, when the existence of large natural gas reserves in the Rovuma Basin was confirmed, the extraction of natural resources became the main government focus as a source of public revenue, and severe cracks in the PFM system started to emerge. The 'hidden debt' scandal in 2013-14, the renewed conflict between Frelimo and Renamo from 2013, and the insurgency war in Cabo Delgado from 2017 put the PFM system under pressure and performance suffered accordingly with significant economic and social costs. The paper brings out how difficult it is to make institutional reforms work, within a structure of political and economic power that may not benefit from them, even in the context of a high degree of aid dependence.

    The reform process in the energy sector in Organisation for Economic Co-operation and Development (OECD) and in emerging countries started in the 1990s, aimed at reducing the role of the state as a shareholder, but not in its function as coordinator, regulator and planner. Also, it should be stressed that the transition to a low carbon economy in the 21th century has enlarged the state's agenda, in particular towards reaching the Sustainable Development Goals (SDG) 7: Acessible and clean energy. The state remains an important actor in the energy sector, in the search for energy security, efficiency and sustainability. As a first step, this study attempts at defining the rationality, the participation and the diversity associated with the state in the energy sector, at the same time suggesting the beneficial effects of the state-private sector partnership. In a second instance, the PMR OECD database is analysed for the energy sector, in the light of the reforms and governance structures for selected countries, at the same time establishing a parallel with Brazil's performance in terms of state ownership, regulatory aspects and liberalization degree.

    We develop a two-period model of redistributive politics in which two politicians compete in an election in each period. In the first period, the politicians propose both whether to experiment with an efficient reform with uncertain benefits and choose the amount of public debt. Politicians also allocate pork-barrel spending to voters in each period. We show that allowing politicians to raise debt ensures that the reform is always implemented when the reform’s ratio of private good to public good gains exceeds a threshold, i.e. the reform generates enough private good benefits. This is not the case when the reform’s ratio of private good to public good gains is below this threshold. We also examine hard and a soft debt limits, and find that both limits reduce the political success of the reform. However, at moderate debt levels soft limits dominate hard limits with respect to equilibrium efficiency of reform provision.
