    This document constitutes the final report for Contract VC/2017/0131 - 'Study on the Monitoring and Evaluation Systems of the ESF', undertaken in the context of Multiple Framework Contract VC/2013/0017 for the provision of services related to evaluation, evaluative studies, analysis and research work, including support for impact assessment activities. The objectives of the project as laid out in the terms of reference were to: - describe the monitoring and evaluation (M&E) systems in place for the 2014-2020 period and assess the status of their implementation (Task 1); - review the current M&E requirements in order to identify possible improvements for the next programming period (Task 2); - consider the implications for M&E systems in the case that the ESF funding was delivered through conditional support (Task 3a). In practice, as planning for the post-2020 programming period developed, the final objective was rendered less relevant so that work on this issue was not taken further and resources used to consider instead - how the ESF might be used to support implementation of relevant Country Specific Recommendations produced in the context of the European Semester (Task 3b). The first section of the report describes the objectives of each task and the approach followed. Sections 2 and 3 deal with monitoring (issues and possible solutions, followed by recommendations), and sections 4 and 5 similarly with evaluation. The final section covers result oriented delivery of the ESF and considers the implications of utilising conditional support and possible mechanisms to support implementation of country specific recommendations. More detailed information is provided in 13 Annexes, which are referenced where appropriate in the text.

    We conducted a randomized controlled trial involving nearly 700 customer-service representatives (CSRs) in a Canadian government service agency to study whether providing CSRs with performance feedback with or without peer comparison affected their subsequent organ donor registration rates. Despite having no tie to remuneration or promotion, the provision of individual performance feedback three times over one year resulted in a 25% increase in daily signups, compared to otherwise similar encouragement and reminders. Adding benchmark information that compared CSRs performance to average and top peer performance did not further enhance this effect. Registrations increased more among CSRs whose performance was already above average, and there was no negative effect on lower-performing CSRs. A post-intervention survey showed that CSRs found the information included in the treatments helpful and encouraging. However, performance feedback without benchmark information increased perceived pressure to perform.

    The aim of this study is to investigate the negative correlation between unemployment and life satisfaction in the 27 post-socialist countries. First, we measured the well-being cost of life satisfaction brought from pecuniary and non-pecuniary sources. In line with the previous literature, the non-pecuniary mental cost was as big as 2.7 times of the pecuniary cost to the unemployed person. However, at the societal level, the ration between between pecuniary and non-pecuniary costs reversed. By demographic group, the detrimental impact of unemployment was bigger for mid-age group, and equal to males and females. Second, we measure the social pressure to the unemployed at the time of economic recession in 2008, and we found the pressure has been decreased due to pervasive unemployment rate. Third, on the top of the previously suggested policies to enhance the unemployed, we found that the quality of public service in everyday life can be helpful to mitigate the distrimental impact of unemployment, especially for the low-and middle-income groups

    We study, theoretically and empirically, the effects of incentives on the self-selection and coordination of motivated agents to produce a social good. Agents join teams where they allocate effort to either generate individual monetary rewards (selfish effort) or contribute to the production of a social good with positive effort complementarities (social effort). Agents differ in their motivation to exert social effort. Our model predicts that lowering incentives for selfish effort in one team increases social good production by selectively attracting and coordinating motivated agents. We test this prediction in a lab experiment allowing us to cleanly separate the selection effect from other effects of low incentives. Results show that social good production more than doubles in the lowincentive team, but only if self-selection is possible. Our analysis highlights the important role of incentives in the matching of motivated agents engaged in social good production.

    This study explores the interaction between the quality of public services, the implementation of user fees, and the resulting potential for exclusion, that can lead to negative externalities. Our theoretical framework takes account of the possible externalities that result from excluded users accessing alternative options in the context of sanitation, i.e., open defecation, and challenges the conventional wisdom that higher quality unequivocally leads to increased use. Instead, it highlights the ambiguity that results from a simultaneous increase in usage due to improved services (quality effect) and a decrease caused by the fees (price-elasticity effect). We then provide empirical evidence from a randomized controlled trial, where we incentivized the quality of water and sanitation services in the two largest cities of Uttar Pradesh, India. We show that higher service quality increases fee compliance but excludes some users, leading to unintended negative health externalities. Our detailed data provides evidence that results are driven by changes in caretaker behaviour. This finding highlights the need to be cautious regarding user fees, especially for public services involving significant externalities, and in settings where the users are very poor.

    This paper examines the overall macroeconomic impact arising from reform in government wages and employment, at times of fiscal consolidation. Reform of these two components of the government wage bill appeared necessary for containing the deterioration of the public finances in several EU countries, as a consequence of the financial crisis. Such reforms entailed in some instances, but not always, the implementation of cost-cutting measures affecting the government wage bill, as part of broader consolidation packages that typically hinged more heavily on other fiscal instruments, like public investment. While such measures have adverse short-term macroeconomic effects, public wage bill restraining policy changes present the idiosyncrasy that they can yield medium- to longer-term benefits due to possible competitiveness and efficiency gains through their impact on labour market dynamics. This paper provides some evidence of such medium- to long-run effects, based on a wealth of micro and macro data in the euro area and the EU. It concludes that appropriately designed government wage bill moderation could indeed produce positive dividends to the economy, which depend on certain country-specific conditions. These gains can be reinforced by relevant fiscal-structural reforms.

    Seit Jahrzehnten ist der Lebensmitteleinzelhandel von einem Strukturwandel hin zu weniger und größeren Geschäften gekennzeichnet. Gerade in kleineren Orten ländlicher Räume bestehen daher Probleme, die Versorgung mit Gütern des täglichen Bedarfs in fußläufiger Entfernung, das heißt die Nahversorgung, sicherzustellen. Um die bestehenden Herausforderungen hinreichend zu analysieren und Lösungen zu entwickeln, müssen die aktuellen Trends der Nahversorgung untersucht und mit Blick auf ihre potentiellen Wirkungen auf ländliche Räume eingeschätzt werden. Vor diesem Hintergrund wertet das vorliegende Working Paper aktuelle Studien und die wissenschaftliche Literatur mit besonderem Fokus auf den Lebensmitteleinzelhandel und den Onlinehandel aus. Im Ergebnis zeigt sich die Verfestigung seit langem anhaltender Trends sowie das Aufkeimen neuer Trends, deren Beständigkeit noch abzuwarten ist. Anhaltende Trends sind der sich intensivierende Wettbewerbsdruck, der in den letzten Jahren weniger über den Preis als über Auswahl und Qualität ausgeübt wird, die Marktkonzentration weniger großer Ketten im Lebensmitteleinzelhandel sowie der Ersatz kleinerer Märkte durch größere, um eine hinreichende Auswahl für die sich ausdifferenzierende Nachfrage bereitstellen zu können. Zudem wird das Einkaufen angesichts zunehmender Zeitknappheit eher als Last empfunden, was zu seltenerem Einkauf, mehr Kopplung von Einkäufen und Wegen sowie Rückgängen beim Marktanteil sehr großflächiger und daher unübersichtlicher Formate führt. Damit ist nach wie vor die Konzentration auf das Auto als Verkehrsmittel zumindest in ländlichen Räumen verbunden. Dabei steigt die Automobilität gerade auch bei den Senioren an und die Notwendigkeit einer fußläufigen Erreichbarkeit von Angeboten verringert sich dadurch. Eine neuere Entwicklung ist demgegenüber, dass die Zahl der Lebensmittelgeschäfte zwar noch schrumpft, dass dieser Rückgang aber im Vergleich zur zweiten Hälfte der 2000er Jahre deutlich an Intensität verloren hat. Des Weiteren weisen Verbraucherbefragungen darauf hin, dass sich die für Deutschland typische hohe Preissensibilität etwas reduziert hat und sich die Verbraucher zunehmend an der Warenqualität orientieren. In der Folge gleichen sich Supermärkte und Discounter hinsichtlich Warenangebot und Ladengestaltung zunehmend an, wodurch Potentiale für neue Formate, wie Online-Handel, mobile Versorger und Kleinflächenkonzepte, entstehen könnten. In Bezug auf den Online-Handel mit Lebensmitteln zeigt sich jedoch, dass die Lieferkosten gerade in ländlichen Räumen hoch, aber die Zahlungsbereitschaft der Verbraucher gering ist, sodass sich das starke Wachstum bisher auf die Verdichtungsräume konzentriert und das Potential des Online-Handels beschränkt sein dürfte. Auch neuere Modelle, in denen Bürger die Versorgung auf der letzten Meile im Zuge der sogenannten Mitmachlogistik übernehmen, dürfte vermutlich für bestimmte urbane Milieus interessant sein, insgesamt aber wie zumindest momentan der Online-Handel eher auf eine Nische im Lebensmitteleinzelhandel beschränkt bleiben, sodass keine schnelle Lösung von Nahversorgungsprobleme in ländlichen Räumen absehbar ist. During the past decades grocery-retailing in Germany has experienced a structural change to-wards less but larger shops. Particularly in small villages within rural areas it is problematic to ensure the supply with daily goods in walking distance or locally. In order to adequately analyse the existing challenges and develop solutions, the current trends in local supply need to be exam-ined and assessed with regard to their potential impact on rural areas. Against this background, this working paper assesses recent studies and scientific publications that focus on grocery retail-ing and e-commerce. As a result, the consolidation of long-lasting trends and the emergence of new trends, the stability of which still remains to be seen, is evident. Among the persisting trends, the strong competitiveness and the market concentration on a few chains are most prominent. In addition, and due to differentiated demand, small stores are replaced by larger ones for assuring a sufficient range of products. Then again, the market share of hypermarkets is decreasing. One reason for this decrease is the lack of time or time pressure felt by consumers, which results in less frequent shopping trips and the connection of shopping trips with other ac-tivities. Regarding the means of transport, the car is most frequently used for shopping trips, particularly in rural areas. The share of elderly people with access to a car has been increasing steadily during the past few years and thus the necessity for supply in walking distance became less urgent. The decrease of grocery stores in general continues, but is less intense than between 2005 and 2010. In addition, consumer surveys indicate that the high price sensitivity, that has been typical of Germany, has declined somewhat and that consumers are increasingly focussing on the quality of goods. Accordingly supermarkets and discounter adjusted regarding the product range and pricing. This development opens up potential for new formats, such as e-commerce, mobile sup-ply and small-format concepts. Delivery costs are one major challenge for e-commerce in rural areas, especially since consumers show low willingness to pay for such services. Hence, e-commerce is growing primarily in urban agglomerations and has limited potential in rural settings in its current form. The same applies for delivery-formats such as crowd-delivery that focus on challenges regarding the ‘last-mile’. In its current form the realisation is limited and not a feasible option for solving supply-problems in rural areas.

    The study developed six thematic dimensions, comprised of 37 indicators, to monitor market development for electronic communications and digital services in the Western Balkans economies and Turkey in relation to the requirements of the European Union. Many of the electronic commerce dimension indicators are largely related to Digital Economy and Society Index (DESI) information that had not previously been collected. Consequently information available for some indicators was limited. Progress will be required in future years to address the data gaps. Four economies provided 70 per cent or more of information relating to the 37 indicators. The remaining economies provided less than 50 per cent of required information. Amongst economies providing more than 70 per cent of required information Montenegro and Serbia achieved the highest proportion of indicators that met EU requirements.

    This paper analyses the regulation on public pensions created by the Law 9.717/1998 and the Constitutional Amendment 20/1998 and the current reality on public pension's regulation. It has been verified that public pensions demand a management that should be efficient, transparent, and democratic and should focuses on the actuarial and financial equilibrium. We propose the creation of regulation instruments which aims at the dissemination of information, auto regulation and social control which could complement the running mechanisms of incentives and disincentives promoted by the federal government due to the great quantity of public pension's schemes and the dimension of the Brazilian territory.

    This paper examines the overall macroeconomic impact arising from reform in government wages and employment, at times of fiscal consolidation. Reform of these two components of the government wage bill appeared necessary for containing the deterioration of the public finances in several EU countries, as a consequence of the financial crisis. Such reforms entailed in some instances, but not always, the implementation of cost-cutting measures affecting the government wage bill, as part of broader consolidation packages that typically hinged more heavily on other fiscal instruments, like public investment. While such measures have adverse short-term macroeconomic effects, public wage bill restraining policy changes present the idiosyncrasy that they can yield medium- to longer-term benefits due to possible competitiveness and efficiency gains through their impact on labour market dynamics. This paper provides some evidence of such medium- to long-run effects, based on a wealth of micro and macro data in the euro area and the EU. It concludes that appropriately designed government wage bill moderation could indeed produce positive dividends to the economy, which depend on certain country-specific conditions. These gains can be reinforced by relevant fiscal-structural reforms.
