How have transitions from one energy source to another—from wood to coal, or from oil to solar to whatever comes next—transformed culture and society? What are the implications of uneven access to energy in the past, present, and future? Which concepts and theories clarify our relation to energy, and which just get in the way?     This paper studies whether the rise of environmental parties during the last few decades can provide an explanation for reduced housing supply. Specifically, we examine the impact of Green Party presence on short-term housing supply in Bavarian municipalities from 1987 to 2019. Using a set of staggered difference-in-differences approaches and a large panel data set, we find that the entry of Green Party members into municipal councils leads to an approximate 5.6% decrease in the short-term issuance of building permits. Our results suggest that even in minority positions, Green Party members can influence local decision-making through highlighting the negative externalities associated with construction projects. Moreover, this influence may lead to policy convergence, where other parties adopt some elements of the Green Party’s environmental agenda to appeal to environmentally conscious voters. Overall, our study contributes to understanding the trade-offs between housing supply and environmental protection in decentralized democratic settings and sheds light on the role of Green Party members in shaping local land use policy Dieses Papier untersucht, ob der Aufstieg von Umweltparteien in den letzten Jahrzehnten eine Erklärung für reduzierte Wohnraumversorgung bieten kann. Insbesondere werden die Auswirkungen der Präsenz der Grünen auf die kurzfristige Wohnraumversorgung in bayerischen Gemeinden von 1987 bis 2019 analysiert. Unter Verwendung eines Satzes von gestaffelten Differenz-in-Differenzen-Ansätzen und eines großen Paneldatensatzes zeigt sich, dass der Eintritt von Mitgliedern der Grünen in die Gemeinderäte zu einem ungefähren Rückgang der kurzfristigen Erteilung von Baugenehmigungen um 5,6 Prozent führt. Die Ergebnisse deuten darauf hin, dass Mitglieder der Grünen auch in Minderheitspositionen die lokale Entscheidungsfindung beeinflussen können, indem sie die negativen Externalitäten hervorheben, die mit Bauvorhaben verbunden sind. Darüber hinaus kann dieser Einfluss zu einer Politikkonvergenz führen, bei der andere Parteien einige Elemente der umweltpolitischen Agenda der Grünen übernehmen, um umweltbewusste Wähler anzusprechen. Insgesamt trägt diese Studie zum Verständnis der Abwägungen zwischen Wohnraumversorgung und Umweltschutz in dezentralisierten demokratischen Systemen bei und beleuchtet die Rolle von Mitgliedern von Umweltparteien bei der Gestaltung der lokalen Flächennutzung

    This publication describes the current condition of the Russian economy, which has suffered recently from external shocks, such as a collapse in oil prices and Western sanctions. However, it argues that poor economic performance has more to do with long-term internal problems, including a lack of competitive markets, low levels of investment, an absence of innovation and excessive dependence on natural resources. Finally, it discusses President Putin's promises of economic reforms to tackle such issues, and evaluates the prospects for major change.

    Estimates of total factor productivity growth, a measure of increases in the efficiency of production, have traditionally been based on a two-factor model of labor and fixed capital. Because profits are measured residually in the System of National Accounts, they implicitly include rents on natural resource exploitation, with the result that the contribution of fixed capital to growth in the inputs to gross domestic product is misstated, particularly in resource dependent developing countries. This leads to incorrect measures of total factor productivity growth. Using data on natural resources from the World Bank's Wealth of Nations database and methods combining the Solow growth accounting model with recent work at the Organisation for Economic Co-operation and Development, this paper makes new estimates of total factor productivity growth for 74 developing countries over 1996-2014. In the aggregate, including natural resources as a factor of production increases estimated total factor productivity growth across all country income classes and regions of the world when compared with the traditional two-factor approach. In addition, the estimated total factor productivity growth including natural resources is less volatile over time in the great majority of countries compared with the traditional approach. The availability of World Bank data on natural resource quantities and rents for a wide range of countries suggests that natural resources should be included in total factor productivity growth estimation going forward. Further research could focus on the distinctive roles played by different natural resource endowments

    The geographic and strategic location of Bangladesh besides the Bay of Bengal has opened up multidimensional opportunities for the development of coastal and maritime tourism (CMT). Though various legal documents and researchers have already detected opportunities for CMT from the perspective of Bangladesh, there is scant evidence of any systematic research on the institutional arrangements influencing the prospect of the development and promotion of CMT in Bangladesh. The status of the socio-cultural, economic, environmental, and institutional perspectives on the coastal and marine zones of Bangladesh warrants an in-depth study focusing on the institutional arrangements that can support sustainable CMT in Bangladesh. Therefore, this study examines the institutional arrangements to identify the prospects and challenges involved in developing sustainable CMT in Bangladesh. In particular, the study appraises the existing institutions supporting sustainable CMT and suggests policy guidelines to develop sustainable CMT policy and practice in Bangladesh. Moreover, this qualitative study considers how sustainable CMT can potentially influence the blue economy, which can enhance poverty reduction through new job creation, biodiversity conservation, environmental pollution control, and the promotion of the sustainable use of coastal and marine natural resources. The study aims to draw some useful policy guidelines for policy makers to intensify their emphasis on sustainable CMT as an avenue to promote the blue economy and facilitate a better living standard for coastal zone communities.

    We show that the incorporation of offshore entities increases when oil and gas exploration licences are awarded. We exploit leaked data on the incorporation of shell companies and detailed information on tax havens and the awarding rounds of oil licences to construct a new data set covering 119 countries over the period 1990-2014. We consider the incorporation of offshore entities as an indicator of corruption risk. We find that the number of new shell companies increases by 11.1 per cent in the period around the award of an exploration licence. We interpret this evidence as a strong indicator that the award of an exploration licence increases the risk of corruption. Consistent with rent-maximising behaviour, this association is stronger when the price of oil increases.     We explore the effects of persistent income shocks on human capital using oil price fluctuations in a large sample of relevant African countries and employing micro data from multiple waves of the Demographic and Health Survey (DHS). Theoretically, such shocks enable human capital investment via the standard income effect; but also crowd it out because of substitutability between natural resource and human capital income sources - so the net outcome can go either way. Our model suggests that the relative strength of the two effects depends on the age at which the shock is experienced and the affected gender. Consistent with these insights, we find that income shocks in early life enhance educational attainment and other derived outcomes; but reduce them if experienced in adolescence, especially for females. These results survive multiple robustness checks, and their broader implications are discussed.

    This paper compares two alternative growth paths, assessing the effects on productivity of specialisation in natural resources (NR) and in technologically advanced products. The empirical analysis exploits product-level export data for 109 developing and 51 developed economies over the period 1996-2018. We document two distinct types of specialisation, based on exports either of natural resources or of technological products, and compare their role in productivity growth by GMM estimation of a conditional convergence model. In general, reliance on natural resource exports slows growth, but we find that the type of resources exported is important: fuel exports hamper growth while specialisation in metals enhances the catch-up in productivity. Technological specialisation, especially in products typical of the Fourth Industrial Revolution, reinforces productivity growth but does not affect the relationship between resources and productivity growth.

    This paper analyzes the role of networks in the spatial diffusion of local economic shocks in Africa. We show that road and ethnic connectivity are particularly important factors for diffusing economic spillovers over longer distances. We then determine the key players, i.e., which districts are key in propagating local economic shocks across Africa. Using these results, we conduct counterfactual policy exercises to evaluate the potential gains from policies that increase economic activity in specific districts or improve road connectivity between districts.
