    In the last two hundred years, the earth has increasingly become the private property of a few classes, races, transnational corporations, and nations. Repeated claims about the "tragedy of the commons" and the "crisis of capitalism" have done little to explain this concentration of land, encourage solution-building to solve resource depletion, or address our current socio-ecological crisis. The Commons in an Age of Uncertainty presents a new explanation, vision, and action plan based on the idea of commoning the land. The book argues that by commoning the land, rather than privatising it, we can develop the foundation for prosperity without destructive growth and address both local and global challenges. Making the land the most fundamental priority of all commons does not only give hope, it also opens the doors to a new world in which economy, environment, and society are decolonised and liberated

    This working paper presents an up-to-date and prospective assessment of water security throughout the Latin America and Caribbean (LAC) region, with a focus on infrastructure needs, to aid in strategic thinking towards planning and management in key water-using sectors such as agriculture, energy and water supply. This assessment is grounded on a physically-based analysis of water supply and demand, highlights the climate-land-energy-water-socioeconomics (CLEWS) nexus contributions to water security in the region and addresses uncertainty in projections and their implications through a variety of potential future scenarios of climate change and socioeconomic development in the region. This investigation can be thought of as an exercise of envisioning possible futures of water security for the LAC region, explaining existing vulnerabilities when it comes to CLEWS nexus and laying out water infrastructure needs for addressing current and likely future problems under a range of such scenarios. The analysis that leads to estimates of infrastructure needs in the water sector is based on a multi-sector nexus approach that is at the core of the methodology employed in computing water supply and demand. This is both an important distinction and a contribution of this research compared to traditional single-sector approaches to assess projected water demands and associated infrastructure needs. By providing a socioeconomic quantitative framework for integrated analysis of water supply and demand, climate scenarios, and other forcing factors such as land use change and technological developments, this research can be extended to analytically explore different types of policy and investment interventions in multiple water demand sectors.

    As one of world's fastest growing cities, Dhaka faces acute challenges in housing its growing population and developing a more productive economy. Central to this is the scarcity of high-quality urban land. Yet a vast tract of land near the heart of the city, East Dhaka, currently remains predominantly agricultural and undeveloped as a consequence of flooding. This paper uses a computable spatial general equilibrium model that captures the economic geography of the city, to estimate the economic returns of coordinated action to develop this land. The model captures different productive sectors, household skill levels, and types of housing. Firms and residents choose their location within the city given the transport network and land availability, generating a pattern of commercial and residential land-use. The paper estimates the incremental impacts on income, employment and population of an embankment and other flood protection measures to protect this land, as well as from improvement in transport infrastructure and targeted support for economic development in East Dhaka

    This paper draws attention to the need for centring the agrarian environment in poverty analysis and development policymaking. Through an ethnographic enquiry into the persistence of poverty among a landless indigenous community in the southern Indian state of Kerala, this paper tries to understand the community's negotiations with changes in the agrarian environment. The community is losing out on livelihood strategies and adaptation measures on multiple fronts simultaneously. The multi-directionality and simultaneity of the exclusions produced by changes in the agrarian environment warrant attention in poverty analysis, the paper argues. I follow members of this community in their quest to find alternative livelihoods in the wake of rapid deagrarianization in Kerala and show how they are systematically losing out on each of these livelihood pathways. I also follow them in sites of migration in the villages of the neighbouring state of Karnataka, where they are fast being replaced by cheaper labour. Fieldwork in sites of state-sponsored land distribution shows that receiving land does not necessarily work towards lifting them out of precarity. From these observations, the paper concludes that the stealthy ways in which changes in the agrarian environment further the exclusions of marginalized communities need to be paid greater attention.

    Limited access to finance is one of the major barriers for women entrepreneurs in Africa. This paper presents a model of start-ups in which firms' sales and profits depend on their productivity and access to credit. However, due to the lack of collateral assets such as land, female entrepreneurs have more constrained access to credit than do men. Testing the model on data from the World Bank Enterprise Surveys in Eswatini, Lesotho, and Zimbabwe, we find land ownership to be important for female entrepreneurial performance in terms of sales levels. This finding suggests that the small Southern African economies would benefit from removing obstacles to women's land tenure and enabling financial institutions to lend against movable collateral. While land ownership is linked with higher sales levels, it seems less critical for sales growth and innovation where access to short term loans for working capital seems to be key.

    According to Homburg's (2014) comment on Kim and Lee (1997), an ad-valorem property tax on land cannot cause dynamic ineffi ciency of equilibrium allocations in an overlapping-generations model unless the tax is "confiscatory", i.e., equal to or greater than land rents. With such a tax, Homburg claims, land would be intrinsically worthless and the market for land would be closed. The latter claims are invalid because, as a store of value, land can be traded at a positive price even if the net rate of return on land is negative.

    We develop a general equilibrium model with three primary production factors - land, skilled, and unskilled labor - and three sectors - construction, intermediate inputs, and final consumption - to study how different intensities of telecommuting affect the efficiency of firms that embrace home working, as well as its impact on the whole economy. In doing so, we pay particular attention to the effects of increasing working from home (WFH) that go through changes in the production and consumption of buildings: more WFH reduces firms' demands for office space, but increases workers' demand for living space since additional room is re-quired to work from home. We find that more WFH is a mixed blessing: the relationship between telecommuting and productivity or GDP is ∩-shaped, whereas telecommuting raises income inequality. Hence, WFH is not a panacea since an excessive downscaling of workspaces may be damaging to all and exacerbate economic inequality.

    This paper proposes a spatial equilibrium model to quantify welfare losses from land market distortions in China. In the model, heterogeneous firms in a variety of sectors choose their locations across regions with costly trade, frictional labor migration, and land market distortions. We match land transaction and firm-level survey data to estimate land market distortions for firms. Misallocation arises when similar firms are faced with land prices that effectively prevent productive firms from establishing in large cities where they can benefit from agglomeration forces and access to higher productivity. Our framework incorporating land market distortions also helps clarify the mystery of China's undersized cities, a phenomenon noted by Au and Henderson (2006) and Chauvin et al. (2017). Our estimates suggest large negative effects of land policies on the economic welfare in China. We end with a counterfactual exercise that suggests that a coordinated land and labor migration reform would generate welfare gains and reduce regional inequality

    How do modern fiscal states arise? Perhaps the most dominant explanation, based on the European experience, is that democratic institutions that limited the extractive power of states-exemplified by the 1688 Glorious Revolution in England-paved the way for the rise of fiscal capacity and subsequent prosperity. Revisionist accounts, however, reveal that this dominant narrative is flawed. In fact, numerous factors converged to enable the rise of European fiscal states, and in England, debt and land were particularly salient factors. Building off this literature, I bring attention to the role of 'taxless public financing' (i.e. financing public infrastructure through means other than taxation) in the making of fiscal states in two seldom compared cases: 19th-century America and 21st-century China. Both countries relied heavily on taxless financing to launch an infrastructure boom that spurred rapid growth along with massive corruption and financial risks.

    We examine the impact of multinationals oil companies' (MOCs) corporate social responsibility (CSR) on enhancing land rights for rural women. A total of 1,200 women were sampled across the Niger Delta region of Nigeria. Results from the use of a combined propensity score matching and logit model show that MOCs' CSR using global memorandum of understanding (GMoU) model recorded significant success in various policy mechanisms to improve gender equality in land access. The linkages include joint-titling modalities, land leasing, land use certificate issuances, community and territorial land delimitation interventions for both agricultural production and security in Nigeria's oil host communities.

    The first English translation of a Kalmyk epic nearly lost to history. This is the first English translation of Jangar, the heroic epic of the Kalmyk nomads, who are the Western Mongols of Genghis Khan’s medieval empire in Europe. Today, Kalmykia is situated in the territory that was once the Golden Horde, founded by the son of Genghis Khan, Juchi. Although their famed khanates and cities have long since disappeared under the sands of the Great Eurasian Steppe, the Kalmyks have witnessed, memorized, and orally transmitted some of the most transformative developments, both victorious and tragic, in the history of civilizations. A tribute to the protectors of the mythical country Bumba, Jangar reflects the hopes and aspirations of the Kalmyk people as well as their centuries-long struggle for their cultural existence. This new English translation is more than a tribute to the artistic creativity and imagination of the Kalmykian people—it is also an important step in their struggle for cultural survival. It was only after centuries of oral transmission that the songs and stories surrounding Jangar were written down. When the first translation, into Russian, finally appeared, Stalin had the entire Kalmyk population deported to Siberia and ordered that their national literature be eliminated from the published world. This Soviet repression has had enormous consequences for world literature, silencing nomadic voices and keeping hidden their distinctive contributions. Making Jangar available in English is a landmark event, bringing a lost classic to the world’s attention and restoring the voices of an almost-erased tradition at the heart of the history of Eurasia
