    Previous Eurofound research has identified four key dimensions of industrial relations: industrial democracy, industrial competitiveness, social justice, and quality of work and employment. This report seeks to build a set of indicators to measure country performance in industrial relations in terms of these four dimensions and to develop a typology of industrial relations systems, enabling a cross-country analysis of trends. The report focuses particularly on industrial democracy, seen in this context as the core dimension of industrial relations and the most desirable model of work and employment governance.

    This study provides empirical evidence from different regions of the world to identify avenues for platform economy workers to access freedom of association and collective bargaining. It shows that collective protests, the establishment of new organizations of workers and platforms, social dialogue and, to a limited extent, collective bargaining are taking place in the platform economy. The experiences from the ground described in this study indicate ways and a demand to create an even more enabling environment for freedom of association and collective bargaining in order to realize the opportunities of the platform economy for workers and employers.

    This paper is aimed at offering an overview of the bibliographical discussion on Labour Courts in Europe and Latin America, stating what specific topics academics have shown interest in. The period under review runs from 2000 to the summer of 2019 in order to incorporate the latest reforms and legislative changes in this area. The material scope is limited to procedural aspects of labour courts, including access to the courts (representation), existence of different procedures, resources and instances. For this reason, the structure followed in this report takes into account the logical sequence of the legal institutions that comprise procedural law, offering some proposals to further research in this area.

    Negotiations are a valuable and important tool for increasing the voice of workers in the informal economy. This paper provides empirical evidence from Africa, Asia and the Americas on negotiations and collective bargaining by workers in the informal economy. These practices demonstrate that negotiations involving workers in the informal economy, including those that culminate in collective agreements, are key to ensuring the fair distribution of the fruits of economic progress and labour protection to workers in many countries. They are also an important tool for reducing informalization trends. The paper also shows the multiple challenges workers in the informal economy are facing when organizing and entering into negotiations and outlines some possible pathways on how these can be reduced.

    The objective of this study is to understand better the algorithmic management practices adopted by regular workplaces. We investigate the degree of penetration and impact of algorithmic management on work organisation, job quality and industrial relations focusing on the logistics and healthcare sectors. The report focuses in these two sectors because the logistics sector has been at the forefront of digital transformation and has been deploying algorithmic management practices in regular workspaces. Similarly, digital technologies are revolutionising the healthcare sector, and there has been a significant rise in investments in digital health in the aftermath of COVID-19 pandemic. The research has been conducted in two European countries (Italy and France) and two non-European countries (India and South Africa), allowing for a comparative analysis across countries with different levels of development. We show that algorithmic management is widely present in traditional sectors, with benefits in terms of streamlining and simplification of work processes and efficiency gains. The implications of these new forms of work for work organisation and working conditions are also discussed. We show significant challenges in terms of potential deterioration of job quality as well as concerns regarding the strong potential for worker surveillance.

    In this pilot project, Eurofound successfully established the feasibility of, and piloted, an EU-wide database of minimum pay rates contained in collective agreements related to low-paid workers. A conceptual and measurement framework was devised, a total of 692 collective agreements - related to 24 low-paid sectors of interest - were selected to be 'fully coded' and representative data on negotiated minimum pay were compiled for 24 EU Member States. Based on more than 3,202 renewal texts, time series of collectively agreed minimum rates were created from 2015 to 2022 for 19 countries. This is the first time that an EU-wide data collection has provided comparative time series on negotiated pay. Key findings are is that in some countries outdated agreements contain rates below the applicable statutory minima, and that the potential of collective agreements to regulate pay generally or for employees earning higher wages than the minimum pay is not always fully capitalised on.

    The drafting of this programming document takes place in the aftermath of an unprecedented context. The EU, along with the rest of the world, has been severely affected by the COVID-19 pandemic and Russia's war of aggression against Ukraine. More than 14 million Ukrainians have been displaced, unfolding suffering and an unparalleled humanitarian and refugee crisis in Europe since the second World War. While the unprecedented response to COVID-19 from the EU and EU Member States prevented millions of deaths and a fully-fledged recession - with headline figures returning to the levels of pre-COVID-19 at the beginning of 2022 - the war in Ukraine led, inter alia, to an important surge in the prices of energy, food and other commodities, as well as the disruption of many established supply chain links, thereby exacerbating already existing headwinds on growth. Despite the strong headwinds, the European Commission's Summer 2023 Economic Forecast reported that the performance of the economy is expected to remain subdued with a growth rate of around 0.8% in 2023 and 1.4% in 2024. Inflation has decreased, although it is expected to be 6.5% in 2023 and decrease to just around 3.2% in 2024. While the rise in the cost of living is hitting low-income families disproportionally as they spend a higher fraction of their income on consumption and energy, a large majority of EU citizens will feel their purchasing power substantially weakened over the next period. And while energy prices have dropped since the peak mid-2022 period, companies in the EU remain confronted with this extremely challenging internal and external context with higher production costs, supply bottlenecks and higher financing costs leading to a sharp decrease in the business confidence. The high uncertainty linked to the economic environment, the outfall from the war in Ukraine, and the subdued global growth, especially the deceleration of growth in the US, is having a dampening effect on investments as well as spending and is leading to a stronger negative impact on the EU economic outlook with ensuing social consequences as the cost of living increases, the labour market situation remains challenging and social protection systems are put under pressure. In addition, EU member states are faced with the unprecedented challenge of hosting and integrating the millions of Ukrainian refugees fleeing the war. There can be no doubt that the EU will be facing an uncertain and challenging context in the coming years.

This study identifies the European Federation of Building and Woodworkers (EFBWW) - representing employees - and the European Furniture Industries Confederation (EFIC) and the European Furniture Manufacturers Federation (UEA) - representing employers - as the only representative European-level social partner organisations in the furniture sector.

    This study provides information allowing for an assessment of the representativeness of the actors involved in the European sectoral social dialogue committee for the woodworking sector. Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European sectoral social dialogue and their capacity to negotiate agreements. The aim of Eurofound's studies on representativeness is to identify the relevant national and European social partner organisations in the field of industrial relations in the EU Member States. This study identifies the European Confederation of Woodworking Industries - representing employers - as the most representative European-level sectoral employer organisation, and the European Federation of Building and Woodworkers - representing employees - as the representative European-level social partner organisation in the woodworking sector.

    In the EU, non-compliance with statutory or negotiated minimum wages averages 6.93% or 1.3%, depending on the statistics used. The lowest national estimate is 0.01% in Belgium and the highest is 11.59% in Hungary. It mostly affects young workers, those on fixed-term or part-time contracts and those working for small companies. It is more common in services than in manufacturing, and is characterised by shorter working time. Member States monitor, enforce and promote compliance in similar ways, although with some differences. This report identifies hindering and enabling factors. Some countries focus on specific economic sectors, such as construction, domestic work, platform work, agriculture and meat processing. National authorities often enforce minimum wages indirectly by helping employers comply, raising workers' awareness, and helping stakeholders increase cooperation and develop faster procedures. Combining these soft initiatives with tougher measures increases the effectiveness of inspectorates' actions in enforcing compliance with minimum wages.

    Relying on the data provided by an ESG rating agency, this paper aims at bringing more understanding on the diversity of firms' behaviours in terms of labour related CSR and filling a gap on the potential role of labour market institutions, including workers' collective rights, to contribute to an effective CSR policy. Focusing on four different dimensions of labour CSR (freedom of association, non-discrimination, health & safety and the social monitoring of the supply chain), we assess the influence of a series of economic and institutional characteristics on the level of commitment taken by companies and on the decoupling between firms' commitment and concrete implementation. In line with the proponents of the complementarity thesis of CSR, our empirical analysis provides evidence that the existence of strong labour institutions is positively associated with more commitments taken by companies despite sizeable variations according to the issues analysed and the institutions concerned. However, the analysis of decoupling provides a somewhat more nuanced perspective.

    This report analyses the role of social dialogue and collective bargaining in addressing the challenges faced by the civil aviation sector during the COVID-19 pandemic. Social partner involvement in the measures introduced to mitigate the negative impacts of the pandemic varies across European countries. Social dialogue and collective bargaining played a prominent role in most countries, while in others they had a more limited role. The report also explores changes made to existing social dialogue and/or collective bargaining processes at national level. Although no substantial changes were identified in terms of social dialogue institutions and standard procedures, the study has shown that social dialogue dealt with issues beyond traditional employment and working conditions. Social partners were increasingly involved with emerging issues resulting from COVID-19, such as employment retention, including short-time work schemes, redundancies and maintaining the liquidity and solvency of companies.

    This research study will examine how labor manages productivity advances and crisis response in both the United States and Germany's automobile manufacturing sector, particularly in the context of technological application, workplace organization, and the political economies of both countries. In the US, labor is increasingly challenged through reductions in the workforce and lower wages while in Germany, labor has remained resilient even during the global economic crisis of 2008. This paper utilizes in-depth interviews with key actors in the automotive industry, field research at automotive plants, and an examination of relevant literature and data. Among the areas examined are automation, workforce training regimes, institutional factors, and outsourcing.
