The traditional power structure officially relinquished control of political rhetoric and a nascent civil society had begun to emerge. Free elections and political partisanship between reformist and conservative elements of Russian society, spurred on by Russia’s economic troubles, gave a “Wild West” tenor to public rhetoric that was reflected in the election campaigns of 1993, 1995, and 1996.     International organizations (IOs) often drive policy change in member countries. Given IOs' limited political leverage over a member country, previous research argues that IOs rely on a combination of hard pressures (i.e., conditionality) and soft pressures (i.e., socialization) to attain their political goals. Expanding this literature, we hypothesize that IOs can enhance their political leverage through loan conditions aimed at politically empowering 'sympathetic interlocutors'. Studying this mechanism in the context of the International Monetary Fund (IMF), we argue that through prescribing structural loan conditions on central banks (CBI conditionality), the IMF empowers monetary authorities that can serve as a veto player to the government. Relying on a dataset including up to 124 countries between 1980 and 2012, we find that the IMF's CBI conditionality correlates to countries with fewer checks and balances, a less independent central bank, and where the government relies more heavily on the monetization of public debt.

    The International Migration Drivers report quantifies the relative importance of the drivers of migration at international level in a comprehensive way by income levels of countries of origin. Different channels of migration (voluntary migration flows between 1980 and 2017, asylum seekers, residence permits) are analysed separately. The drivers consider both structural characteristics of countries and individual characteristics of persons planning and preparing to migrate. The study of the drivers of past migrations is used to formulate better informed migration scenarios for the future with a medium to long term perspective. In addition, findings of the report are key to understanding the root causes of migration addressed by the European Agenda on Migration and the upcoming Global Compact for Migration.

    The objective of this paper is to examine the possible implications of the adjustment of global and intra- European imbalances, particularly in terms of the macroeconomic impacts. We design a series of macroeconomic scenarios and look at the impact of global and European shocks (corresponding to various policies aimed at reducing imbalances) on the economies of the biggest world players - the US, China, the oil exporting countries, and the EU and its individual members. The methodological approach we adopt is based around a series of simulations using the National Institute's global macroeconomic model NIGEM. Key findings suggest that while global imbalances may be adjusted either through policies in the US or in China, the adjustment on the Chinese side is somewhat less costly for Europe than the adjustment on the US side. Intra-European imbalances may be reduced through various policies, an appropriate policy mix is probably required.
