    The Covid-19 pandemic has caused major disruptions in international trade and has raised concerns about adverse effects on international supply chains. Using a unique establishment survey matched with administrative data from Germany, we provide novel evidence on how establishments have adjusted their supply chains in response to pandemic-induced disruptions. We find that establishments that experienced difficulties in obtaining intermediate inputs as a result of the pandemic are significantly more likely to change their network of suppliers than establishments without such problems, especially if disruptions affected imports from abroad. If an establishment experienced disruptions, it is also more likely to replace a distant with a closer supplier. However, these supply chain adjustments in response to the pandemic appear to be temporary. Die Covid-19 Pandemie hatte einen beträchtlichen Einbruch des internationalen Handels zur Folge, wodurch auch Fragen zur Zukunft internationaler Handelsketten aufgeworfen wurden. Anhand eines Betriebs-Surveys, welches mit administrativen Daten verbunden werden konnte, untersuchen wir, wie Betriebe in Deutschland ihre Lieferketten aufgrund von pandemiebedingten Störungen angepasst haben. Unseren Ergebnissen zu folge weisen Betriebe, bei denen es aufgrund der Pandemie zu Einschränkungen im Bezug von Vorleistungen oder Zwischenprodukten gekommen ist, im Vergleich zu Betrieben ohne solche Beeinträchtigungen eine signifikant höhere Wahrscheinlichkeit auf, einen oder mehrere Lieferanten ausgetauscht zu haben. Dies ist insbesondere dann der Fall, wenn es zu Problemen beim Bezug aus dem Ausland gekommen ist. Betriebe, die von solchen Einschränkungen betroffen sind, haben darüber hinaus eine höhere Wahrscheinlichkeit, weiter entfernte Lieferanten mit näher gelegenen ersetzt zu haben. Den Ergebnissen zufolge handelt es sich dabei jedoch um temporäre Anpassungen.

    President Bush imposed safeguard tariffs on steel in early 2002. Using US input-output tables and a generalized difference-in-difference methodology, we analyze the local labor market employment effects of these tariffs depending on the local labor market's reliance on steel as an input and as part of local production. We find the tariffs did not boost local steel employment but substantially depressed local employment in steel-consuming industries for many years after Bush removed the tariffs. These large and persistent negative effects were concentrated in local labor markets that had low human capital or were strongly specialized in steel-consuming industries.

    We investigate theoretically and empirically the role of wholesalers in mediating the productivity effects of trade liberalization. Intermediaries provide indirect access to foreign produced inputs. The productivity effects of input tariff cuts on firms that do not directly import therefore depends on the extent that wholesalers are a feature of input supply within an industry. Using firm level data from China, we document that wholesalers play no such role for direct importers. However, other firms experience productivity gains from reducing input tariffs if trade intermediation of foreign inputs within their sector is high. They suffer efficiency losses otherwise.

    This paper studies the ability of manufacturing-specific shocks to explain global oil prices. In an estimated three-region DSGE model (UnitedStates, OPEC, rest-of-world) in corporating two sectors (manufacturing and services) in the oil-importing economies and featuring cross-border manufacturing supply chains, oil inventories as well as endogenous oil supply, such shocks rationalize the observed empirical pattern of a positive comovement between global oil prices and the global cyclical gap between manufacturing output and services provision. Given positive manufacturing technology shocks, oil demand and demand for intermediate manufactured goods as well as global trade decline in tandem. Of similar importance are shocks to final manufactured goods demand that are amplified by input-output linkages and international trade. From the perspective of the US, all foreign shocks that cause higher oil prices - including adverse oil supply shocks - have a positive impact on manufacturing relative to service s as well as a positive impact on aggregate core inflation and policy rates. These dynamics rationalize, to a large extent, the observed pattern during major oil price hikes, and, correspondingly (with opposite signs), during important episodes of low oil prices.

    The paper offers an overview of some key conceptual aspects associated with the rise of global value chains (GVCs). It outlines a series of alternative interpretations and definitions of what the rise of GVCs entails, and it traces the implications of these alternative conceptualizations for the measurement of the phenomenon, as well as for elucidating the key determinants and implications of GVC participation, both at the country level and at the firm level. In the process, the paper offers some speculative thoughts about the future of GVCs in light of the advent of an array of new technologies

    The paper offers an overview of some key conceptual aspects associated with the rise of global value chains (GVCs). It outlines a series of alternative interpretations and definitions of what the rise of GVCs entails, and it traces the implications of these alternative conceptualizations for the measurement of the phenomenon, as well as for elucidating the key determinants and implications of GVC participation, both at the country level and at the firm level. In the process, the paper offers some speculative thoughts about the future of GVCs in light of the advent of an array of new technologies
