    This report showcases how triangular co-operation can contribute to achieving ‘green’ objectives (e.g. on climate change mitigation, climate change adaptation, biodiversity, desertification, and local environmental issues). Data collected through an OECD survey on triangular co-operation (2015) and desk research uncovered 224 triangular projects targeting green objectives, involving 91 countries and international organisations, out of a total of 658 triangular co-operation projects for the period 2014-18. Given the available evidence (data, evaluations and interviews with project managers), the report shows that triangular activities can deliver green goals in innovative, flexible and cost-effective ways within and across regions – and thus could help accelerate implementation of the Sustainable Development Goals and other international green agreements (e.g. the Paris Agreement). Nevertheless, there are several barriers that prevent further deployment of this modality, including lack of awareness on triangular co-operation among the different green communities, insufficient evidence on the potential of green triangular co-operation, and few dedicated vehicles that can pilot and scale-up successful initiatives. The report proposes a number of recommendations for policy makers to overcome these barriers.

    The EU member states of Central Eastern Europe (EU-CEE) have experienced rapid convergence in the decades following their EU accession, and have built up strong export-oriented manufacturing sectors boosted by foreign direct investment inflows. While this growth model has brought many positives, there are indications that it is hitting its limits. Endogenous limits to EU-CEE's growth model are exacerbated by exogenous challenges of the 'twin' (green and digital) transitions, and the fallout of the pandemic and Russian invasion of Ukraine. This reinforces the imperative for EU-CEE to transition to a more innovation-driven, new growth model, enabled by a comprehensive industrial policy. However, the EU-CEE countries have not only lacked a stable and strategic approach to industrial policy in their development paths, but also find themselves in a unique position due to EU membership. As a result, innovation and industrial policies are underdeveloped in the region. Based on an in-depth analysis of the industrial landscape and the industrial policy environment of the region, we propose eight pillars for creating a EU-CEE version of the entrepreneurial state.

    The adjective χλωρός appears in the Septuagint to translate Hebrew terms that not only denote color, but state as well. In fact, in biblical Hebrew color is not a quality, but rather a "state" of the entities it describes. It is logical to wonder, then, whether it also expresses this in the Septuagint or if it denotes only color. To answer this question, it is necessary to carry out an interdisciplinary study of color and color language. The methodology followed will first study the concept of color in the Hellenistic world and in the Septuagint, as well as the cultural context in which the Septuagint translators lived. Subsequently, an approximate account of the "encyclopedic knowledge" that those translators possessed will be given, followed, finally, by a semantic analysis of χλωρός in the Septuagint. After applying this methodology, it will be shown that in the Septuagint, as in the Hellenistic world in general, natural color expresses both color and state, with color being the visual reflection of that state.

    Are 'green' environmental concerns - about climate change, biodiversity, pollution - deterring today's citizens from having children? This paper, which we believe to be the first of its kind, reports preliminary evidence consistent with that increasingly discussed hypothesis. Our study has a simple longitudinal design. It follows through time a random sample of thousands of initially childless men and women in the UK. Those individuals who are committed to a green lifestyle are found to be less likely to go on to have offspring. Later analysis adjusts statistically for a large set of potential confounders, including age, education, marital status, mental health, life satisfaction, optimism, and physical health. Because there might be unobservable reasons why those who are pro-environmental may be less likely to want a child, and to try to ensure that the finding cannot be explained by selection and omitted variables, the paper explores Oster's (2019) bounds test. The paper's final estimated effect-size is substantial: a person entirely unconcerned about environmental behaviour is found to be approximately 60% more likely to go on to have a child when compared to a deeply committed environmentalist.

    This paper explores a granular database from the Inter-American Development Bank (IDB) Green Bond Transparency Platform covering the issuance of 430 corporate and sovereign Environmental, Social, and Governance (ESG) bonds in Latin America and the Caribbean (LAC) that are outstanding in international markets. The goal was to investigate how the creation of a sovereign ESG reference yield curve can boost the private ESG bond market. Using a difference-in-differences (DID) approach, we empirically estimate that the creation of a sovereign ESG reference curve roughly leads to a 60 percent increase in the volume of corporate bond issuances and a 25 percent increase in the number of ESG corporate bond issuances in the external markets after three years. On the mechanisms, we argue that the sovereign ESG reference yield curve works as a benchmark for private sector ESG bond issuers by providing a standard against which the performance of ESG bonds can be measured.

    The central objective of our paper is to assess the opportunities and challenges for trade for Asian economies during the low-carbon transition. To do so, we examine the green trade patterns of Asian Development Bank member economies in the Asia and Pacific region between 1990 and 2019 based on three widely used green industry classifications, namely US BLS GGS, OECD ENV-TECH, and OECD CLEG classifications. Our analysis yields three key findings. First, the share of green goods in the exports of Asian economies has consistently increased since the early 2010s. Second, the share of Asian economies in global green exports has grown rapidly in recent years. Third, manufacturing products, especially machinery and electric equipment, account for the largest share of green trade. In fact, since the early 2010s, the shares of Asian economies in world manufacturing green exports and imports have increased. However, the green imports share showed faster growth than the exports share. Finally, the pattern of green trade differs depending on green industry definition, pointing to a need for international consensus on defining green trade in order to measure and analyze green trade patterns more accurately.

Given the available evidence (data, evaluations and interviews with project managers), the report shows that triangular activities can deliver green goals in innovative, flexible and cost-effective ways within and across regions – and thus could help accelerate implementation of the Sustainable Development Goals and other international green agreements (e.g. the Paris Agreement). Nevertheless, there are several barriers that prevent further deployment of this modality, including lack of awareness on triangular co-operation among the different green communities, insufficient evidence on the potential of green triangular co-operation, and few dedicated vehicles that can pilot and scale-up successful initiatives. The report proposes a number of recommendations for policy makers to overcome these barriers.
