    What is a state? This volume approaches the question from an anthropological perspective, which means that the starting point of the analysis is not the concept of the state, but instead, what kinds of structures the state consists of, what kinds of effects these structures have, and how states are experienced by the people who inhabit, make, enact, and resist them. The volume introduces a contemporary anthropological approach to the study of the state for a Finnish-speaking audience. This new approach examines the state as a diverse, socially and culturally constructed phenomenon that varies in time and place. Additional aims of the volume are to introduce and translate concepts from political anthropology to the Finnish language, and to make anthropological analyses of the state known to other disciplines that study the state and to the general Finnish-speaking public. Covering a wide variety of ethnographic contexts examining both the effects of the state and the state-like effects of other institutions, the volume contains case studies from Brazil, Uganda, Papua New Guinea, Madagascar, Finland, Bolivia, Cuba, Egypt, Fiji, Solomon Islands, and Ghana. A theoretical introduction presents the development of anthropological thinking with regard to the state and state-like institutions. An afterword reflects on the contribution of the volume in light of the ethnographic context of Indonesia.

    Abstract: This research advances the critical literature of humanitarian governance by demonstrating how 'risk management' is reproduced within the governance and regulatory structures of humanitarian institutions and, crucially, how it distorts patterns of emergency assistance coverage. Focusing on the impact of post-disciplinary forms of control, it reveals how humanitarian resources are disciplined by banks' responses to regulatory changes initiated by the adoption of counter-terrorist financing legislation designed to counter flows of money to terrorists. This has resulted in the systematic shedding of NGO customers and the routine blocking of their international transactions - known as derisking. In an effort to limit this, NGOs have adopted a 'precautionary approach' to managing risk in their own activities, limiting their ability to reach some of the most vulnerable populations and curtailing innovation.     Community-driven reconstruction (CDR) is an approach to post-war reconstruction that gives discretion to local community councils in establishing priorities and overseeing the implementation of reconstruction and development activities. A series of methodologically exceptional studies has raised questions about whether CDR generates any meaningful impact beyond the short run, given that desired effects on social cohesion and collective action capacity have not been realized. This paper argues that such analyses either underplay or miss entirely three extraordinary successes of CDR. CDR has stood out relative to alternative strategies in terms of its efficiency and relative invulnerability to corruption. Institutions created through CDR initiatives have endured in contexts in which other governance institutions have collapsed. CDR institutions have shown themselves to be adaptable to new service delivery needs that go beyond the original purpose of infrastructure delivery. Based on this evidence, CDR is an example of institutional engineering done right, and remains a highly appealing strategy for reconstruction and longer-term development in war-affected contexts.

    At the heart of every firm’s creation, life, and dissolution resides the nature of its governance. Environmental, social, and technological challenges question modern capitalism. What we observe today is an epistemic rupture. This is not simply a new pendulum’s swing in the history of shareholder-management relationships as it has been the case since the 1930s. In reality, we observe a new world emerging that requires adaptation in both corporate governance and competition game. As believers in the union of law, economics, and management disciplines to think anew firm governance, we unite and compose a manifesto to determine who is legitimate to set the principles and purpose pursuant to which firms will be run, how firms will best arbitrate between multiple trade-offs, how they will report their performance, and in which regulatory competition environment they will complete. We define three pillars (shareholder duacy, firm success, and fair value shaing) and deduce five principles for a renewed corporate governance of the XXIst century firm which aim to achieve a fruitful deliberation process among the three governing bodies: 1] Shareholders set a purpose-based course, Board of Directors follow and implement it, 2] A trustful relationship linking board of directors and management,3] New sharing rules between a firm and its stakeholders,4] Redefining total value generation and performance, and5] A new workable approach to competition

    There is a palpable tension between the planning and implementation of climate targets, for instance as regards renewable energy resources - among which wind power plays a significant role. This tension comes to the fore when assessing the effectiveness of spatial planning approaches to the deployment of wind energy. Planning approaches to wind power are evaluated in three European urbanised regions: South Holland (Netherlands), Lower Austria (Austria) and East Flanders (Belgium). Each region has adopted wind energy targets and introduced zoned areas in its regional planning agenda. The theory of ‘new institutionalism’ and the comparative case study method are the two pillars of this investigation. Zoning may be considered as a form of institutional design, for the introduction of zoned areas not only determines the territorial spread of wind turbines, but also configures socio-organisational entities and actors involved in implementation (developers, local residents, consultants, and public authorities). The comparative approach demonstrates that planning choices in the three case studies often yield to the concerns of higher governance levels, clearly prioritising energy policy goals above local, contextual values. In consequence, ‘zones for wind energy’ do not always gain public acceptance at the local level. Indeed, the foundation for locally supported wind energy zones is laid down in the planning process itself. This process has the potential to institutionalise a trade-off between collective purposes at a higher governance level and locally changing contexts and values. On the other hand, planning agents need to be more aware of path dependencies in spatial decisions concerning renewable energy. One of the wider implications of the planning approaches studied is that they restrict, rather than promote development. Thus, when zoned areas had to be redrawn, local opposition or ‘unwillingness’ seriously restricted the amount of leeway for reaching a consensus about alternative locations. The reason was that the formal planning exercise (zoning wind energy) implied more than an impartial territorial designation: it also communicated social consensus on land-use decisions of ´where wind turbines would come´ and ´where they would not´

    The trend to incorporate Environmental, Social, and Governance (ESG) matters into corporate boardrooms and capital markets is pervasive. Nevertheless, considerable uncertainty exists over what ESG is, how it should be implemented, and its financial and nonfinancial impacts on corporate outcomes and fund performance. In this Closer Look, we explore seven commonly accepted myths surrounding ESG, many of which are not supported by empirical evidence.We ask: • What is ESG expected to solve: short-termism by corporate managers or a deeper problem of corporations profiting at the expense of stakeholders?• Does ESG increase corporate value, or does it represent an incremental cost incurred for society?• How much ESG investment is new (incremental) investment, and how much repackaging of existing spending?• Why is governance included as the G in ESG?• Is it possible to develop a reliable measure of ESG quality?• Can standardized ESG reporting be done in an informative and cost-effective manner?

    Obwohl sich das duale System der Berufsausbildung im Hinblick auf die Integration von jungen Menschen in das Bildungs- und Beschäftigungssystem generell als erfolgreich erwiesen hat, bestehen erhebliche Unterschiede in der Governance. Dementsprechend variieren Bildungsund Beschäftigungsniveaus sowie die Risiken von NEET (neither in employment, nor in education and training), Arbeitslosigkeit und Armut. Nicht erst seit der COVID-19-Pandemie wird das deutsche System der Berufsausbildung aus vielen Gründen stark kritisiert, während das entsprechende System in der Schweiz eher positiv gewürdigt wird. Deshalb vergleichen wir die beiden Steuerungssysteme des Übergangs von der Schule in den Beruf. Vor dem Hintergrund der Theorie der Übergangsarbeitsmärkte betrachten wir die jeweiligen Ordnungen, Akteure, Übergangspfade und aktuellen Entwicklungen. Danach präsentieren wir unsere Bewertung: Deutschland kann von der Schweiz lernen, insbesondere hinsichtlich der Schaffung verlässlicher Brücken zwischen verschiedenen Ausbildungs- und Erwerbsverläufen, der Verbesserungen im Bereich der Berufsorientierung, der laufenden Aktualisierung der Berufsbildungs-Curricula durch verbindliche Vereinbarungen, der Modularisierung und nachhaltigen Finanzierung der beruflichen Bildungsgänge. Überlegungen zu konkreten und grundlegenden Reformoptionen bilden den Abschluss. Although the dual system of vocational training, i.e., the combination of theoretical and practical learning has generally proven successful in terms of integrating young people into the education and employment system, there are significant differences in governance. Education and employment levels vary accordingly, as do the risks of NEET (neither in employment, nor in education and training), unemployment and poverty. The German system of vocational training has been heavily criticized for many reasons, and not just since the COVID-19 pandemic, while the corresponding system in Switzerland is viewed rather positively. We compare, therefore, the two governance systems of the transition from school to work. Against the background of the theory of transitional labour markets, we consider the respective regulations, actors, transition paths and current developments. We then present our assessment: Germany can learn from Switzerland, especially regarding the creation of reliable bridges between different education, training and employment tracks, improvements in the area of career orientation, ongoing updating of the vocational training curricula through mutual agreements (covenants), modularisation and sustainable financing of vocational education and training. The study concludes with considerations on concrete and basic reform options.
