    This study, commissioned by the European Parliament's Policy Department for Citizens' Rights and Constitutional Affairs at the request of the FEMM Committee, explores the phenomenon of precarious work in the EU from a gender and intersectionality perspective. It finds that women, particularly young women, those with a migrant background and women with low levels of educational attainment, are especially vulnerable. This is a recurring trend across all of the Member States within the study's scope. One of the key factors behind this is the disproportionate amount of time that women spend in caregiving roles and domestic work, something that is reinforced by COVID-19.

    The share of women achieving tertiary education has increased rapidly over time and now exceeds that of men. Yet they are severely under-represented in maths-intensive science fields (generally known as science, technology, engineering and maths or STEM). Because of the economic importance attached to these fields, it is important to encourage more women to enter and remain in relevant subject areas throughout their education. This would also reduce occupational segregation and the gender wage gap, as maths-intensive fields are well-paid on average. This report presents some common themes with policy relevance that emerge from the literature.

    This report provides a cross-cutting view of key health topics in the EU from a gender perspective, analysing the main issues with a specific focus on differences between women and men. Gender is discussed at the level of individual mental and physical health and within healthcare systems. The report presents current data and literature and outlines main areas for policy development and actions. Illustrative practices are provided on access to services and on gender-sensitive health services. A view on gender issues in COVID-19 is provided. Recognising the importance of social, environmental and economic determinants on health (WHO, 2019c), the conclusions and recommendations locate the data within the broader framework of social policies and gender health equity (Beckfield et al., 2017).

    This report is the final output of a research project investigating the effects of automation on employment in the automotive, apparel and footwear industries in five countries, namely Germany, Indonesia, Mexico, Romania, and Spain. The main objective of this project has been to improve our understanding of how ongoing processes of technological upgrading, particularly automation, impact women's and men's employment and work in these industries. Our findings suggest that, in the short term, close to the introduction of new automation technology, the impact on employment takes the form of reassignment of workers directly involved in automated processes to other positions, tasks, and occupations. This study also explored the impact of automation in terms of work organisation and working conditions. Across the case studies, it emerged that the adoption of automation technologies has reduced heavy and repetitive tasks and improved health and safety for workers directly concerned by automation. Another interesting and related common finding is the reduction of workers' autonomy who are now subject to more standardisation of tasks together with an ongoing process of deskilling of operators. Finally, in the apparel and footwear sector, we did not find evidence of defeminisation at the establishment level as well as the automotive factories remains highly male-dominated. Cultural norms and stereotypes which influence not only the jobs women and men apply to and get hired for, but also which training and education they engage in, contribute to this gender segregation in both sectors.

    This article aims to evaluate to what extent the process of dismantling policies for women has been installed in federal public management and the intensity with which it is effective over the last few years. To this end, we followed the trajectory of advances and setbacks that marked this field between the period from 2003 to 2020, dividing it into three phases: i) 2003-2014: the consolidation of a policy agenda for women; ii) 2015-2018: the stagnation of this agenda; and iii) 2019-2020: the delegitimization of the agenda and dismantling of policies. The focus consists on analyzing the capacity of the institutional mechanisms for the advancement of women to manage gender mainstreaming and to implement actions under their responsibility. The indicators raised allow us to conclude that there was, throughout the period analyzed, a deinstitutionalization of the gender perspective in the governmental structure that begins with a process of reduction, paralysis and ineffectiveness of the main instruments of public policies for women, which is followed by a dismantling of this agenda within the State, by the dismissal of the principle of gender equality and by the transversality of a conservative family agenda.

    The European Green Deal commits members states to make sure the clean energy transition is just and inclusive. However, women are strongly underrepresented in the energy sector, including in energy research and innovation (R&I) and in management. The situation differs between countries. European countries can learn from each other how to tackle their weaknesses and how to reinforce strengths as regards gender balance in the fast-changing world of energy. This document presents a brief overview of the status and main stakeholder initiatives in 35 countries.

    This report assesses gender balance in the energy sector and identifies strategies for inclusivity. Women make up only 25% of the workforce in EU energy companies, marginally higher in senior roles. Women's involvement in research and innovation stands at 22%, with significant variations across EU states. The report projects the necessity of adding 200,000 women to the EU27 energy sector by 2050 to attain minimal gender balance. Emphasizing the need to promote STEM careers for women, the report includes concrete recommendation for effective measures.

    Since the 1990s, gender mainstreaming has been a widely accepted strategy for promoting gender equality within governments, multilateral agencies, and development NGOs, although critics continue to question its premises and results. This paper reviews how the development agencies of Australia, Japan, New Zealand, and the Republic of Korea, as well as the Asian Development Bank, have sought to promote gender equality through their activities, and considers lessons that can be drawn from their experience. The paper also considers the Philippines' harmonized guidelines on gender and development, and the experience of these development agencies in implementing the guidelines.

    OECD regularly carries out surveys in its member states to assess their recent economicperformance. For the preparation of the 2015 survey focusing on gender mainstreaming of family and work arrangements in challenging times, an OECD team conducted a "factfinding mission" at the Federal Chancellery in Vienna. The mission team approached several researchers and policy makers in order to discuss the recent situation in Austria. The team circulated a strategy note, including a detailed outline of the planned survey, aiming at stimulating scientific and policy-relevant exchanges. In order to discuss the outline of the mission document concerning fertility, migration and the triangular interaction between labour market participation, well-being and parenthood/fertility, I summarized insights from empirical research for Austria based a review of the existing literature. This summary was provided to the OECD team and constituted the major input for discussion.
