    Fragile und scheiternde Staaten werden heute sowohl in wissenschaftlichen als auch in medialen und politischen Diskursen als Rückzugsorte von Terroristen und damit als globales Sicherheitsrisiko behandelt. Die meisten der so benannten Staaten finden sich auf dem afrikanischen Kontinent. Innerhalb dieses Diskurses wird gerade den Staaten Afrikas oftmals Staatlichkeit gänzlich abgesprochen oder die internen staatlichen Akteure werden ausschließlich als korrupt und kriminell dargestellt. Mit diesem Buch legt Anna Krämer eine kritische, genealogische Rekonstruktion hegemonialer Repräsentationen von Staatlichkeit im euro-westlichen Diskurs über Afrika vor. Indem hier der kontemporäre, politikwissenschaftliche Diskurs über Staat in Afrika dem Feld historischer (kolonialer) Repräsentationen afrikanischer Staaten aus dem 18. / 19. Jahrhundert gegenübergestellt wird, werden weiterhin wirksame Machtverhältnisse aufgedeckt und einer kritischen Reflexion unterzogen. Damit leistet das Buch einen Beitrag zu einer postkolonialen Konzeptualisierung von Staatlichkeit im afrikanischen Kontext.

    While significant amounts of foreign aid have been allocated to the group of so-called fragile and conflict-affected states in recent years, it is not clear whether that aid is targeted to where it is most needed. This paper extends recent work by Carment and Samy, and focuses on aid targeting in fragile states by using the Country Indicators for Foreign Policy fragility index together with sectoral aid flows from the Organisation for Economic Co-Operation and Development's Creditor Reporting System. Specifically, it considers six country-cases from a threefold typology of states and evaluates the performance of these countries in terms of their fragility relative to the types of aid that they have received. The paper argues that aid is poorly targeted in fragile states, and by considering the sectoral allocation of aid it also contributes indirectly to the related issue of aid effectiveness.

    International aid plays an ambivalent and contested role in stabilising the global system. It creates asym-metrical relationships between donors and recipients that succeed when their interests can be can harmo-nised but not when they conflict. Donors use their support to persuade sovereign governments to adopt pol-icies they support but cannot always negotiate acceptable settlements with them, producing non-compliance and failed programmes. These relationships and strategies have changed radically since the war in response to changes in the global system, policy paradigms, and crises. We review these processes, treat-ing aid relationships as a structural component of the global system; review the different strategies adopted by donors since the war that culminated in the recent Paris Declaration and Sustainable Development Goals calling for poverty reduction and good governance. We identify the political challenges that donors con-front in addressing these issues, and examine the strengths and weaknesses of their attempts to use of Polit-ical Economy Analysis and New Public Management to address them.

    Fragile states in sub-Saharan Africa (SSA) face challenges to respond to the effects of climate shocks and rising temperatures. Fragility is linked to structural weaknesses, government failure, and lack of institutional basic functions. Against this setup, climate change could add to risks. A panel fixed effects model (1980 to 2019) found that the effect of a 1 degree C rise in temperature decreases income per capita growth in fragile states in SSA by 1.8 percentage points. Panel quantile regression models that account for unobserved individual heterogeneity and distributional heterogeneity, corroborate that the effects of higher temperature on income per capita growth are negative while the impact of income per capita growth on carbon emissions growth is heterogeneous, indicating that higher income per capita growth could help reduce carbon emissions growth for high-emitter countries. These findings tend to support the hypothesis behind the Environmental Kuznets Curve and the energy consumption growth literature, which postulates that as income increases, emissions increase pari passu until a threshold level of income where emissions start to decline

    International development cooperation has evolved since the 1960s. The effectiveness of aid is still topical, but studies have not paid adequate attention to the relationship between sectoral aid, politics, institutions, and aid effectiveness in fragile states. Using data from 2002 to 2020, this paper examines the effects of education aid and health aid on education outcomes and health outcomes in fragile states. It uses the Arellano-Bover/Blundell-Bond system generalized method of moments estimator to examine the effect of health aid and education aid on maternal mortality and primary school completion. There is evidence of muted effectiveness of health aid and education aid on health and education outcomes in the face of fragile contexts. There is ample evidence that policies and institutional factors matter for aid effectiveness. Donor support for social sectors in fragile states must be accompanied by support for institution-building and policy formulation processes.

    Drawing from a growing body of literature on development aid in fragile contexts, this paper investigates the effectiveness of COVID-19 aid in the Democratic Republic of the Congo (DRC). The paper uses the OECD's Principles for Good International Engagement in Fragile States and Situations to critically evaluate the effectiveness of several types of health and nonhealth COVID-19 aid that donor agencies provided to the DRC and their impact on the country's socio-economic stability. Beyond identifying the gaps and strength of the COVID-19 aid to the DRC, this paper also leverages the OECD Principles to present recommendations to improve the effectiveness of development aid to the country and other fragile contexts.

    The objective of this paper is to focus on fragility research findings and examine what works or does not work in development aid and development cooperation in fragile and conflictaffected contexts. We draw on our own research findings as well as country-level studies. We examine questions of aid effectiveness in the context of supporting good governance in fragile states in the first part of the paper. We then consider the impact of COVID-19 and implications for aid effectiveness in fragile states in the second part. In the third and final section we briefly consider how the war in Ukraine is impacting fragile states and the long-term prospects for aid effectiveness in an era of geopolitical rivalry and great power competition.

    Aid beneficiaries know very little about development interventions in their own communities. This lack of transparency and information is likely to reduce beneficiaries' ability and willingness to become active in local development. It may also dampen intended aid effects on beneficiaries' political and social attitudes. Can targeted information campaigns strengthen beneficiaries' understanding of aid projects? We test the effects of two types of interventions: the provision of information only and the combination of information and feedback opportunities. We embed these interventions in a panel survey in rural Mali. Our information treatment is highly customized to specific local aid projects in respondents' locations and corresponds to beneficiaries' ex-ante information demands. Nonetheless, two months after the campaign, we find only small treatment effects on respondents' project-specific knowledge (type, location) and no effects on their procedural knowledge (selection mechanisms). Only people with favourable ex-ante views of the state's rule adherence and self-identified non-beneficiaries tend to update their views on procedural knowledge. Finally, we find that the combined information and feedback treatment has an effect on respondents' subjective knowledge, which we interpret as promising mechanisms for engaging and identifying with aid projects.

    We review an emerging experimental literature studying institutional change. Institutions are a key determinant of economic growth, but the "critical junctures" in which institutions can change are not precisely defined. For example, such junctures are often identified ex post, raising methodological problems: selection on the outcome of institutional change; an inability to study beliefs, central to coordination and thus the process of institutional change; and an inability to conduct experiments to identify causal effects. We argue that critical junctures are identifiable in real-time as moments when there exists deep uncertainty about future institutions. Consistent with this conception, the papers reviewed: (i) examine changes to institutions, i.e., the "fundamental rules of the game"; (ii) are real-time studies of plausible critical junctures; and, (iii) use field experiments to achieve causal identification. Substantively, this literature examines institutional changes in state capacity and legitimacy, political inclusion, and political accountability. We also advocate more systematic measurement of beliefs about future institutions to identify critical junctures as they happen and provide an empirical proof of concept. Such work is urgent given contemporary critical junctures arising from democratic backsliding, state fragility, climate change, and conflicts over the rights of the marginalized.

    To examine possible common ground for co-operation between certain African countries, the African Union (AU) and Denmark, this study reviews the gender equality priorities of the AU and nine of its member states. The study explores (I) the priorities, contestations and gaps in the AU's gender governance; (II) the status of and priorities in gender-responsive governance at country level; and (III) African priorities in global gender policy spaces. Noting AU's focus on harmful (traditional) practices, women, peace and security, sexual and reproductive health and rights and women in decision-making, there are opportunities to build on this existing work. A closer look at some member states shows that countries' engagement with gender equality issues is shaped by their internal stability, changes in political regime and approach to governance. At the global governance level, not all countries participate equally and the Africa Group rarely participates with a common voice.

The paper shows that in high-income countries, unlike in low- and middle-income countries, approval policies are influenced by political factors such as political polarization and electoral periods. The study also finds that macroeconomic factors, labor market outcomes, and public spending can play an important role in final decisions on asylum

    Abstract: The EU is one of the three largest economies in the world. But its economy, which is still suffering from the COVID-19 pandemic and the negative effects of the Russian war in Ukraine, faces a bleak outlook. Inflation, or even stagflation, is a major concern as it reflects cost pressures from disrupted supply chains and tight labor markets. The war in Ukraine could also lead to a sustained stop in European gas supplies from Russia. Fitch Ratings therefore forecast the likelihood of a technical recession in the euro zone due to ongoing gas rationing. Apparently the EU is at the mercy of two unpredictable powers, Putin and the weather. China is also affected by global imbalances, and when China coughs, Europe catches the flu. However, the risks are greatest in sub-Saharan Africa. Its global growth spillovers come mainly from the EU and the BRICS countries. In addition to its strong demographic growth, the continent is already suffering from climate change, including prolonged droughts

    Fragile und scheiternde Staaten werden heute sowohl in wissenschaftlichen als auch in medialen und politischen Diskursen als Rückzugsorte von Terroristen und damit als globales Sicherheitsrisiko behandelt. Die meisten der so benannten Staaten finden sich auf dem afrikanischen Kontinent. Innerhalb dieses Diskurses wird gerade den Staaten Afrikas oftmals Staatlichkeit gänzlich abgesprochen oder die internen staatlichen Akteure werden ausschließlich als korrupt und kriminell dargestellt. Mit diesem Buch legt Anna Krämer eine kritische, genealogische Rekonstruktion hegemonialer Repräsentationen von Staatlichkeit im euro-westlichen Diskurs über Afrika vor. Indem hier der kontemporäre, politikwissenschaftliche Diskurs über Staat in Afrika dem Feld historischer (kolonialer) Repräsentationen afrikanischer Staaten aus dem 18. / 19. Jahrhundert gegenübergestellt wird, werden weiterhin wirksame Machtverhältnisse aufgedeckt und einer kritischen Reflexion unterzogen. Damit leistet das Buch einen Beitrag zu einer postkolonialen Konzeptualisierung von Staatlichkeit im afrikanischen Kontext.

    Fragile states in sub-Saharan Africa (SSA) face challenges to respond to the effects of climate shocks and rising temperatures. Fragility is linked to structural weaknesses, government failure, and lack of institutional basic functions. Against this setup, climate change could add to risks. A panel fixed effects model (1980 to 2019) found that the effect of a 1 degree C rise in temperature decreases income per capita growth in fragile states in SSA by 1.8 percentage points. Panel quantile regression models that account for unobserved individual heterogeneity and distributional heterogeneity, corroborate that the effects of higher temperature on income per capita growth are negative while the impact of income per capita growth on carbon emissions growth is heterogeneous, indicating that higher income per capita growth could help reduce carbon emissions growth for high-emitter countries. These findings tend to support the hypothesis behind the Environmental Kuznets Curve and the energy consumption growth literature, which postulates that as income increases, emissions increase pari passu until a threshold level of income where emissions start to decline

    New thinking on the nature of fragility and risk shows a shift from a one-dimensional understanding of fragility towards a more holistic approach in which degrees of fragility exist on a spectrum. This approach recognises the need for collaborative, regional and global solutions to tackle the root causes - and that acknowledges the need to broaden the use of institutional influences, policy levers and expertise “beyond aid”. In parallel, many development co-operation agencies are working to meet commitments under the newly agreed Sustainable Development Goals, the Paris Agreement on climate change, and the Addis Ababa Action Agenda on financing sustainable development. In this context, the OECD Development Assistance Committee (DAC) commissioned a study on how to work more effectively in fragile, at-risk and crisis-affected contexts. This report identifies 12 lessons grouped into 3 thematic areas: building institutional fitness, aspiring to deliver change, and leaving no-one behind. These lessons are illustrated with a wealth of good practice examples from DAC members.
