    Despite significant progress in recent years, horizontal and vertical integration of the Lithuanian milk sector is not very much advanced. The primary sector is characterised by small-scale farming, the fragmentation of farmland and a low number of livestock per farms. These features cause severe problems regarding the restructuring and modernisation of agricultural production since only a few farmers possess the capital resources to conduct necessary investments. However, despite the unfavourable conditions Lithuanian milk producers have made significant improvements concerning milk quality. In the last decade, the processing sector was due to drastic concentration processes. These were induced by the strong competition processes on the milk market and fostered by foreign direct investors. Today, the market is dominated by three companies. About ten enterprises supply almost the entire market of dairy products. The main mode of governance in the market for raw milk is contractual arrangements. The spot market of strong vertical control are unimportant. The basic rules of the contracts like duration or payment scheme are set by the Ministry of Agriculture, others, especially prices, are negotiated individually between farmer and processor. Because of advantages in terms of transport and transaction costs processors provide better conditions to large agricultural producers. Often the processors try to strengthen their relationships with large-scale producers by providing credits for farm modernisation and/or foodstuff. Most small producers do not deliver directly to processors but to milk collection centres. In general, these are owned by processors. So far, only a few farmers co-operatives have been established in order to take this function. ...

    Foreign trade and sustainability is high on the political agenda. German and international policy-makers undertake increasing efforts to use trade policy more effectively for sustainable development purposes. A growing toolbox is meant to facilitate these policy aims, including sustainability chapters in trade agreements, sustainable value chains and sustainability standards. Meanwhile, scientific evidence on how trading activities impact on firms' sustainable behaviour is limited. This question is addressed by researchers from the Kiel Institute for the World Economy and the University of Ghana in a recent study 'Foreign Trade and Sustainable Development in Ghana'. The study provides new empirical evidence on the link between business sustainability and firms' engagement in international trade, using a survey database for more than 400 Ghanaian firms spanning 2013-2015, plus four case studies based on interviews. This unique information source provides a previously untapped wealth of information on various aspects of business sustainability in a Sub-Saharan African country. The key findings of the study are summarized in this policy paper.

    Climate change will affect the frequency, intensity and regional occurrence of extreme weather events and lead to gradual climatic changes. Although climate change impacts appear locally at first, they spread beyond political borders due to the global physical and economic interconnectedness. Depending on a country’s extent of global interdependence and interaction with vulnerable countries, it may face the indirect consequences of the international impacts of climate change. This report provides an overview of the potential impact chains of global climate change on the German economy. The project used a qualitative analysis to consider the influences of climate change on the German economy and then evaluated their relevance. Some impact chains were subsequently selected to be used in a global macroeconomic model that would investigate the exposure and relevance of climate change-induced disruptions. Lastly, adaptation strategies and measures were developed that would be suitable to be deployed against the most significant global effects.

    Using data on the presence of the Goethe Institutes (GI) in 134 importer countries between 1978 and 2014, we study the effect that language learning opportunities abroad have on German exports. We employ a gravity model of trade with a single exporter and use the Poisson-Pseudo Maximum Likelihood (PPML) estimator to measure the relationship of interest. To gauge the importance of potential reverse causality, we also estimate the effect that institutes have on Swiss exports. Our findings for both Germany and German-speaking Swiss cantons show that institutes do stimulate exports to GI-hosting countries, but that this effect is confined to institutes offering language training services, which suggests that language requirements and acquisition underlie the positive link found between institutes and exports. This reading of our findings receives further support in additional explorations, where we study exports differentiated by Rauch (1999) product categories to account for differing communication requirements in trading.

    This policy brief provides an overview of Finland's dependency on imports from China in both a national and EU context. As trade figures based on value added only provide a rough notion of China's contribution to final consumption, we also consider import dependence from the goods imports figures of Finnish Customs to assess import dependence directly for specific product groups. As many products of Chinese origin are imported as semifinished goods or components for products finished in another EU country, we break down also the import dependency of the EU on China by specific product groups. We then compare Finland's domestic production of select industrial product groups against comparable imports from China. We analyze Finland's dependence on China for critical raw materials and identify potential alternative sources for key product groups for which Finland and the EU are currently dependent on China.

    The marked turnaround in Russia's foreign trade in 2023 exerted strong downward pressure on the Russian rouble, which lost around 30% of its value. Global oil prices were declining in the first half of the year, the EU import embargo on Russian oil depressed prices even further; and on top of all that, Russia lost a large slice of what has historically been its main gas market - the EU. In response to a weakening rouble, the central bank has tightened policy markedly, although inflationary pressures have remained high so far. Otherwise, the economy continues its recovery on the back of domestic demand, driven in large part by (war-related) fiscal stimulus - officially estimated at around 10% of GDP in 2022-2023. Official data suggest that capacity utilisation has reached very high levels, the labour market is extremely tight, and unemployment has plunged to an all-time low. With no end in sight to the war, the current growth trajectory will likely continue for some time, despite the fact that the economy is suffering from increased labour shortages and is falling behind on the technological front, due to the Western sanctions.

    Recent high-frequency data suggest a further strengthening of growth momentum, driven by the ongoing tightness of the labour market and the muted response of credit expansion to last year’s monetary policy tightening. At the same time, the short- and medium-term fiscal outlook has brightened – despite increased military and social spending. On the external front, imports picked up at the end of 2023, but have suffered more recently due to increased payment difficulties – a result of renewed US pressure on banks from third countries dealing with Russia. The effectiveness of trade sanctions crucially hinges on the degree to which missing high-quality Western goods can be replaced with lower-quality products from third countries. Our calculations suggest that in 2023, the share of sanctioned CHP items that Russia was able to obtain ranged from 60% to 170% of the 2021 level, depending on underlying assumptions regarding the extent of the deterioration in quality.

    We examine Russian imports since a coalition of countries imposed sanctions on exports to Russia. As Russia no longer publishes detailed statistics on foreign trade, we rely on export data from its largest trading partners (mirror statistics). We are particularly interested in trade diversion, i.e. the extent to which Russian imports have shifted from sanctioning countries to other countries. Our analysis is based on monthly export data and focuses on technology goods (HS codes 84 and 85) utilizing a difference-in-difference approach. Our dataset covers exports to Russia at the HS6-level of disaggregation from 26 sanctioning and 14 non-sanctioning countries during 2018-2023. We find that the exports of sanctioning countries to Russia fell drastically overall, with exports of sanctioned goods declining more than average exports. On the other hand, the export of sanctioned goods to Russia by non-sanctioning countries have risen more than their overall exports, indicating that Russia has managed to replace some goods no longer available from sanctioning countries, but not all of them.
