    This article replicates and extends the Hille and Knill (2006) study on the implementation of the acquis communautaire in EU candidate countries. We use a different methodological approach, i.e. the "fuzzy set qualitative comparative analysis" (fsQCA), and extend the analysis by incorporating EU-level factors (the intensity of EU conditionality). The fsQCA analysis shows that the bureaucratic effectiveness is systematically related to candidate countries' alignment performance whereas there is no systematic relationship between alignment performance, political constraints, financial capacities, government membership support and/or the absence of intensity of EU conditionality. -- acquis communautaire ; EU candidate countries ; Central and Eastern Europe ; enlargement ; Europeanization ; fuzzy set qualitative comparative analysis ; implementation ; policy change

In order to avoid a Stagno-Europe the EU has a choice: Either it looks for the very essentials in the common institutional frame or the member states agree in ceding national sovereignty to the European level. This, however, requires that the democratic deficit at the EU level is reduced. The Treaty of Nice has failed to solve these issues.

    Eastern enlargement of the EU promises gains, but also imposes fiscal costs on incumbent countries. A sensitive issue concerns immigration, jobs and wages. We address these issues in a general equilibrium framework, both analytically and through numerical simulations. Analytical results identify capital accumulation as a prime transmission channel. Using a dynamic CGE model with search unemployment of high- and low-skilled labor, we simulate the effects of enlargement on Germany finding small effects from trade, but more pronounced labor market effects from migration. Based on German model elasticities, we approximate expected benefits and costs for other member countries as well.
